유럽 재건개발은행이 발표한 새로운 보고서에 따르면 현재 동유럽과 독립국가연합(CIS: 구소련지역)에 포함된 여러 국가들이 아직 수처리, 위생, 운송, 에너지 분야에서 민관협력 사업을 진행할 수 있는 역량, 기능, 경험적 조건을 갖추지 못한 것으로 드러났다.

경제학자 학문 모임(Economist Intelligence Unit)이 취합한 위 문서는 아시아, 남아메리카에 비해 동유럽과 독립국가연합에서도 고도의 성장을 이뤄내고 있는 헝가리, 터키, 러시아들이 물 시장 민관협력사업 분야에서 상위권에 들지 못하고 있음을 지적하고 있다. 대신 크로아티아가 동유럽 내에서는 100점 만점 기준에 63.5점을 기록하며 1위의 자리에 올랐으며 그 뒤를 각각 리투아니아, 슬로베니아가 잇는 것으로 드러났다.

A new report commissioned by the European Bank for Reconstruction and Development (EBRD) has found that countries in Eastern Europe and the CIS still lack the experience, capacity and skills to partner effectively with businesses when executing PPPs in the water, sanitation, transport and energy sectors.

The document, compiled by the Economist Intelligen30ce Unit, shows that, in contrast to Asia and Latin America, the largest growth economies in the region such as Russia, Turkey and Hungary do not sit at the top of the league table. Instead, Croatia made the top slot, scoring 63.5 points out of a possible 100, with Lithuania and Slovenia in second and third places, respectively.

Water and sanitation is not the most popular area for PPPs, generally because there tends to be a very strong view that its a public good, said Vanesa Sanchez, one of the reports authors. Theres still a lot of work to be done, she told GWI.
