중국은 최근 파키스탄 카라치(Karachi) 연안에 2기의 ACP1000을 수용하는 원자력발전소를 건설하는 계약을 체결했다. 이것은 중국 원자력업계에 있어 최초의 해외 수출을 기록한 것이다.

 

 중국원자력공사(CNNC)는 파키스탄과 새로운 원자력발전소를 턴키 형식으로 건설하기로 계약했다. 계약 체결 기념식이 8월 말 상하이에서 열렸으며, 주계약자인 CNNC와 하청계약자들이 참여했다.

주계약자는 CNNC 자회사 중국중원공사(China Zhongyuan Engineering Company, CZEC)로 선정되었다. 또 다른 중국 기업들도 파키스탄 카슈마(Chashma)에 원자력발전소를 건설하는 프로젝트에 참여할 것으로 알려졌는데, 그 참여사에는 중국원자력엔지니어링(China Nuclear Power Engineering), 중국원자력연구소(Nuclear Power Institute of China), 동중국전력설계연구소(East China Electric Power Designing Institute) 등이 포함된다.

파키스탄 수도에서 서쪽으로 25 km 떨어진 신드(Sindh)주 파라다이스 포인트(Paradise Point) 인근 해안 카라치에 건설될 1100 MWe급 ACP1000 2기의 건설 비용은 96억 달러(약 10조 원)에 달한다. 지난 7월, 파키스탄 국립경제위원회(National Economic Council) 고위 임원회의에서 이 원자로 건설이 승인되었다.

■ ACP1000  ACP1000은 900 MWe급 가압경수로(PWR)에서 파생된 것으로 1990년대 중국이 프랑스에서 수입한 것이다. 올해 4월, 중국 당국은 ACP1000 설계에 대한 지적재산권을 완전히 확보했으며, ‘연구 개발 검토’ 단계를 완료하고 ‘건설 및 시장 개발’ 단계에 중점을 두고 있다고 발표한 바 있다. 최초 ACP1000 원자로는 푸지앙(Fujian)성 푸칭(Fuqing) 원자력발전소 5, 6호기로 건설될 계획이다.

파키스탄은 현재 카라치에 40년 된 125 MWe급 가압중수로 1기와 펀잡(Punjab)주 카슈마에 원자력발전소를 보유하고 있다. 카슈마의 원자력발전소는 중국이 건설한 300 MWe급 경수로를 보유하고 있으며, 2기가 더 건설될 예정이다.

파키스탄은 핵비확산조약(NPT)에 가입하지 않고 있기 때문에 완전한 안전조치를 이행하고 있지 않아 국제 원자력 거래 승인국에서 배제되어 있다. 하지만 중국은 파키스탄 개발을 지원한다는 양자합의를 오랫동안 이행해 왔으며, 파키스탄의 발전용 원자로들은 사안별로 구체적인 국제 안전조치 하에 소유 및 운전되고 있다고 말하고 있다.

 

 

 

 

Contracts were recently signed for the Karachi Coastal Nuclear Power Project in Pakistan comprising two ACP1000 units. The order marks the first foreign purchase of the Chinese reactor design.
 
China National Nuclear Corporation (CNNC) has been contracted to build the plant on a turnkey basis. At a signing ceremony in Shanghai at the end of August, CNNC signed contracts with sub-contractors for the project. The main contractor is CNNC subsidiary China Zhongyuan Engineering Company.

Other Chinese companies which have been involved in the construction of reactors at the Pakistan's Chashma plant will also participate in the project. These include China Nuclear Power Engineering, the Nuclear Power Institute of China and the East China Electric Power Designing Institute.

The cost of the two 1100 MWe ACP1000 units - to be built at the coastal Karachi site near Paradise Point in Sindh province about 25 kilometres west of the capital - has been put at PKR959 billion ($9.6 billion). In July, Pakistan's top-level Executive Committee of the National Economic Council approved funds to purchase the reactors.

 

Pakistan currently has a 40-year-old 125 MWe pressurized heavy water reactor at Karachi and another nuclear power plant at Chashma in northern Punjab province. This has two 300 MWe Chinese-built pressurized water reactors operating with two more under construction.
 
Pakistan is outside the Nuclear Non-Proliferation Treaty and largely excluded from world trade in nuclear materials and technology due to an absence of full scope safeguards. China, however, has longstanding bilateral arrangements to support Pakistan's development and the country's nuclear power reactors are owned and operated under item-specific international safeguards.
