| [UAE] 원자로 건설에 국산 철강 채택
에미리트원자력공사(Emirates Nuclear Energy Corporation, Enec)는 바라카(Barakah) 원자력발전소 건설 프로젝트에 사용하기 위한 자국에서 생산된 원자력급의 강화 철강을 최초로 위탁판매 형태로 인도받았다고 발표했다.
Enec에 공급된 1차 주문량은 45,000톤의 레바(rebar)로 에미리트철강산업(Emirates Steel Industries)이 공급한 것이다. 이번 인도분에는 5000 톤의 원자력급 품질의 철강제품도 포함되어 있다. 에미리트 철강은 중동과 북아프리카 지역에서 유일하게 원자력 등급의 Q-클래스라고 불리는 강화 철강을 생산할 수 있는 자격을 획득한 업체로, 미국기계학회(ASME)로부터 원자력 등급의 레바를 생산할 수 있는 인정을 받은 네 번째 기업이기도 하다.
원자력 등급의 철강은 최고의 품질 등급의 자재로 원자력 안전 관련 건설에 사용된다. 에미리트 철강이 아랍에미리트 발전소 건설 프로젝트에 공급할 수 있는 자재를 생산하기 위한 시설을 구축하는데 2년이 걸렸다고 CEO 사이드 굼란 알 로마이티(Saeed Ghumran al Romaithi)가 말했다. 그는 “이 생산 시스템은 원자력 건설 자재를 생산하기 위해 개발되었고 관련 주문이 있을 때만 가동된다”고 덧붙였다.
에미리트 철강은 UAE에서 유일한 통합 철강 제조사이기도 하다. 이 회사가 원자력 등급의 자재를 생산하기 위한 노력에는 Enec가 주도한 자국 UAE 기업이 원자력 프로그램에 입찰할 수 있도록 품질과 기술 기준을 향상시키는 프로그램을 통한 협력이 있었다.
Enec의 CEO 모하메드 알 하마디(Mohamed Al Hammadi)는 프로젝트에 참여하는 모든 공급사들은 포괄적인 검토와 평가를 통과해야 한다고 강조하면서, “에미리트 철강이 최고의 기준을 충족하는 고품질 기반시설을 구축하기 위해 상당한 노력을 기울였으며, 함께 일하게 되어 기쁘게 생각한다”고 말했다.
현재 UAE의 200여 개 업체가 10억 달러(약 1조 800억 원)가 넘는 계약 하에 원자력발전소 건설을 위한 제품 및 서비스 공급에 참여하고 있다. 이 강화 철강은 미국의 ERICO가 시험한 것으로, ASME 기준을 충족하는 것으로 검증된 바 있다. 한국전력이 주도하는 컨소시엄이 UAE 바라카에 원자로 2기를 건설하고 있으며, 2기의 추가 건설이 예정되어 있다. 이전까지 사용되던 Q-클래스 강철은 한국에서 조달되었다.
에미리트철강은 사업 영역을 확장하여 고품질, 고신뢰도를 가진 재료를 원자력발전소 건설 기업에 제공하고 ASME 기준을 전반적으로 상회하는 기술 및 품질 수준을 성취하여 원자력 안전에도 기여하는 방안을 모색하고 있다. 에미리트철강은 2001년 제너럴 홀딩 코어포레이션(General Holding Corporation)이 전체 지분을 소유하는 자회사로 설립되었다. 이 회사는 현재 연간 3백만 톤의 철강을 생산하는 용량을 갖추고 있다(GTB2012070051).

First domestic steel for Barakah
The Emirates Nuclear Energy Corporation (Enec) has taken delivery of the first consignment of domestically produced nuclear-quality reinforcing steel for the Barakah nuclear power plant project.
The first order of 45,000 tonnes of rebar supplied to Enec by Emirates Steel Industries includes 5000 tonnes of nuclear quality product. Emirates Steel is the only steel maker in the Middle East and North Africa region qualified to produce so-called Q-class nuclear quality reinforcing steel, and claims to be only the fourth company in the world qualified by the American Society of Mechanical Engineers (ASME) to produce rebar to nuclear qualified standards.
Nuclear grade steel is the highest quality class of steel required for nuclear safety-related construction. It took Emirates Steel two years to implement the quality system to enable it to manufacture and supply nuclear quality products to the UAE program, the company's CEO Saeed Ghumran al Romaithi explained. "This system was only developed to supply products to nuclear products and can only be activated for nuclear orders," he said.
Emirates Steel is the only integrated steel producer in the UAE. The company's nuclear qualification was supported by collaboration through an Enec-led program to help UAE companies to upgrade their quality and technical standards to enable them to tender for contracts in the UAE nuclear program.
"Emirates Steel has made a significant effort to match their quality infrastructure with the highest standards and we are pleased to be working with them," CEO Mohamed Al Hammadi said, noting that every supplier to the project is subject to an extensive evaluation and assessment. More than 200 UAE companies now supply products and services to the program under contracts worth over $1 billion.
The reinforcing steel has been tested by US-based ERICO International Corporation to confirm that it is manufactured in accordance with ASME standards.
A consortium led by South Korea's Kepco is building two reactors at Barakah in the United Arab Emirates, with two further units planned for the site. Q-class reinforcing steel for the project has previously been sourced from South Korea.
