미국 에너지부(DOE)의 어니스트 모니즈(Ernest Moniz) 장관과 러시아 연방정부의 원자력 공사인 로사톰(Rosatom)의 세르게이 키리엔코(Sergey Kirienko) 사장은 양국 정부가 원자력 에너지 연구 개발(R&D) 및 핵 안보 부문에서 협력한다는데 합의하고, 9월 16일 협력 협정서에 서명하였다. 

이 연구 개발 협정에서 민수용 원자력 부문은 원자력발전소, 핵연료 설계, 원자력 및 방사선 기술, 방사성 폐기물 관리를 포함하는 것이며, 핵 안보 부문에서는 핵 및 방사선 안전성 그리고 핵 비확산을 비중 있게 다룰 것이라고 국제원자력기구(IAEA)의 총회에 참가한 로사톰이 밝혔다.

미 에너지부에 따르면, 동 협정 하에서 양국이 협력할 잠재적 프로젝트는 국제 안전조치(safeguard), ‘다목적 고속 연구로 국제 연구센터’(Multi-Purpose Fast Research Reactor International Research Center)의 설립, 러시아의 고속 스펙트럼 연구로인 BOR-60에서의 핵연료 및 재료의 조사 그리고 소행성으로부터의 방어 등이 될 것이라고 한다. DOE는 협정에 따라 미국과 러시아가 동등한 파트너로서 각국의 비용을 각국이 부담하게 된다고 밝혔다.

러시아의 연구용 원자로인 BOR-60은 모스크바로부터 남동쪽으로 약 1,300km 떨어진 디미트로브그라드(Dimitrovgrad) 소재 러시아의 국립 과학 연구 센터인 RIAR(Research Institute of Atomic Reactors)에 위치하고 있다. 이 원자로는 1969년 가동을 개시했고, 재료 연구, 핵연료 개발 및 방사성 동위원소의 생산 용도로서 현재도 가동되고 있다.

미국과 러시아 간 협정은 양국의 연구기관들이 원자력 기술, 핵 비확산, 기초 및 응용 과학, 에너지, 환경 등 광범위 영역에 대한 협력 체계를 구축하는데 폭넓은 기회를 제공한다고 로사톰은 밝혔다. 양국의 이번 협정은 IAEA의 총회가 열린 비엔나에서 미국 DOE 및 러시아의 로사톰 수장들이 회동한 가운데 9월 16일 서명되었다.

 

이는 2011년 1월에 발효된 ‘원자력 에너지의 평화적 활용 부문에서 미국-러시아의 협력 협정’(U.S. - Russian Agreement for Cooperation in the Field of Peaceful Uses of Nuclear Energy)의 연장선상에서 서명된 것으로서 원자력 부문의 광범위 이슈들에 대한 평화적 정보교환 및 공동 연구 프로젝트에서 양국의 협력을 가능하게 하는 것이다.

DOE의 모니즈 장관은 이번 미국-러시아의 협정은 오바마 정권이 국정에서 우선권을 두고 있는 핵 비확산 및 기후변화 대처와 관련하여 양국이 과학적 협력의 장을 마련하고, 관계를 정립하기 위한 것이라고 말하고, 양국이 원자력 에너지 및 핵 안보에서 가장 시급한 현안을 해소하기 위한 최신 기술의 공동 개발에 역점을 둘 것이라고 덧붙였다.

미국과 러시아는 핵 비확산, 핵 안보 및 민수용 원자력 에너지 부문에서 오랫동안 협력해왔다. 이번 새로운 협정은 무기급 핵물질의 안전한 수송, 저장 및 처분, 그리고 ‘넌-루가 공동 위협 감소를 위한 포괄적 협정’(Nunn-Lugar Cooperative Threat Reduction (CTR) Umbrella Agreement)으로 알려져 있는 핵무기의 확산 방지와 관련하여 미국과 러시아가 체결했던 1992 협정의 성공적 실적 기반 위에 추진되는 것이다(URL1).

1993년 미국과 러시아 정부는 핵 무장을 해제하고, 군사용 재고를 감축하는 일환으로 20년에 걸쳐 500톤에 이르는 러시아의 잉여 고농축 우라늄(surplus HEU)을 미국이 사들인다는 1993 협정(1993 agreement)에 서명한 바 있다. 미국과 러시아 사이에 체결된 무기급 고농축 우라늄의 희석화 관련 협정은 2013년 말에 종료된다. 희석된 저농축 우라늄의 경우 미국의 민수용 원전의 핵연료로 사용하기 위해 미국이 전량 구매했고, 미국은 양국의 협정에 따라 고농축 우라늄으로부터 희석된 우라늄의 양만큼 천연 우라늄을 러시아에 제공한 바 있다.

고농축 우라늄(HEU) 협정으로 알려져 있으며, 때로는 ‘메가톤에서 메가와트로(Megatons to Megawatts)’로도 알려져 있는 이 프로그램은 미국 및 러시아 정부의 이행기관인 미국 우라늄 농축회사, USEC(US Enrichment Corporation)와 러시아의 Techsnabexport (Tenex) 사이에서 체결된 1994 계약에 따라 이행된 것이다(URL 2). 미국과 러시아는 1993 협정 하에서 이행된, 러시아의 고농축 우라늄 500톤의 민수용 변환 및 미국으로의 최종 선적과 관련하여 금년 하반기에 수송 기념식을 가질 예정이다.

 

 

 

Russian state atomic energy corporation, Rosatom, and the US Department of Energy (DOE) have signed an agreement to cooperate in nuclear energy research and development, and security.

The R&D agreement covers cooperation in civil nuclear power, including nuclear power plant and reactor fuel design, nuclear and radiation technologies, and radioactive waste management. Special attention will be paid to non-proliferation as well as nuclear and radiation safety, Rosatom said.

 

According to DOE potential projects covered by the agreement could include international safeguards, establishment of a Multi-Purpose Fast Research Reactor International Research Center, irradiation of fuels and materials in the fast-spectrum research reactor BOR-60, and defence from asteroids, among others.

 

The United States and Russia are equal partners under the agreement, with each country bearing its own costs, DOE said.

Rosatom said the agreement offers "broad opportunities" for establishing contacts between laboratories and institutes in Russia and the United States to carry out both applied and fundamental research into promising technologies.

The agreement was signed in Vienna on 16 September by Rosatom director general Sergey Kirienko and US secretary of Energy, Ernest Moniz on the sidelines of the International Atomic Energy Agency's General Conference.

It builds on the US-Russian agreement to cooperate in the peaceful use of nuclear energy, which game into force in January 2011.
