| [포루투칼] 물 공급량의 1/3 정도 물사용 비용 청구 누락…정부 조치 강화
포루투칼에서 생산되는 물 공급량의 1/3 정도가 물사용 비용이 청구가 안 되고 있다. 총 생산되는 물 8억5천만㎥ 중 3억㎥ 가량 물사용 비용이 청구되지 않고 있으며 금액으로는 2012년 한해 기준 1억7천만 유로에 달한다고 발표했다.
미청구 비용은 지역별로차이가 크며 수도인 리스본 지역은 10% 정도이나 기타 도시 및 북부지역은 70% 정도 차지하고 있다. 이러한 원인은 관망의 누수, 사용량 검측의 부적절, 공원/도로 청소용·소방용수 등에 대한 부과가 안되는 것으로 파악되고 있다. 이에 대하여 포르투칼 정부는 시스템의 효율개선 및 정비보수 등의 강화 목적으로 투자 확대를 통하여 이러한 문제들을 해결하려 하고 있다.

Unbilled water costs Portuguese operators €167m
A third of the water distributed in Portugal is not billed, a report issued last week by the national water regulator ERSAR revealed. ERSAR described as “clearly unsatisfactory” the fact that 300 million m³ out of 850 million m³ of water distributed in mainland Portugal last year was not billed, costing operators €167 million.
ERSAR found wide regional disparities in non-billing rates, from 10% for Lisbon’s operator EPAL to over 70% in other municipalities, particularly northern and rural ones. Causes include leakage, inefficient metering and not charging for municipal water use in parks, street-cleaning and firefighting.
ERSAR president Jaime Melo Baptista called for an integrated approach to tackling the problem with more investment to improve systems’ efficiency and maintenance.
In a related development, environment minister Jorge Moreira said this week that, while not excluding any future option, “no privatisation plans for the water sector are in the offing or under consideration”.
