프랑스(France)는 2020년까지 12기 이상의 원자로의 이론적 수명(lifespan)이 종료되기 때문에 그 원자로들을 폐쇄할 준비를 해야 한다고 프랑스 원자력안전규제기관은 발표했다.

“프랑스는 2020년 이내에 매우 중요한 약속을 이행해야 한다”고 Pierre-Franck Chevet이 12월 4일 파리 의회에서 개최된 원자력회담 동안 말했다. EDF SA의 58기 원자로 대부분이 1980년~1990년에 건설된 것으로, 설계수명은 40년이다. 그러므로 이들 원자로들은 2020년~2030년에 설계수명에 도달하여 폐쇄의 수순을 밟아야 할 것이다.

현재 프랑스 전력의 75%를 공급하는 역할을 수행하는 EDF의 원자력발전소에 대해서 원자력 당국은 최근 경고했다. Francois Hollande 프랑스 대통령은 약 2025년까지 원자력으로 전력을 생산하는 비중을 전체 전력생산량의 1/2로 감소시키고 신재생에너지의 공급을 확대하는 정책을 약속했었다.

일본 후쿠시마 원전의 노심용융 사고 이후 독일은 여전히 2022년까지 모든 원전을 폐쇄하기로 결정했다. 작년 선거에서 당선된 Hollande 프랑스 대통령은 의회에 2016년 말까지 프랑스 서부에 위치한 EDF 소유의 900 MWe 용량인 페센하임 원자로 2기를 폐쇄하도록 요구했다.

 

이 페센하임 원전(Fessenheim plant) 부지는 지진이 잘 발생되는 지형이기 때문에 폐쇄하는 것이 타당하다는 논리이다. 2016년 말까지 EDF는 프랑스에서 단일 원자로로서 가장 규모가 큰 원전부지인 플라망빌에 신규 원자로를 운전할 계획이다.

EDF CEO인 Henri Proglio는 EDF가 최대 60년까지 노후화 원자로에 대해서 수명 연장을 원한다고 말했다. 한편 미국 원자로의 절반은 기존 40년 설계수명에서 추가 20년을 운영할 수 있는 인허가를 받은 바 있다.

강화된 안전성 기준

40년 수명의 프랑스 원자로들은 10년에 한 번씩 상세한 규제기관의 인허가를 경험하기 때문에 안전성 기준이 더 강화하게 될 것이라고 Chevet은 말했다.

40년을 초과하여 운전하는 원자로는 그냥 인허가를 주는 것이 아니라고 Chevet은 덧붙였다. “안전성은 에너지 정책의 전제조건”이라고 Chevet은 언급했다.

만약 프랑스가 오늘 개최된 원자력 회담에서 원자력이 아닌 다른 에너지원으로 이동한다면 Proglio는 증가되는 비용과 경쟁력 약화에 대해서 경고했다. 최고 전력수요 기간 동안 프랑스 전력은 이미 부담을 받고 있다고 그는 덧붙였다.

“프랑스 대통령의 약속은 매우 야심 차다”고 그린피스 원자력 운동가인 Yannick Rousselet은 말했다. “우리는 페센하임 원자로의 폐쇄 만으로 대통령의 약속을 달성할 수 없다”고 그는 덧붙였다.

 

France must prepare for the possible shutdown of more than a dozen reactors by the end of the decade as they reach the end of their theoretical lifespans, the nation’s safety regulator said.

 

“France has an extremely important appointment in 2020,” Pierre-Franck Chevet, head of the the Autorite de Surete Nucleaire, said during a debate on atomic energy at parliament in Paris today. Most of Electricite de France SA’s 58 reactors were built between 1980 and 1990 and meant “to last 40 years.”

 

The warning is the latest by the nuclear authority about EDF’s nuclear plants, which provide about 75 percent of the country’s power output, the biggest proportion of any nation. President Francois Hollande has pledged to trim atomic output to half of total power production by about 2025, while boosting France’s renewable energy supplies.

 

After the Fukushima nuclear meltdown in Japan, Germany decided to shut all its nuclear plants by 2022. Hollande, who was elected last year, has ordered the permanent halt of two 900-megawatt nuclear units at EDF’s Fessenheim plant in eastern France by the end of 2016 because of concerns the site is earthquake prone. That same year, EDF plans to start operating new reactors at Flamanville, which will be the largest single-biggest atomic generator in France.

 

EDF Chairman and Chief Executive Officer Henri Proglio has said the utility wants to extend the lives of its reactors for as long as six decades. More than half of the reactors in the U.S. have been relicensed to operate an additional 20 years beyond their original 40-year lifespan.
