미국 캘리포니아 에너지 위원회(California Energy Commission)는 저탄소 수송 연료들을 지속적으로 생산할 수 있는 캘리포니아 기반의 바이오 연료 생산 시설들의 개조 또는 새로운 시설의 개발을 지원하기 위하여 최대 2천4백만불의 자금을 지원한다고 발표하였다.

 

지원 가능한 분야는 경유 대체 연료들, 휘발유 대체 연료들, 바이오 메탄이다. 연료 분야에 따라 지원할 수 있는 자금의 규모는 경유 대체 분야 9백만불, 휘발유 대체 분야 9백만불, 바이오 메탄 6백만불 등이다.

 

에너지 위원회는 2회로 나누어 지원할 계획이다. 1차로 지원되는 프로젝트들을 위한 자금은 적어도 4.027백만불이 될 것이며 나머지는 2차 지원 프로젝트들에 제공될 것이다.

제안된 모든 프로젝트들은 캘리포니아 대기 자원 위원회(California Air Resources Board, ARB)의 저탄소 연료 기준(Low Carbon Fuel Standard, LCFS)의 참고 기준들인 휘발유 대체 연료들을 위한 옥수수 에탄올(80.7 gCO2e/MJ)과 경유 대체 연료를 위한 콩 바이오 디젤(83.25 gCO2e/MJ) 이하의 계산된 탄소 배출 기준을 가지는 바이오 연료를 생산해야 한다.

 

과제 제안을 위해 바이오 메탄 프로젝트들을 위한 기준들도 선정될 것이다. 탄소 배출량은 LCFS가 인정한 방법을 이용하여 반드시 계산되어야 한다. 제안이 가능한 바이오 연료들은 다음과 같다.

경유 대체 연료들: 이 분야는 재생 경유, 바이오 디젤, DME(디메틸 에테르)와 같은 가능한 대체 연료들을 포함한다. 경유 대체 연료들을 위한 가능한 원료물질들은 폐기물 기반의 바이오매스 또는 기타 생물학적 부산물들, 에너지 생산을 위해 경작되는 곡물들(에너지 작물) 등이다.

휘발유 대체 연료: 이 분야는 에탄올, 바이오 부탄올, 재생 휘발유 및 기타 가능한 대체 연료들을 포함한다. 휘발유 대체 연료들을 위해 가능한 원료물질들은 폐기물 기반의 바이오매스와 대체 목적으로 경작되는 곡물들이다.

바이오 메탄: 바이오 메탄을 위해 가능한 원료물질들은 매립되기 전의 폐기물 기반의 바이오매스 자원들로서 농업 잔류물질들, 목질계 바이오매스와 임업 부산물들, 동물변, 음식물 쓰레기, 도시 생활 폐기물 등을 포함한다.

옥수수는 이용가능한 원료물질이 아니다. 그러나 옥수수 기름과 옥수수 줄기는 이용 가능하다. 만약 도시 생활 폐기물이 원료물질로서 제안된다면 폐기물 중의 바이오 물질을 적용할 수 있다.

지원가능한 프로젝트들은 반드시 다음의 2단계들 중 하나에 포함되어야 한다.

2단계(파일럿 설비들과 시연 설비들): 이 분야는 파일럿 그리고/또는 시연 생산 설비들을 포함하는 프로젝트들을 포함한다. 2단계는 기술 입증 또는 현장에서의 적용, 최초의 파일럿 또는 시연 설비 개발, 기술을 위한 시장의 개발 등이다. 최소 50,000갤럴/년 이상의 생산 규모를 가지는 프로젝트들이 지원 가능하다.

3단계(상업용 설비들): 3단계는 이익을 낼 수 있는 규모의 생산 설비를 의미한다. 액체 연료들을 기준으로 최소 1백만 갤런/년 또는 바이오메탄 기준으로 400,000갤런/년이 요구된다.

지원을 받기 위하여 제안자들은 총 프로젝트 비용의 최소 50%를 반드시 부담해야 한다. 에너지 위원회로부터 제공되는 자금들(예를 들어 다른 에너지 위원회 프로그램)은 제안자의 부담금에 포함되지 않는다.

 

 

 

 

The California Energy Commission announced the availability of up to $24 million in grant funds for the development of new, or the modification of existing, California-based biofuel production facilities that can sustainably produce low-carbon transportation fuels.

 

Eligible biofuels are diesel substitutes, gasoline substitutes, and biomethane as defined in the solicitation.

The allocation of funds by fuel category is: Diesel Substitutes – $9.0 million; Gasoline Substitutes – $9.0 million; and Biomethane – $6.0 million.

 

The Energy Commission will conduct two rounds of scoring. The first round of scoring will fund at least $4.027 million in passing projects; remaining funds will be applied to the second round of scoring.

 

All proposed projects must result in a biofuel with calculated carbon intensity below the California Air Resources Board (ARB) Low Carbon Fuel Standard (LCFS) reference baselines for corn ethanol for gasoline substitutes (80.7 gCO₂e/MJ), or soy biodiesel for diesel substitutes (83.25 gCO₂e/MJ), as applicable.

 

For the purposes of this solicitation, biomethane projects are stipulated as meeting this eligibility requirement.

 

Carbon intensities must be calculated using a method that conforms to the ARB’s LCFS.

Biofuels eligible for the solicitation include:

Corn grain is not an eligible feedstock; however, corn oil and corn stover are eligible. If municipal solid waste (MSW) is proposed as a feedstock, only the biogenic fraction of the waste stream is eligible.

Eligible projects must be in one of the two following development stages:

To be eligible, applications must include a minimum 50% match share of the total allowable project costs. Funds from the Energy Commission (e.g., awards from other Energy Commission programs) cannot count towards the match share requirement.
