| [미국] 중유 생산에 천연가스보다 더 많은 도움을 주는 태양발전
대량의 석유자원을 보유하고 있는 중동은 최근 무겁고 점성이 높은 원유인 중유(Heavy Oil)를 회수하고자 노력하고 있다. 이들은 중유 특성을 고려하여 보다 많은 자원을 생산하기 위한 석유회수증진(Enhanced Oil Recovery, EOR) 프로젝트를 수행하고 있다. 이러한 EOR 프로젝트 수행을 위해서는 스팀 생성이 필요한데 태양발전이 천연가스 대비 경제적이다.
미 캘리포니아를 기반으로 석유회사에게 태양발전 프로젝트 서비스를 제공하는 GlassPoint Solar사의 CEO인 Rod Macgregor는 EOR 프로젝트에 적용할 수 있는 태양발전 비용은 1백만 BTU(British thermal units)당 약 5~7 달러선이라고 밝혔다. 이는 천연가스 발전을 적용했을 때 12~18 달러가 필요한 것의 절반 수준이다.
Ernst & Young에 따르면, 중동지역은 약 4,750억 배럴의 중유를 보유하고 있으며, 이는 사우디아라비아의 일반 원유매장량 대비 거의 2배에 달한다. 중유 생산 프로젝트는 중유가 잘 흐를 수 있도록 하기 위하여 스팀이나 다른 방안을 활용하여 원유를 가열한다.
그런데 많은 국가들이 석유회수증진 프로젝트 수행에 있어 가스 부족 문제에 직면하고 있으며, 원활한 중유 생산을 위해서는 외부로부터 가스를 공급받아야 한다. Macgregor는 "만약 스팀 생성을 위해 LNG 수입에 의존한다면 외부로부터 많은 영향력을 받을 것이고, 석유 공급의 지속성을 보장할 수 없게 된다. 그러나 태양발전은 그렇지 않다"고 설명한다.
중동에 위치한 국가 중 유일하게 태양전지판을 이용하여 스팀을 제조한 후 이를 활용하여 석유를 회수하는 국가는 오만(Oman)이 유일하다. 이들은 석유회수증진 프로젝트에 사용되는 스팀 생산을 위해 국가 천연가스의 22%를 소비하고 있다.
또한 가스 수요는 가정용으로도 증가하는 추세이기 때문에 태양에너지를 활용하는 것은 석유산업에게 매우 매력적이면서 경제적인 방안이라고 McGregor는 밝혔다. Ernst & Young은 2020년까지 오만에서 생산되는 총 석유량 중 35%인 370,000 배럴/일을 이러한 석유회수증진 기술 도입을 통해 확보할 것으로 추정하고 있다.
오만이 EOR 프로젝트에 사용되는 스팀의 약 절반 가량을 태양발전으로 생산한다면 하루에 약 332백만 입방피트의 가스를 절감할 수 있을 것으로 예상된다. 또한 196,000개의 일자리를 창출하고, 향후 10년간 오만의 GDP(Gross Domestic Product)를 75.2 억달러 추가할 것으로 기대되었다.
GlassPoint사는 하루에 약 50톤의 스팀을 생산하기 위해 7 MW규모의 EOR용 설비를 사용하고 있다. 여기서 생산되는 스팀은 오만 남부에 위치한 Amal 유전에 주입되고 있다. 설비는 오만 PDO(Petroleum Development Oman)와 합작으로 건설되었다.
GlassPoint사는 지난 2012년 12월 쉘(Shell)을 포함한 그룹으로부터 중동과 같은 지역에 확장하기 위한 자금을 확보하였다고 밝힌 바 있다. 셰브런(Chevron)이나 옥시덴틀 석유(Occidental Petroleum)가 중유를 생산하기 위해 노력 중에 있는 쿠웨이트나 바레인은 GlassPoint사의 주요 목표시장 중 하나이다.

Solar Beats Natural Gas to Unlock Middle East’s Heavy Oil, Says GlassPoint Solar
Solar energy is cheaper than natural gas in powering enhanced oil recovery projects in the Middle East that tap heavy, viscous forms of crude, a developer of the technology said.
Solar power for so-called EOR projects costs about $5 to $7 per million British thermal units of energy, half of the $12 to $18 price for liquefied natural gas, according to Rod Macgregor chief executive officer of California-based GlassPoint Solar Inc., a company offering solar projects to the oil industry.
The region holds about 475 billion barrels of heavy crude, almost double Saudi Arabia’s conventional reserves, according to Ernst & Young.
The heavy oil projects require steam or some other method to heat crude before it can flow up into a well. The consultant said many countries are facing a gas shortage and must import supplies from abroad for oil recovery projects.
“If you rely on importing LNG to generate your steam, you will be at the mercy of others and that’s not good for oil supply security,” Macgregor said by phone from Oman. “No one can shut down your sun.”
Oman, the only Middle Eastern nation using steam generated from solar panels to recover oil, currently uses 22 percent of its natural gas to produce steam for enhanced oil recovery projects.
Gas demand is also increasing for households, making solar energy “an attractive economic proposition” for the oil industry, McGregor said.
E&Y estimates that by 2020 almost 35 percent of total oil production in Oman, or 370,000 barrels a day, will result from the deployment of technologies that flood oil reservoirs with steam.
If the sultanate generated half of that steam from solar, it could save as much as 332 million cubic feet of gas per day, generate up to 196,000 jobs, and add up to $7.52 billion to Oman’s gross domestic product over the next decade, the consultant said.
Macgregor said that oil companies must produce the equivalent of 4,000 to 7,000 barrels of steam for each 1,000 barrels of heavy oil they unlock in the Middle East.
GlassPoint uses its 7-megawatt enhanced oil recovery plant to produce 50 metric tons of steam a day, which is injected into the Amal oilfield in Southern Oman. The plant is a venture with Petroleum Development Oman.
GlassPoint said in December 2012 it gained funding to expand in places such as the Middle East from a group including Royal Dutch Shell Plc. Kuwait and Bahrain, where Chevron Corp. and Occidental Petroleum Corp. are trying to extract heavy crude from deposits, are targets for Glasspoint, Macgregor said.
