[BOROUGH OF WASHINGTON, N.J.] At a community gathering at the new wastewater treatment facility, Borough Of Washington, N.J., officials and USFilter Operating Services representatives celebrated the official opening of the Borough's 1.2 million gallons per day (MGD) wastewater treatment facility.
On Oct. 8, 1998, ground breaking on the new facility took place, and USFilter commenced operations and assumed all operating and environmental compliance responsibility for the Borough's existing .85 MGD facility. The ceremony today marked the completion of a two-year design and construction phase of this project. USFilter has handled all billing and collection processes since Jan. 1, 1999.
Facing orders from the New Jersey State Department of Environmental Protection to improve its 88-year-old wastewater treatment plant, the Borough of Washington looked to the private sector for help. In June 1998, the Borough signed a 15-year agreement valued at approximately $16 million authorizing USFilter Operating Services to design, build, operate and maintain an expanded plant.
The public-private partnership agreement, which keeps the ownership of the plant with the Borough, is expected to save ratepayers more than $1 million over the term of the contract. The project was financed through a low-cost loan provided through the New Jersey Environmental Trust and subsidized by the New Jersey Department of Environmental Protection.
"The partnership solves our compliance issues while saving residents money," said Borough of Washington Mayor Scott McDonald. "It also shelters taxpayers from some of the environmental risks associated with operating a sophisticated wastewater treatment facility. USFilter takes on most of the environmental risks while we retain ownership of the plant. Our 15-year pact stabilizes rates for the Borough's 6,500 residents and ensures a well-equipped, experienced team to handle all of our wastewater needs."
The new plant consists of new grit removal and ultraviolet disinfection equipment; sludge handling capabilities; aeration tanks; two pumping stations; the extension of the concrete outfall pipes and the construction of new office and laboratory buildings. The facility, which was built with more than 6,100 cubic yards of concrete and 450 tons of rebar, went online in March.

The original .85 MGD facility was demolished in the spring of this year after operation of the new 1.2 MGD facility commenced in March. USFilter hired the Borough's existing employees to run the new facility.
