[UAE] 두바이, 순 이산화탄소 배출량 19% 감축

UAE(아랍에미레이트)의 수도 아부다비(Abu Dhabi)에서 열리는 'UN 2019 기후 정상회의(Climate Summit, COP 25)' 예비 회의 개최와 관련하여 두바이 최고에너지위원회(Dubai Supreme Council of Energy)가 두바이의 순 이산화탄소 배출량이 온실가스 배출량 전망치(BAU) 시나리오에 비해 19% 줄어들었고 2021년까지 탄소 배출을 16% 줄이는 것을 목표로 한 '탄소 경감 전략(Carbon Abatement Strategy) 2021'보다 10% 낮았다고 발표했다.

두바이 최고에너지위원회는 UN의 MRV 방법론(모니터링, 보고 및 입증)을 통해 2011년부터 두바이의 탄소 배출량을 모니터링 해오고 있다. 이 세부적인 데이터 중심 플랫폼은 두바이의 의사결정 책임자들로 하여금 전략을 효율화할 수 있게 해주는 한편, 모아메드 빈 라시드 알 막툼 태양열 단지(Mohammed bin Rashid Al Maktoum Solar Park), 녹색 기금(Green Fund), 세계 녹색 에너지 기구(World Green Economy Organization), 샴스 두바이 및 전기자동차 이니셔티브(Shams Dubai and Electric Vehicles initiatives)와 같은 여러 가지 이니셔티브와 프로젝트의 중추적인 역할을 한다.

지난 몇 년 동안의 데이터를 보면 두바이의 1인당 연간 전기 및 수도 소비량이 감소세인 것으로 나타났다. 1인당 전기 소비량은 2015년 1만3626kwh에서 2018년 1만1731kwh로 떨어졌고 2025년이 되면 1만538kwh로 낮아질 것으로 예상된다. 1인당 연간 수도 사용량은 3만8554 IG에서 2018년 3만3565 IG로 감소했고 2025년에는 2만8455 IG로 줄어들 것으로 보인다.

아랍에미리트는 지난 MRV 기준으로 1인당 탄소 배출량이 15.7tCO2로 60% 개선된 것으로 보고되어 미국의 1인당 배출량 16.5tCO2에 비해 훨씬 낮게 나타났다.

두바이 최고에너지위원회 부회장인 사이드 모하메드 알 타예르(Saeed Mohammed Al Tayer) 경은 “우리가 지혜로운 리더십의 비전을 달성하기 위해 노력함에 따라 이런 결과를 얻게 되어 매우 영광스럽다”며 “두바이는 천연자원을 보존하고 청정에너지에 대한 기여도를 높이는 한편 녹색 개발 계획 시행을 위해 일찌감치 조치를 취했는데 이는 아랍에미리트 센테니얼 2071(UAE Centennial 2071) 및 아랍에미리트 비전 2021(UAE Vision 2021) 등 연방 및 지방 정부 차원의 전략과 맥락을 같이 하는 것이다”고 말했다.

Dubai Achieves 19% Reduction in Net CO2 Emissions

DUBAI, United Arab Emirates--(BUSINESS WIRE)--In conjunction with the convening of the preparatory conference for the UN 2019 Climate Summit (COP 25) in Abu Dhabi, the Dubai Supreme Council of Energy announced that the net CO2 emissions of Dubai have decreased by 19% compared to the business as usual (BAU) scenario and 10% below the Carbon Abatement Strategy 2021 target to reduce carbon emissions by 16% by 2021.

The Dubai Supreme Council of Energy has been monitoring Dubai’s carbon emission since 2011 through the United Nations’ MRV methodology (Monitoring, Reporting and Verification). This detailed data-centric platform has allowed Dubai decision makers to streamline their strategy and was pivotal to other initiatives and projects such as the Mohammed bin Rashid Al Maktoum Solar Park, the Green Fund, the World Green Economy Organization (WGEO), Shams Dubai and Electric Vehicles initiatives.

Data for the past few years have recorded a decline in the per-capita annual consumption of electricity and water in Dubai. Per capita annual consumption of electricity has fallen from 13,626 kwh in 2015 to 11.731 kwh in 2018 and is expected to reach 10,538 kwh by 2025. Annual per capita consumption of water has decreased from 38554 IG to 33,565 IG in 2018. It is expected to reach 28,455 IG in 2025.

The UAE recorded an improvement of 60% bringing the per capita emissions to 15.7tCO2 in the last MRV compiled, well below the US ranking of 16.5tCO2 per capita.
