[미국] EPA, 인디애나주 수자원 인프라 프로젝트 4천360만 달러 대출

미국 환경보호국(EPA)은 인디애나 금융 당국(IFA)에 약 4천440만 달러 규모의 WIFIA(물 인프라 금융 및 혁신법) 대출을 발표했다.

앤드류 휠러(Andrew Wheeler) EPA 사무국장은 인디애나 폴리스의 인디애나 주지사 사무실에서 주최 한 행사에서 인디애나 주지사 에릭 홀콤(Eric Holcomb)와 IFA 최고 운영책임자 짐 맥고프(Jim McGoff)와 함께 대출 종결을 발표했다.

인디애나 주지사 에릭 홀콤(Eric Holcomb)은 이날 행사에서“인디애나의 혁신적인 금융 접근 방식은 WIFIA(Water Infrastructure Finance and Innovation Act) 대출을 활용하기 위해 주회전기금(State Revolving Fund) 자산을 사용함으로써 농촌 지역의 10개 지역을 포함하여 주 전역의 23개 프로젝트에 거의 9억 달러를 빌려줄 수 있다. 이 프로젝트는 수질을 개선하고 수백만 명의 후이어스(Hoosiers)의 건강을 보호하면서도 보수가 좋은 일자리를 창출 할 것이다”라고 말했다. 

에릭 홀콤(Eric Holcomb) 주지사는 이어“이 대출이 종료되면서 EPA는 현재 수자원 인프라 프로젝트를 위해 80억 달러 이상의 자금을 조달하고 1만5천개 이상의 일자리를 창출하기 위해 총 3조5천억 달러 이상의 신용 지원으로 13 개의 WIFIA 대출을 발행했다"라면서  "EPA는 WIFIA를 통해 국가 인프라를 업그레이드하고 공중 보건을 보호하며 일자리를 창출하려는 Trump 대통령의 노력에서 주도적 인 역할을 수행하고 있다”라고 말했다.

에릭 홀콤(Eric Holcomb) 주지사는 "오늘의 행사에는 직경 18피트의 28마일 길이의 네트워크인 DigIndy 터널 시스템 둘러보기가 포함되었다. WIFIA 프로그램의 자금으로 부분적으로 깊은 암석 터널이 건설되고 있다. 이 프로젝트는 인디애나 폴리스에 있는 다른 사람들과 함께 하수로의 범람 범람을 97 %까지 줄일 것이다"라고 말했다.

마이크 브라운(Mike Braun) 미국 상원 의원은“평생 보존 론자 인 트럼프 대통령의 EPA의 WIFIA 대출은 주 전역의 수백만 명의 Hoosiers의 수질을 개선 할 것입니다. 트럼프 대통령의 EPA가 규제의 확실성을 회복하면서도 보수가 좋은 일자리를 창출하고 가장 중요한 것은 다음 세대를 위해 깨끗하고 마실 수 있는 물에 대한 접근성을 확보하고 있다는 사실을 자랑스럽게 생각해야 한다”고 강조했다.

래리 벅슨(Larry Bucshon) 박사(Ingress-08)는 “인디애나가 중요한 수자원 인프라 요구 사항을 지원하기 위해 4찬360만 달러의 WIFIA 대출을 받고있는 것을 기쁘게 생각한다. 이 투자는 농촌지역 주민을 포함한 주 전역의 Hoosiers가 수자원 기반 시설을 강화하고 개선하기 위한 중요한 자금을 받는 데 도움이 될 것”이라면서 "의사로서 저는 국민의 건강과 농업의 활력에 있어 깨끗하고 신뢰할 수있는 수자원 인프라의 중요성을 이해하고 있다"고 말했다.

EPA의 WIFIA 대출을 통해 IFA는 농촌지역에 위치한 10개의 프로젝트를 포함하여 23개의 식수 및 하·폐수 인프라 프로젝트를 추가로 빌려 주어 인디애나 주 전역에서 깨끗한 물을 제공하고 공중보건을 보호 할 수 있다. 

식수 프로젝트에는 수처리 설비, 저장 탱크, 분배 시스템 구성 요소, 우물 및 펌프장을 개선하고 복원력 기능을 구축하고 물 절약 조치를 구현하려는 노력이 포함된다.  하·폐수 프로젝트에는 하수 오버플로를 종합적으로 처리하기 위한 처리 시설의 용량을 개선 및 늘리기 위한 터널 및 터널 건설이 포함된다.  결과적으로, 인디애나 주민들은 식수 개선과 수로로 유입되는 오염 물질 감소로 혜택을 볼 수 있다.

주 자원, 연간 연방 자본금 보조금 및 WIFIA 대출을 결합한 Indiana의 SRF(State Revolving Fund)는 주 전역의 수자원 인프라 프로젝트를 지원하기 위해 거의 9억 달러를 빌려줄 수 있다. EPA의 WIFIA 프로그램은이 금액의 거의 절반인 최대 4천360만 달러에 자금을 지원할 것이다. 

WIFIA 대출은 일반적인 채권 금융에 비해 IFA를 약 2천만 달러 절약할 것이다. 프로젝트 건설과 운영은 3천34개의 일자리를 창출 할 것으로 예상된다. 이 대출은 EPA가 WIFIA 금융을 SRF 프로그램에 직접 제공 한 최초의 사례이다.

EPA Announces $436M Loan To The Indiana Finance Authority To Support Water Infrastructure Projects Across The State

Recently, the U.S. Environmental Protection Agency (EPA) announced a $436M Water Infrastructure Finance and Innovation Act(WIFIA) loan - the largest initial disbursement under WIFIA to date - to the Indiana Finance Authority (IFA).

EPA Administrator Andrew Wheeler announced the loan closing along with Indiana Governor Eric Holcomb and IFA Chief Operating Officer Jim McGoff at an event hosted by the Indiana governor’s office in Indianapolis.

“By using its State Revolving Fund assets to leverage a WIFIA loan, Indiana’s innovative financing approach will allow it to lend nearly $900M to 23 projects across the state, including 10 in rural communities. These projects will improve water quality and protect the health of millions of Hoosiers while also creating well-paying jobs,” said EPA Administrator Andrew Wheeler.

“With this loan closing, EPA has now issued 13 WIFIA loans totaling over $3.5B in credit assistance to help finance over $8B for water infrastructure projects and create over 15,000 jobs. Through WIFIA, EPA is playing a leading role in President Trump’s efforts to upgrade our nation’s infrastructure, protect public health, and create jobs.”

Today’s event included a tour of the DigIndy Tunnel System, a 28-mile long network of 18-foot diameter deep rock tunnels being built in part with funding from the WIFIA program. This project, along with others in Indianapolis, will reduce combined sewer overflows into area waterways by up to 97%.

“When we say infrastructure, we often think of our roads, but Indiana has more than 46,000 miles of water infrastructure,” said Eric Holcomb, Governor of Indiana. “Delivering clean water and protecting public health are top priorities, and I am grateful that our partnership with the EPA will help empower communities across Indiana to take our water systems to the Next Level.”

"In Indiana, we aren’t afraid to make history. We are honored to be the first state to receive WIFIA financing directly to our State Revolving Fund program," said Jim McGoff, Chief Operating Officer for IFA.

“As a life-long conservationist, this WIFIA loan from President Trump’s EPA will improve water quality for millions of Hoosiers across the state,” said U.S. Senator Mike Braun. “Hoosiers should be proud that President Trump’s EPA is restoring regulatory certainty, while creating good-paying jobs and, most importantly, securing access to clean, drinkable water for generations to come.”

With EPA’s WIFIA loan, IFA will be able to lend to an additional 23 drinking water and wastewater infrastructure projects, including 10 projects located in rural communities, delivering clean water and protecting public health across the state of Indiana. Drinking water projects will include efforts to improve water treatment plants, storage tanks, distribution system components, wells and pump stations as well as to construct resiliency features and implement water conservation measures.

Wastewater projects will include efforts to improve and increase capacity of treatment plants and construction of tunnels to capture combined sewer overflows. As a result, Indiana residents will benefit from improved drinking water and having fewer pollutants entering their waterways.

Combining state resources, annual federal capitalization grant dollars and its WIFIA loan, Indiana’s State Revolving Fund (SRF) will be able to lend nearly $900M to support water infrastructure projects throughout the state. EPA’s WIFIA program will finance nearly half of that figure - up to $436M. The WIFIA loan will save IFA an estimated $20M compared to typical bond financing. Project construction and operation are expected to create 3,034 jobs. This loan marks the first time EPA has provided WIFIA financing directly to a SRF program.

WIFIA’s aim is to accelerate investment in the nation’s water infrastructure by providing long-term and low-cost supplemental credit assistance for regionally and nationally significant projects.

EPA’s WIFIA program plays an important part in President Trump’s infrastructure plan, which calls for expanding project eligibility. The WIFIA program has an active pipeline of pending applications for projects that will result in billions of dollars in water infrastructure investment and thousands of jobs.
