[포르투갈] MIYA, 차베스시서 향후 5년간 140만㎥ 물 절약

차베스시와 누수관리 계약…230만 유로 이상 물 절약 보장

포르투갈의 차베스시 의회(Chaves Town Council)는 스페인 물기업인 미야(MIYA)의 포르투갈 자회사인 인다쿠아(INDAQUA)를 통해 미야(MIYA)와 협력하여 차베스시의 물공급 네트워크 전체에서 물 손실을 줄이는 성과 기반 계약을 통해 물 효율성 프로젝트를 개발하고 있다. 이는 환경적 이점 외에도 차베스시에 230만 유로를 절약할 수 있도록 보장한다.

2019년에는 차베스시의 공급망에 유입되는 물의 대부분이 소비자의 가정에 도달하기 전에 손실되었고, 이로 인해 지자체는 전국 평균 이상의 비효율성을 가지게 되었다. 차베스시와 MIYA가 체결한 성과에 대한 보수가 포함된 물 효율성 프로젝트는 불과 5년 만에 차베스시의 물 손실을 현재 수치의 약 절반으로 줄인다는 계획이다.

약 170만 유로에 달하는 이 계약은 환경적 혜택을 보장하여 14억L(140만㎥)의 물 손실을 방지할 뿐만 아니라 지자체는 230만 유로 이상을 절약할 수 있게 함으로써 경제적 혜택을 제공한다.

이러한 결과는 계약 종료(2026년) 이후까지 연장될 것이며, 차베스시는 파트너십을 통해 손실 감소를 보장하는 절차를 계속 적용할 수 있어 연간 상당한 절감 효과를 얻을 수 있을 것으로 기대된다.

이번 협약은 포르투갈의 물 부문에서 공공이든 민간이든 투자 위험을 계약 주체가 아닌 회사에 이전하는 혁신적인 모델을 따르고 있다. 이는 거의 모든 수익이 성과, 즉 손실 감소를 위해 계약상 정의된 목표의 실제 달성에 의존하기 때문이다.

설정된 목표를 달성하기 위해 인다쿠아(INDAQUA)는 다른 조치 중에서 인프라 재활의 필요성을 평가하고 수도 네트워크 모니터링 및 수집된 데이터를 분석하고 현장에서 신속한 조치를 지원하는 인공 지능 도구를 구현을 수행하여 495km의 물 네트워크를 따라 누수를 제거한다.

또한 파열 횟수와 수리비용을 줄이기 위해 중요한 지역의 수압을 낮추며, 상업적인 차원에서는 부정소비 및 연결의 적발과 제거가 효과적이며 수도계량기 갱신을 평가되어 고객에게 제공되는 서비스의 측정과 청구를 보다 효율적으로 만든다.

인다쿠아(INDAQUA)의 페드로 페르디가오(Pedro Perdigao) CEO는 “25년 이상의 활동 기간 동안, 인다쿠아는 자치 수도권을 운영하는 지역, 즉 공급망의 총체적인 관리를 담당하는 지역에서 손실을 줄이는 데 있어 훌륭한 경험을 쌓았다”라면서 “성과가 좋아 물효율화 프로젝트에 참여하게 돼 인다쿠아의 경험과 지식을 다른 관리기관과 공유할 수 있어 단기간에 실질적인 절감 성과를 거둘 수 있다”고 설명했다.

페누노 바즈(Nuno Vaz) 샤베스 시장은 “이 프로젝트에서 우리는 우리 자치체의 상수도 관리의 효율성을 높일 수 있는 방법을 본다”라면서 “이렇게 하면 기후변화나 오염과 같은 현상으로 인해 점점 더 위협을 받고 있는 자원을 모두가 존중하게 될 것”이라고 말했다.

포르투갈에서는 9년 동안 공급망의 물 손실(‘비수익 물’ 지표로 측정)이 30%에 육박하는 수준으로, 부문 규제기관인 ERSAR가 권고하는 20%를 훨씬 상회하고 있다.

인다쿠아는 이러한 추세를 깨고 2020년에 시 수도권을 보유한 파페(Fafe), 마토신호스(Matosinhos), 올리베이라 데 아제메이스(Oliveira de Azemeis), 산타마리아 다 페이라(Santa Maria da Feira), 산토티르소(Santo Tirso), 트로파(Trofa), 빌라도콘데(Vila do Conde) 등 7개 자치체에서 평균 13.9%의 손실을 기록했다.

국가 전체가 인다쿠아 만큼 성과를 냈다면 포르투갈은 1년 만에 1억2천200만㎥의 물을 절약할 수 있으며, 이는 약 3개월 동안 국가에 공급할 수 있는 양이며 7천만 유로는 1천km의 수도관을 복구하는 것과 같다.

MIYA to Save 1.4 Billion Litres of Water in the Next Five Years in the Municipality of Chaves in Portugal

Chaves Town Council, in partnership with MIYA, through its Portuguese subsidiary INDAQUA, is developing a Water Efficiency Project with a performance-based contract that will reduce water losses throughout the municipality's supply networks. In addition to the environmental benefits, the company also guarantees the municipality a saving of 2.3 million euros.

In 2019, much of the water entering Chaves' supply networks was lost before reaching consumers' homes, which placed the municipality with inefficiencies above the national average.

 The Water Efficiency Project with Remuneration for Performance signed by the Municipality of Chaves and MIYA will reduce water loss in the municipality to about half of its current figure in only five years.

The contract, valued at nearly 1.7 million euros, guarantees environmental benefits, preventing the loss of 1.4 billion litres of water, as well as economic benefits, as the municipality will achieve savings of over 2.3 million euros. 

These results will extend beyond the end of the contract (2026) as the partnership set up will enable the town of Chaves to continue applying the procedures that ensure the reduction of losses, generating significant annual savings.

This agreement follows an innovative model in the water sector in Portugal, which transfers the investment risk to the company and not to the contracting entity, whether public or private. 

This is because almost all of INDAQUA's revenue depends on its performance, i.e. on the actual achievement of the objectives defined contractually for the reduction of losses. 

To achieve the goals set, INDAQUA, amongst other actions, will assess the need for rehabilitation of infrastructures, carrying out actions in the monitoring of water networks and implementation of artificial intelligence tools that will analyse the data collected and support the rapid action in the field to eliminate leaks along the 495 km of water networks in the municipality.

 It will also reduce the water pressure in critical areas, in order to reduce the number of ruptures and repair costs. On a commercial level, the detection and elimination of illicit consumption and connections will be effected, and the renewal of the water meter fleet will be evaluated, to make the measurement and billing of the service provided to customers more efficient. 

"Over more than 25 years of activity, INDAQUA has acquired great experience in reducing losses in the territories where it operates municipal water concessions, that is, where it is responsible for the total management of the supply networks. The good results achieved have led us to take part in the Water Efficiency Projects, so that we can share INDAQUA's experience and knowledge with other managing entities, which allows us to achieve real savings results in a short period of time", explains Pedro Perdigao, CEO of INDAQUA.

"In this project we see a way to promote greater efficiency in the management of the water supply in our municipality. This way, we will be respecting a resource that belongs to everyone and that is increasingly threatened by phenomena such as climate change and pollution, promoting a more sustainable future for the municipality of Chaves", says Nuno Vaz, Mayor of Chaves.

In Portugal, water losses in the supply networks (measured by the indicator "Non-Revenue Water") have remained close to 30% for nine years, far above the 20% recommended by the sector regulator ERSAR.

 INDAQUA has broken with this trend and, in 2020, achieving average losses of only 13.9%, in the seven municipalities where it held municipal water concessions (Fafe, Matosinhos, Oliveira de Azemeis, Santa Maria da Feira, Santo Tirso, Trofa and Vila do Conde). 

If the whole country performed as well as INDAQUA, Portugal would save 122 million m3 of water in a single year, enough to supply the country for around 3 months, and 70 million euros, equivalent to the rehabilitation of 1,000 km of pipelines.
