[호주] 악시오나, 퍼스지역 ‘알키모스 해수담수화 시설’ 건설 우선협상자로 선정

퍼스지역 강수량 감소 및 인구 급증 따라 알키모스 해수담수화 시설 새로 건설키로

호주 워터코퍼레이션, 악시오나·제이콥스 컨소시엄에 10년간 설계·건설·운영 및 유지보수 맡겨

1단계 생산용량은 하루 15만㎥…필요한 경우 2단계서 15만㎥/일 추가로 생산

호주 서부지역에서 가장 큰 공공수자원 회사인 워터코퍼레이션(Water Corporation)의 주도로 퍼스(Perth) 지역에 건설 예정인 미래형 알키모스 해수담수화 플랜트(Alkimos Seawater Desalination Plant, ASDP)를 스페인의 글로벌 물기업인 악시오나(ACCIONA)가 주도하는 컨소시엄이 10년간 설계, 건설, 운영 및 유지보수할 수 있는 우선 협상자로 선정됐다.

이 해수담수화 시설의 초기(1단계) 생산용량은 하루 15만㎥이며, 필요한 경우 2단계에서 하루에 15만㎥를 추가로 생산할 수 있다.

1단계 설계 및 건설 프로젝트는 수백만 명의 서호주 주민에게 식수를 확보하기 위해 28억 호주 달러(17억2천400만 유로)가 투자되며, 워터코퍼레이션이 건설을 주도하여 오는 2028년에 식수를 공급할 예정이다.

이 프로젝트는 워터코퍼레이션(Water Corporation), 악시오나(ACCIONA) 및 미국의 엔지니어링회사인 제이콥스(Jacobs)로 구성된 컨소시엄을 통해 제공될 예정이며, 공급의 최전선에 안전과 웰빙을 갖추고 있을 뿐만 아니라 플랜트의 설계, 공급 및 운영에 지속 가능성을 보장한다.

알키모스 수자원 지구(Alkimos Water Precinct) 내에 건설될 알키모스 해수담수화 플랜트(ASDP)의 시운전은 이 지역이 강수량 감소와 인구 증가를 함께 관리하는 데 도움이 될 것으로 기대된다.

1970년 이후 서호주 남서부의 겨울 강수량은 약 20% 감소한 반면, 현재 퍼스지역의 인구는 212만 명이지만, 2031년까지 290만 명, 2050년까지 350만 명에 이를 것으로 예상되어 호주에서 세 번째로 큰 도시가 되었으며 식수 수요가 크게 증가할 것으로 예상된다.

악시오나는 2002년 호주에서 설립되었으며 호주 최고의 인프라 회사 중 하나가 되었다. 악시오나는 2009년에 호주에서 가장 상징적인 프로젝트 중 하나인 애들레이드 담수화 플랜트(Adelaide desalination plant)를 수주했다. 이 시설은 하루 30만㎥의 생산 능력을 갖추고 있으며, 이 담수화 시설에서 생산된 물을 공급받는 인구는 200만 명에 이른다.

이는 에너지 효율을 향상시키고 인간이 소비할 수 있는 처리수의 회수율을 높이기 위해 첨단 전처리를 통합한 호주에서 최초의 사례가 되었다.

악시오나는 물 분야 외에도 호주에서 많은 대규모 인프라 프로젝트를 개발하고 있다. 최근 빅토리아(Victoria) 주 정부는 CPB 계약자 및 이탈리아 토목회사인 겔라(Ghella)와의 외곽연결(Suburban Connect) 컨소시엄의 일환으로 멜버른의 동부 외곽순환 지하철도(Suburban Rail Loop East) 프로젝트를 위한 첫 번째 터널 시리즈를 건설기업으로 선정했다. 

36억 호주 달러(유로 22억)의 계약은 멜버른의 대중 교통망을 변화시키고, 도시의 성장을 관리하며 도로상의 차량 수를 줄일 것으로 예상하고 있다.

악시오나는 2023년에는 뉴사우스웨일스(New South Wales) 주에 있는 흄링크(HumeLink) 전기 송전선로의 동쪽 구간 건설을 위한 14억 호주달러(유로 8억 5천만)의 계약도 따냈다.

악시오나는 또한 최근 악시오나 역사상 가장 큰 공사 계약인 약 42억4천만 호주달러(27억4천600만 유로) 규모에 달하는 웨스턴 하버 터널(Western Harbour Tunnel)의 설계 및 건설하고 있다.

악시오나가 호주에서 따낸 다른 주요 공사로는 △새로운 웨스턴 시드니 국제 공항(낸시 버드 월튼)의 활주로 건설 △시드니 메트로 웨스트의 중심 구간 건설 △호주 최대 도시의 많은 부분을 관통하는 새로운 지하 철도 건설 △멜버른의 프랭크스턴 철도 노선의 수평 교차로 제거 등이 있다.

ACCIONA leads the consortium that will build new Alkimos desalination plant in Perth (Australia)

Sustainability : Commissioning of the new plant will help the region cope with reduced rainfall and population growth

 

An ACCIONA-led consortium has been selected as the preferred proponent by Water Corporation, the largest water utility in Western Australia, to design, build, operate and maintain the future Alkimos Seawater Desalination Plant (ASDP) in Perth for ten years. 

The plant will have an initial (Stage 1) capacity of 150,000 m³ per day, with an additional 150,000 m³ per day, when required, under Stage 2.

The Stage 1 design and construct project is scheduled to deliver drinking water in 2028, as part of an overall Water Corporation program of works valued at AU$2.8 billion (€1,724 million) to secure drinking water to millions of Western Australians.

The project will be delivered as an alliance, comprising of Water Corporation, ACCIONA and Jacobs, and has safety and wellbeing at the forefront of delivery, as well as embedding sustainability in the design, delivery and operations of the plant.

The commissioning of ASDP - to be built within the Alkimos Water Precinct - will help the region manage the combination of declining rainfall and population growth. 

Since 1970, winter rainfall in southwest Western Australia has decreased by about 20 per cent while Perth’s population - currently 2.12 million - is expected to reach 2.9 million by 2031 and 3.5 million by 2050, making it Australia’s third largest city and significantly increasing the demand for drinking water.

LOCAL LEADERSHIP

ACCIONA was established in Australia in 2002 and has become one of the country’s leading infrastructure companies.

In 2009, the company was awarded one of its most emblematic projects in Australia, the Adelaide desalination plant. The plant has a capacity of 300,000 m³ per day and serves a population of two million. 

It was the first of its kind in the country, incorporating advanced pre-treatment to improve energy efficiency and increase the recovery of treated water for human consumption.

In 2011, ACCIONA was awarded its first water project in Western Australia, consisting of the design, build, operation and maintenance of the Mundaring Water Treatment Plant, which provides water into the Goldfields, one of the state´s nine region.

Beyond the water sector, ACCIONA is developing many large infrastructure projects in the country. . Recently, it was selected by the Government of Victoria to build the first series of tunnels for the Suburban Rail Loop East project in Melbourne, as part of the Suburban Connect consortium with CPB Contractors and Ghella. 

The AU$3.6 billion (€2.2 billion) contract will transform Melbourne’s public transport network, mange the city’s growth and reduce the number of vehicles on the road.

In 2023, ACCIONA was also awarded the AU$1.4 billion (€850 million) contract to build the eastern section of the HumeLink electricity transmission line in New South Wales. 

The company is also designing and building the Western Harbour Tunnel, valued at approximately AU$4.24 billion (€2.746 billion), the largest construction contract in ACCIONA’s history, which recently commenced tunnelling.

Other major contracts in the country include the construction of the runway at the new Western Sydney International Airport (Nancy Bird Walton); the central section of Sydney Metro West, the new underground railway that runs through much of the country’s largest city; and the removal of level crossings on the Frankston railway line in Melbourne.
