[사우디] SWPC, '알헤어 민자 하수처리장 프로젝트' 계약 체결

하루 처리 용량 20만㎥으로 2026년 4분기 가동 예정…BOOT 방식 25년간 민간운영

악시오나·GS이니마·알코라예프·미아오나 등 4개 컨소시엄이 건설에 참여

사우디아라비아 환경수자원농업부 장관이자 국영 수도전기공사(Saudi Water Partnership Company, SWPC) 이사회 의장인 압둘라흐만 빈 압둘모흐센 알 파들리(Abdulrahman bin Abdulmohsen AlFadley)는 3월 10일 리야드시에 위치할 ‘알헤어 민자 하수처리장 프로젝트(Al Haer Independent Sewage Treatment Plant Project)’건설을 위해 민간 부분 4개 컨소시엄 기업과 계약을 체결했다.

알헤어 하수처리장의 하루 처리 용량은 20만㎥이다. 처리된 하수 배출수의 활용도를 향상시키려는 SWPC 목표의 일환으로 이 프로젝트에는 400만㎥ 용량의 32km 송수관, 펌프장 및 20만㎥ 용량의 TSE(처리된 하수 유출수) 저류 탱크로 구성된 TSE 재사용 시스템이 포함된다.

알 파들리(Al-Fadley) 장관은 “알헤어 민자 하수처리장(ISTP) 프로젝트의 계약은 각료회의 결정을 이행하고 투자자들 앞에서 사우디의 다양한 지역에서 물 생산 및 하수 처리 프로젝트를 선보이려는 정부의 목표와 계획을 달성하는 데 도움이 된다”고 설명했다.

그는 또한 “이번 프로젝트는 이 중요한 부문을 개발하고 사우디 발전에 대한 기여도를 높이는 데 민간 부문이 참여함으로써 이전 프로젝트의 성공을 확장한 것”이라면서 “환경, 물, 농업 구조에 따라 이러한 프로젝트를 할당하면 사우디아라비아의 ‘2030 비전(Vision 2030)’ 목표가 달성될 것”이라고 덧붙였다.

수도전기공사(SWPC)의 칼리드 빈 주와이드 알 쿠라이시(Khalid bin Zuwaid Al-Quraishi) CEO는 알헤어 민자 하수처리장 프로젝트가 하수 처리를 위해 민간 부문의 참여로 완료된 이전 프로젝트의 확장”이라고 밝히면서, “이 프로젝트는 BOOT(건설, 소유, 운영 및 이전) 모델로 상업운전은 2026년 4분기에 시작될 예정”이라고 말했다.  

알 쿠라이시 CEO는 이어 “이 프로젝트의 민자 운영기간은 25년이 될 것이며, 운영비용을 줄이고 비즈니스 및 인적 자원에서 현지 콘텐츠의 비율을 높이는 데 도움이 될 것”이라고 덧붙였다.

이 프로젝트는 ‘사우디아라비아 비전 2030’의 목표 아래 민자 물 생산, 하수 처리, 전략적 저장 및 물 운송을 위한 이전의 여러 프로젝트를 체결한 후 공공 부문과 민간 부문, 환경, 물 및 농업 부문 간의 민영화 및 파트너십 프로세스의 확장으로 나온다는 점에서 주목할 만하다.

한편, 알헤어 민자 하수처리장 프로젝트 건설의 최종 수주기업은 △악시오나(ACCIONA)와 타우제아(TAWZEA) △알파나르 토목 공사(Alfanar and Civil Works Company) △GS이니마(GS Inima)와 알코라예프 수도 및 전력기술회사(Alkhorayef Water and Power Technologies Company) △미아오나(Miahona)와 베식스(BESIX) 등 4개 컨소시엄이다.

Al Fadley signs an agreement of Al Haer Independent Sewage Treatment Plant Project in partnership with the private sector.

 

His Excellency the Minister of Environment, Water and Agriculture, & Chairman of the Board of Directors of Saudi Water Partnership Company Eng. 

Abdulrahman bin Abdulmohsen AlFadley, signed today on March 10, 2024, the Project agreements of Al Haer Independent Sewage Treatment Plant Project, which will be located in Riyadh city.

 The treatment capacity of the Plant will be 200,000 m3/day. As a part of SWPC’s objectives to enhance the utilization of Treated Sewage Effluent, the project includes TSE re-use system consisting of 32 km transmission pipeline with a capacity of 400,000 m3, pumping station, and TSE reservoir tanks with a capacity of 200,000 m3.

Eng. Al-Fadley explained that the signing of these agreements helps in implementing the decisions of the Council of Ministers and achieving the goals and plans of the Ministry to showcase water production and wastewater treatment projects in the various regions of the Kingdom in front of investors.

In addition, it is an extension of the success of previous projects with the participation of the private sector in developing this vital sector and increasing its contribution to the Kingdom’s development. 

Whereas the allocation of these Projects under the Environment, Water, and Agriculture structure accomplishes the goals of the Kingdom’s 2030 vision.

On his part, the CEO of the Saudi Water Partnership Company, Eng. Khalid bin Zuwaid Al-Quraishi, indicated that Al Haer project comes as an extension of previous projects that have been completed with the participation of the private sector to treat wastewater, the project was issued to the investors in BOOT (Build, Own, Operate, and Transfer) model, and the commercial operation of the project will begin in the fourth quarter of 2026. Also, SWPC CEO indicated that the concession of the project will be 25 years, and will help in decreasing operating costs and increasing the percentage of local content in business and human resources.

It is noteworthy that this project comes as an extension of the privatization and partnership processes between the public and private sectors, in the environment, water, and agriculture sectors, after the signing of several previous projects for independent water production, wastewater treatment, strategic storage, and water transportation, under the goals of Vision 2030.

Meanwhile, the final order recipients for the construction of the Alhare private sewage treatment plant project are ACCIONA and TAWZEA, Alfanar and Civil Works Company, GS Inima and Alkorayev. It is a consortium of four companies, including Alkhorayef Water and Power Technologies Company △Miahona and BESIX.
