[일본] 도시바, 불가리아 원자로 1기 수주 예상
도시바사는 불가리아에 원자로 1기의 건설과 관련하여 약 5000억 엔(5조 원) 규모의 주문을 받을 것으로 예상된다고 요미우리 신문이 밝혔다. 이 수주는 일본 기업이 동유럽 지역에 원자력기술을 수출하게 되는 최초의 프로젝트가 될 것이다. 이 프로젝트는 일본 내에서 원전 건설의 주문이 거의 없는 최근에 일본 기업에 의해서 해외 원전수출을 이룩한 업적이다.
소식통에 따르면 도시바사는 이번 달 불가리아 에너지 홀딩 EAD(Bulgarian Energy Holding EAD, BEH)와 원전건설에 대해서 공식적으로 계약서에 서명할 것이다. 도시바사는 불가리아 북서쪽에 위치한 BEH에 의해서 운영되는 코즐로듀이 원전에 세 번째 원자로의 건설을 수주할 것이다.
도시바의 자회사인 웨스팅하우스가 불가리아에 AP1000을 공급할 것이다. AP1000 원자로는 1000MW의 용량인 새로운 타입의 가압경수로이다. 웨스팅하우스는 2016년에 AP1000 원자로의 건설을 착수할 것이라고 소식통이 전했다.
코즐로듀이 원전는 불가리아의 유일한 원전부지이며, 기존 2기의 원자로는 러시아에서 건설한 원자로로서 양국의 밀접한 관계를 반영하고 있다.
지난 3월 우크라이나 남쪽 크림반도에서 러시아의 영토합병과 관련된 문제로 인하여 동유럽 국가들은 천연가스 및 원자력과 같은 에너지 분야에서 러시아의 지나친 의존을 피하는 방법을 찾고 있다. 지난 4월, 웨스팅하우스는 5년 이상 동안 핵연료봉을 공급하는 계약을 확대하기 위해서 우크라이나 원자력기업과 협정을 맺었다.
“불가리아 정부는 향후 러시아가 제작하지 않은 원자로를 건설하는 것으로 러시아의 에너지 의존 위험을 다양화하려고 한다”고 불가리아와 최근 협상에 관계된 도시바 직원이 말했다. 만약 불가리아 정부가 원자력으로 생산하는 전기를 증대시킬 수 있다면, 러시아로부터 수입되는 천연가스를 사용하는 화력발전소의 비중을 감소시킬 수 있는 불가리아에 이익을 가져올 수 있다고 도시바 직원은 말했다.
후쿠시마 1호기 사고 이후, 일본 원자력 관련 제작기업들은 국내 신규 원자로의 건설이 어렵기 때문에 해외 수주를 모색하는 중이다. 2012년 영국의 원자력기업을 합병한 히타치사는 영국에 4기의 원자로를 건설할 예정이다.
지난 1월 도시바사는 영국에 웨스팅하우스가 공급할 것으로 예상되는 3기의 원자로를 건설하는 계획을 가지고 영국의 유틸리티를 인수했다. 터키에서 미쓰비씨 중공업을 포함하는 한 컨소시엄이 일본 정부로부터 지원을 받으면서 원자로 1기를 건설하는 우선협상대상자로 선정되었다.
일본 원자력산업계포럼에 따르면 100기의 원자로가 현재 전세계에 건설될 계획이다. 동유럽에 그런 계획이 많이 있다면 일본 기업들은 입찰에 적극적으로 나설 것이다.

Toshiba to win ¥500 billion reactor order in Bulgaria
Toshiba Corp. will likely receive an order worth about ¥500 billion for the construction of a nuclear reactor at a power plant in Bulgaria, The Yomiuri Shimbun has learned.
It will be first time that a Japanese company has exported nuclear technology to eastern Europe, a new development in overseas operations for Japanese manufacturers at a time when there are few prospects for domestic nuclear power plant construction orders.
Toshiba will likely sign a formal contract with national power firm Bulgarian Energy Holding EAD (BEH) this month, according to the sources. Toshiba is to receive an order to construct the third nuclear reactor at the Kozloduy nuclear power plant managed by BEH in northwestern Bulgaria.
Toshiba subsidiary Westinghouse Electric Co., the U.S. nuclear energy firm, will supply an AP1000, a new type of pressurized water reactor with an output of 1,000 megawatts. Westinghouse is likely to start construction in 2016, the sources said.
The Kozloduy station is Bulgaria’s only nuclear power plant. Its two existing nuclear reactors are Russian-made, reflecting the close relationship between the two nations.
Concerns over the issues of Russia’s annexation of Crimea in southern Ukraine in March have spurred eastern European nations to find ways to avoid overdependence on Russia in energy-related fields such as natural gas and nuclear power.
In April, Westinghouse reached an agreement with Ukraine’s national nuclear energy company to extend its contract to supply nuclear fuel rods for five more years, for instance.
“The Bulgarian government intends to diversify risk by incorporating a nuclear reactor not made by Russia,” said a senior Toshiba employee involved in the recent negotiations with the Bulgarian side. If the Bulgarian government can boost the amount of nuclear power generated, there will be benefits—namely a reduction in the percentage of thermal power generated using natural gas imported from Russia, according to the employee.
After the crisis at the Fukushima No. 1 nuclear power plant, Japanese nuclear-related manufacturers have been seeking overseas orders as it has become difficult to build new nuclear power plants in Japan.
Hitachi Ltd. acquired a British nuclear energy company as its subsidiary in 2012 and will build four reactors there. In January, Toshiba also made as its subsidiary a British nuclear power generation operator that plans to construct three reactors in Britain, which will be provided by Westinghouse.
In Turkey, a consortium including Mitsubishi Heavy Industries Ltd. was given preferential negotiating rights for a nuclear power plant construction plan with backing from the Japanese government.
According to the Japan Atomic Industrial Forum, Inc. 100 nuclear power plants are currently set to be built worldwide. As there are many such plans in eastern Europe, it is expected that Japanese companies will be increasingly active in bidding for orders.
