Toshiba to win ¥500 billion reactor order in Bulgaria
 

Toshiba Corp. will likely receive an order worth about ¥500 billion for the construction of a nuclear reactor at a power plant in Bulgaria, The Yomiuri Shimbun has learned.
 
It will be first time that a Japanese company has exported nuclear technology to eastern Europe, a new development in overseas operations for Japanese manufacturers at a time when there are few prospects for domestic nuclear power plant construction orders.
 
Toshiba will likely sign a formal contract with national power firm Bulgarian Energy Holding EAD (BEH) this month, according to the sources. Toshiba is to receive an order to construct the third nuclear reactor at the Kozloduy nuclear power plant managed by BEH in northwestern Bulgaria.
 
Toshiba subsidiary Westinghouse Electric Co., the U.S. nuclear energy firm, will supply an AP1000, a new type of pressurized water reactor with an output of 1,000 megawatts. Westinghouse is likely to start construction in 2016, the sources said.
 
The Kozloduy station is Bulgaria¡¯s only nuclear power plant. Its two existing nuclear reactors are Russian-made, reflecting the close relationship between the two nations.
 
Concerns over the issues of Russia¡¯s annexation of Crimea in southern Ukraine in March have spurred eastern European nations to find ways to avoid overdependence on Russia in energy-related fields such as natural gas and nuclear power.
 
In April, Westinghouse reached an agreement with Ukraine¡¯s national nuclear energy company to extend its contract to supply nuclear fuel rods for five more years, for instance.
 
¡°The Bulgarian government intends to diversify risk by incorporating a nuclear reactor not made by Russia,¡± said a senior Toshiba employee involved in the recent negotiations with the Bulgarian side. If the Bulgarian government can boost the amount of nuclear power generated, there will be benefits—namely a reduction in the percentage of thermal power generated using natural gas imported from Russia, according to the employee.
 
After the crisis at the Fukushima No. 1 nuclear power plant, Japanese nuclear-related manufacturers have been seeking overseas orders as it has become difficult to build new nuclear power plants in Japan.
 
Hitachi Ltd. acquired a British nuclear energy company as its subsidiary in 2012 and will build four reactors there. In January, Toshiba also made as its subsidiary a British nuclear power generation operator that plans to construct three reactors in Britain, which will be provided by Westinghouse.
 
In Turkey, a consortium including Mitsubishi Heavy Industries Ltd. was given preferential negotiating rights for a nuclear power plant construction plan with backing from the Japanese government.
 
According to the Japan Atomic Industrial Forum, Inc. 100 nuclear power plants are currently set to be built worldwide. As there are many such plans in eastern Europe, it is expected that Japanese companies will be increasingly active in bidding for orders.
