[미국] 미 물재사용협회, 하원에서 '물 재사용법' 통과 환영

미 하원은 지역 사회와 기업들에게 전염병으로부터 회복하고 가뭄, 홍수 및 기후변화의 다른 영향에 대한 복원력을 쌓기 위해 필요한 도구와 자원을 제공하기 위해 물 재사용과 관련 연방 프로그램 및 정책에 투자할 초당적인 인프라 법안을 7월 1일 통과시켰다.

2021년 '수질보호 및 일자리 창출법(Water Quality Protection and Job Creation Act of 2021  H.R. 1915)'의 본문을 포함한 '미국투자법(InVEST in America Act, H.R. 3684)'은 221-201을 통과시켰다. 물재사용협회(WateReuse Association)는 의회에 투자법의 물 재사용 조항을 지지할 것을 촉구했다.

물의 재사용과 경제적 복원력 사이의 연관성의 예는 다음을 포함하여 국가의 각 지역에 존재한다.

- LA(로스엔젤레스)시는 2035년까지 수도 공급을 100% 재활용하고 비용이 많이 드는 콜로라도 강(Colorado River)에서 취수하는 물에 대한 의존도를 줄일 것으로 기대하고 있다.

- 리노(Reno)의 트라우키 메도우스 수도국(Trauckee Meadows Water Authority)은 테슬라(Tesla), 스위치(Switch) 및 구글(Google)의 본거지인 타호-리노 산업센터(Taho-Reno Industrial Center)에 연간 13억 갤런의 재활용 용수를 공급하고 2만 개의 일자리를 네바다에 유지할 수 있도록 하기 위해 13마일의 파이프라인을 설치할 계획을 가지고 있다.

- 군사 및 해군시설이 가장 많이 밀집되어 있는 버지니아의 햄프턴 로드(Hampton Roads) 지역은 해수면 상승으로 인해 전체 지역이 침수되는 것을 방지하기 위해 대수층 복구 시스템(aquifer recovery system)을 통해 유출물의 100%를 재활용할 계획이다.

물재사용협회(WateReuse Association)는 앞으로 몇 주 내에 하원 및 상원과 협력하여 미국 전역의 중요한 물 재활용 인프라에 투자하는 물 인프라 법안을 마무리할 수 있기를 기대하고 있다.

WateReuse Association Applauds Commitment To Water Reuse In INVEST Act

Today, the U.S. House of Representatives passed bipartisan infrastructure legislation that would invest in water reuse and related federal programs and policies to begin to give communities and businesses the tools and resources they need to rebound from the pandemic and build resilience to drought, flooding, and other impacts of climate change.

The INVEST in America Act (H.R. 3684), which includes the text of the Water Quality Protection and Job Creation Act of 2021 (H.R. 1915), passed 221-201. The WateReuse Association urges Congress to support the water reuse provisions in the Invest Act

The legislation contains the WateReuse Association’s top policy priorities. First, it reauthorizes the Alternative Water Source Grants Pilot Program, which authorizes the U.S. Environmental Protection Agency (EPA) to grant up to $200M per year to state, interstate, and intrastate water resource development agencies to engineer, design, construct, and test water reuse projects throughout the country.

The legislation also directs the EPA to establish a federal interagency working group on water reuse, which will break down silos, leverage resources throughout the federal family, and facilitate stakeholder engagement.

“The WateReuse Association thanks Representatives DeFazio, Napolitano, and Fitzpatrick for spearheading strong, bipartisan legislation to improve our nation’s water recycling infrastructure,” said Patricia Sinicropi, Executive Director of the WateReuse Association.

“The INVEST Act is a bold step forward in improving that nation’s infrastructure so that we can build back better. We urge Congress to support the bill's water recycling provisions as negotiations over infrastructure legislation continue.”

Communities across the country are incorporating water reuse into their water management strategies as a proven method for ensuring a safe, reliable, locally controlled water supply?essential for livable communities with healthy environments, robust economies and a high quality of life.

Examples of the linkage between water reuse and economic resilience exist in each region of the country, including:

- By 2035, the City of Los Angeles expects to recycle 100% of its water supplies and reduce its reliance on costly imported water from the Colorado River.

- Truckee Meadows Water Authority in Reno is planning 13-mile pipeline to provide 1.3 billion gallons of recycled water annually to the Tahoe-Reno Industrial Center, home to Tesla, Switch and Google, and ensure 20,000 jobs remain in Nevada.

- The Hampton Roads region of Virginia, home to the largest concentration of military and naval installations, plans to recycle 100% of its effluent through an aquifer recovery system to prevent rising sea levels from threatening inundating the entire region.

WateReuse looks forward to working with the House and Senate in the coming weeks to finalize water infrastructure legislation that invests in critical water recycling infrastructure across the United States.
