[에콰도르] 악시오나, 로자하수처리장 준공

스페인의 글로벌 물기업인 악시오나(ACCIONA)는 남미 에콰도르 남부에 위치한 로자하수처리장(Loja Wastewater Treatment Plant)을 준공했다. 시설 용량은 하루 8만7천500㎥이며 최대 35만 명이 배출한 하수를 처리할 수 있다.

이 하수처리장(WWTP)의 면적은 10.5헥타르(113만210평방피트)이며 로자(Loja) 외곽의 소스 노르테(Sauces Norte) 지역 북쪽에 있는 사모라강(Zamora  River) 동쪽 제방에 있다.

서비스 개시는 이전에 처리되지 않은 상태로 배출된 도시의 하수가 더 이상 사모라강의 물리적, 화학적 및 미생물학적 특성을 오염시키거나 영향을 미치지 않음을 의미한다.

새 하수처리장은 전처리, 1차 침전, 생물학적 처리, 2차 침전, 소독 및 슬러지 라인과 같은 섹션으로 구성된다.

안디나 포멘토사(Corporacion Andina de Fomento ; CAF)로부터 1만700만 달러(약 1천374만 유로)의 자금을 지원받아 로자 시의회(City Council of Loja)가 승인한 이 프로젝트는 CAF(안디나 포멘토사)의 후임인 라틴아메리카개발은행(Development Bank of Latin America)에서도 자금을 지원받았다.

두 번째 미래 단계에서는 고체 슬러지를 사용하여 발전소의 내부 소비를 위한 전기를 생성할 수 있는 인프라를 구축할 계획이다.

로자는 '휴엘라 데 시우다드(Huella de Ciudades)'(City Footprint) 프로젝트의 일부로, 탄소 및 물 발자국을 줄이기 위한 기후변화 완화 및 적응 요소를 포함한 주요 부문의 프로젝트 포트폴리오를 통해 저탄소 모델을 지향하는 많은 라틴 아메리카 도시들을 하나로 모았다.

악시오나(ACCIONA)는 지난 2012년부터 에콰도르에 사무소를 개설하고 그 이후로 물 분야에서 주요 프로젝트를 수행해 왔다.

이 회사는 에콰도르에서 가장 큰 도시인 과야킬(Guayaquil)에 '라스 에스클루사스(Las Esclusas)' 하수처리장 시스템의 일부로 '라 프라데라(La Pradera)' 펌프장을 건설했다. 이 프로젝트는 도시 전체 인구의 3분의 1인 100만 명에게 영향을 미치는 일반 위생 네트워크 프로그램의 일부이다.

또한 북부에 있는 같은 이름의 주의 주도인 에스메랄다스(Esmeraldas)에서 수도를 건설, 증축 및 양수 인프라 업데이트도 수행했다. ACCIONA는 또한 4만3천200㎥/일의 용량을 가진 이바라(Ibarra) 하수처리장을 북부에 건설했다. 이 시설은 20만 명의 주민에게 서비스를 제공하고 있다.

ACCIONA completes the construction of the Loja WWTP (Ecuador)

ACCIONA has completed the construction of the Loja Wastewater Treatment Plant (WWTP) in southern Ecuador. The facility has a capacity of 87,500 m3/day and will serve a population of up to 350,000.

The plant covers 10.5 hectares (1,130,210 square feet) and is located on the east bank of the River Zamora to the north of the Sauces Norte neighbourhood on the outskirts of Loja.

Its entry into service will mean that wastewater from the city -previously discharged untreated- will no longer pollute or affect the physical, chemical and microbiological properties of the River Zamora.

The new wastewater plant contains the following sections: pre-treatment, primary settling, biological treatment, secondary settling, disinfection and sludge line.

The project, awarded by the City Council of Loja with 17 million dollars (around 13,74 million euros) of funding from the Corporacion Andina de Fomento (CAF), has also received funds from CAF’s successor, the Development Bank of Latin America.

In a second future stage it is planned to create an infrastructure to use solid sludge to generate electricity for internal consumption by the plant.

Loja is part of the ‘Huella de Ciudades’ (Cities Footprint) project, which brings together a number of Latin American cities that are determined to orientate their development towards a low-carbon model through a project portfolio in key sectors, including elements of mitigation and adaptation to climate change to reduce their carbon and water footprints.

ACCIONA opened an office in Ecuador since 2012 and has carried out major projects in the area of Water since then.

In the country’s biggest city, Guayaquil, the company built the ‘La Pradera’ Pumping Station as part of the ‘Las Esclusas’ Wastewater Treatment Plant system. This project is part of a General Sanitation Network programme affecting a million people, a third of the city’s total population.

It has also carried out the construction, extension and updating of the water catchment and potabilization infrastructure in Esmeraldas, the capital of the province of the same name in the north of the country. ACCIONA has also built the Ibarra Wastewater Treatment Plant in the north of the country, with a capacity of 43,200 m3/day. It provides a service to a population equivalent of almost 200,000.
