[쿠바] SFD, 쿠바 정수장 건설에 4천만 달러 지원

사우디개발기금(SFD), 카마궤이 정수장 신규 건설 및 기존 시설 교체 지원

사우디개발기금(SFD ; Saudi Fund for Development)은 쿠바 중부에 있는 카마궤이(Camaguey) 시에 있는 카마궤이 정수장(Camaguey’s water treatment plant)을 건설하기 위한 프로젝트 착공에 들어갔다고 12월 25일 발표했다.

SFD가 4천만 달러를 지원하는 이 프로젝트는 카마궤이와 인근 도시의 30만 명 이상의 주민들에게 깨끗하고 안전한 물을 제공하기 위해 정수장 건설 및 기존 시스템을 교체한다.

이 프로젝트는 또한 여섯 번째 UN 지속가능 개발 목표(SDG6 ;  the sixth United Nation Sustainable Development Goal)인 ‘모든 사람들을 위한 물과 위생 시설의 가용성과 지속 가능한 관리를 보장하기 위해’를 충족시키기 위함이다.

착공식에는 파이살 알하르비(Faisal Al-Harbi) 쿠바 주재 사우디대사, 카르멘 에르난데스 레케호(Carmenn Hernandez Requejo) 카마귀에시 부시장, 국립수자원연구소의 블라디미르 마토스 마야((Bladimir Matos Maya) 부소장과 카마궤이시의 여러 관리들이 참석했다. 

레케호 카마귀에시 부시장은 SFD를 통해 사우디아라비아가 쿠바에서 지속가능한 인프라 프로젝트를 위해 헌신한 것에 대해 감사를 표했다. 레케호 부시장은 “정수장 개발이 30만명 이상의 수혜자들에게 안전한 식수를 제공하고 지속가능한 식량안보를 강화함으로써 도시의 삶의 질에 긍정적인 영향을 미칠 것이며, 또한 부정한 물로 인한 질병과 전염병의 확산을 방지할 것이다”라고 말했다.

파이살 알하르비 쿠바 주재 사우디대사는 축사에서 “사우디-쿠바 관계와 번영하는 미래를 향한 사람들의 염원을 달성하는 지속가능한 개발을 지원하는 기금을 통해 사우디 정부가 수행하는 역할을 하고 있다”고 말했다.

그는 또한 “사우디의 기여가 포괄적인 접근 방식을 취한다”라고 강조하면서 “사우디는 국제기구와 협력하는 것 외에도 정치적, 민족적 또는 종교적 차별없이 전 세계 많은 국가에 지원을 하고 있다”고 덧붙였다.

쿠바를 방문한 SFD(사우디개발기금) 대표단장인 사우드 알샴마리(Saud Alshammari) 박사는 “이번 정수장 건설은 중요한 인프라 프로젝트다. 기존 정수장을 최적화하고 새로운 개발을 통해 효율성을 높이고, ‘유엔의 SDG6’에 발맞춰 카마귀에시의 물 접근성과 지속가능한 관리가 이뤄지도록 하겠다”라고 밝혔다.

알샴마리 대표는 이어 “이 프로젝트는 카마귀에시가 여러 단계로 시행될 포괄적인 프로그램의 일부이며, 이 프로젝트는 그것의 첫 번째 단계이기 때문에, 안전하고 깨끗한 물에 접근하고 이러한 서비스에 대한 시의 요구를 충족시킨다”라고 덧붙였다.

쿠바 방문의 일환으로 SFD 대표단은  SFD를 통해 사우디가 자금을 지원하는 프로젝트에 대한 후속 조치를 취하기 위해 리카르도 카브리사스 루이스(Ricardo Cabrisas Ruiz) 쿠바 부총리 및 기타 쿠바 관리들과 회의를 가졌다.

대표단 방문에는 카마귀에시의 13만 명에게 안전하고 깨끗한 물을 제공하는 카르데나(Cardenas)시 정수장 개발과 같은 Camaguey의 SFD 자금 지원 프로젝트가 포함되어 있다. 또한 새로운 주택 건설, 깨끗한 물에 대한 접근성 확대, 개선된 위생시설, 전기 및 통신 서비스를 제공하고 사회센터 및 공공 시설을 재개발함으로써 생활 수준을 높일 올드 하바나(Old Havana)를 활성화하는 프로젝트도 포함된다.

SFD는 쿠바에서 지난 몇년 동안 보건, 물, 인프라 부문 7개 프로젝트에 총 1억3천930만 달러의 자금을 지원했으며, 추가로 아바나에 사우디 살만 국왕 모스크(King Salman Mosque)를 건설하기 위해 SFD를 통해 930만 달러의 보조금을 지원했다.

SFD는 또한 사우디 수출지원 프로그램을 통해 최근 몇 년간 쿠바 경제를 지원했다. 2016년에는 쿠바 외교통상부와 8년간 5천만 달러 규모의 플라스틱, 금속, 농자재 및 장비를 수입하는 협정을 체결했다.

Saudi fund finances $40 million water treatment plant in Cuba

The Saudi Fund for Development (SFD) has announced the inauguration of a project to develop Camaguey’s water treatment plant in the city of Camaguey, Republic of Cuba.  Financed by the SFD with a contribution of $40 million, the project will Develop and replace existing systems to provide clean, safe water for more than 300,000 residents of Camaguey and neighboring cities.

The project will also meet the sixth United Nation Sustainable Development Goal (SDG): ‘To ensure availability and sustainable management of water and sanitation for all.’

The inauguration ceremony was attended by His Excellency Mr. Faisal bin Falah Al-Harbi, the Ambassador of the Kingdom to the Republic of Cuba, Mrs. Carmenn Hernandez Requejo, Vice-Governor of Camaguey. Mr. Bladimir Matos Maya, the Vice-President of the National Institute of Water Resources (INRH), and a number of officials in Camaguey.

Mrs. Requejo, Vice-Governor of Camaguey, thanked the Kingdom of Saudi Arabia, through the SFD, for its commitment to sustainable infrastructure projects in Cuba. she said the development of the water treatment plant would have a positive impact on the quality of life in the city, providing access to safe drinking water to more than 300,000 beneficiaries and enhancing sustainable food security. In addition to preventing the spread of diseases and epidemics caused by unclean water.

His Excellency Mr. Faisal bin Falah Al-Harbi, the Ambassador of the Kingdom of Saudi Arabia to the Republic of Cuba delivered a speech in which he commended the Saudi-Cuban relations, and the role that the Saudi Government undertakes, through the Fund, in supporting sustainable development that achieves the aspirations of peoples towards a prosperous future. 

His Excellency also stressed that the Kingdom's contributions to development take an inclusive approach.  In addition to working with international organizations, the Kingdom also provides support to many countries around the world, without political, ethnic, or religious discrimination.

Dr. Saud Alshammari, Head of SFD delegation to Cuba said: "This is a significant infrastructure project. By optimizing and developing the existing water treatment plant, we will increase efficiency and ensure the accessibility and sustainable management of water in Camaguey, in line with the 6th UN SDG”.

“This project provides access to safe and clean water, and meeting the city’s needs for these services, as the project is part of a comprehensive program for the city of Camaguey to be implemented in several phases, and this project is the first phase of it.”

As part of the visit to the Republic of Cuba the SFD delegation also held meetings with Mr. Ricardo Cabrisas Ruiz, Deputy Prime Minister of Cuba and other Cuban officials in order to follow up on projects funded by the Kingdom through the SFD.

The delegation visits included SFD funded projects in Camaguey, such as the development of the water treatment plant in the city of Cardenas, which provides safe, clean water to 130,000 people; a project to revitalize Old Havana which will raise living standards through the provision of new housing, access to clean water, improved sanitation, electricity, and communication services, as well as redeveloping social centers, and public facilities.

SFD’s delegation concluded its program with a visit to the King Salman Mosque in Havana, which was built to enhance the cultural and social ties.

During the last years, SFD financed seven projects in the Republic of Cuba across the health, water, and infrastructure sectors, with a total value of US$ 139.3 million, in addition to a grant valued at US$ 9.3 million through SFD to build the King Salman Mosque in Havana.

 SFD has also provided support to the Cuban economy in recent years through the Saudi Export Support Program. In 2016 it signed an agreement with the Ministry of Foreign Trade and Foreign Investment for US$ 50 million over eight years, to import plastics, metals, and agricultural materials and equipment.
