[칠레] GS이니마, ‘아타카마 담수화 플랜트’ 준공

세바스티안 피녜라 대통령 참석한 가운데 1월 13일 준공식 가져

‘GS이니마-CVV 코피아포’ 컨소시엄 구성…21만명에게 식수 공급

GS이니마(GS Inima)는 클리어 비쿠나 발렌수엘라(Claro Vicuna Valenzuela ; CVV)와 함께 컨소시엄을 통해 설계 및 건설한 칠레 아타카마 담수화 플랜트(Atacama desalination plant)를 세바스티안 피녜라(Sebastian Pinera) 대통령이 참석한 가운데 1월 13일 준공식을 가졌다. 

GS이니마(GS Inima)는 스페인 수처리 회사인 이니마(Inima)를 GS건설이 2011년에 인수,  수처리 및 하·폐수, 해수담수화 처리사업을 하고 있다.

이번에 준공된 아타카마 담수화 플랜트(Atacama desalination plant)는 GS이니마와 클리어 비쿠나 발렌수엘라(CVV)와 함께 이니마-CVV 코피아포(Inima-CVV Copiapo) 컨소시엄을 통해 설계하고 건설했다.

지난 2017년 이니마-CVV 코피아포(Inima-CVV Copiapo) 컨소시엄이 수주한 이 담수화 시설은 아타카마(Atacama) 지역의 가장 큰 규모의 사업 투자일 뿐만 아니라 더 이상 자급자족할 수 있는 천연 대수층이 없는 분야의 식수 공급을 보장한다는 점에서 아타카마 지역의 가장 관련성이 높은 사업 중 하나다.

차나랄(Chanaral), 칼데라(Caldera), 코피아포(Copiapo), 티에라 아마릴라(Tierra Amarilla)의 21만 명 이상의 주민들에게 혜택을 주는 이 프로젝트는 1억 달러(약 1천200억 원)에 가까운 공사비와 500개 이상의 직접 일자리 창출을 수반했다.

사회적, 기술적, 환경적 관점에서 이니마-CVV 코피아포 컨소시엄은 다음과 같은 장점을 창출하는 최고의 표준을 통합했다.

첫째, 아타카마 담수화 플랜트는 전력소비량이 세제곱미터(㎥) 당 2.8㎾h 이하로 보장돼 세계에서 가장 효율적인 설비로 손꼽힌다.

둘째,  이 담수화 플랜트 설계는 3단계로 이루어지며, 하루 최대 처리용량이 10만4천㎥으로 초당 1천200리터(L/s)의 식수를 생산할 수 있다.

셋째, 해양작업은 미세터널링(micro-tunneling) 기술을 활용해 환경적 영향을 최소화했다.

넷째, 이 프로젝트는 100% 재생 에너지, 풍력 및 태양열로 구동된다.

세바스티안 피녜라(Sebastian Pinera) 칠레 대통령은 준공식 축사에서“우리가 여기서 보고 있는 것은 근본적인 변화를 나타내는 이정표이다. 이 지역은 영구적으로 물이 부족할 위험이 있는 지역이고, 오늘날 칠레에서 향후 40년 동안 물 보험에 가입한 유일한 지역이다”라면서 “칠레에서 보유하고 있는 담수화 측면에서 가장 현대적인 시설일 뿐만 아니라 에너지 효율의 많은 기술적 발전을 접목시켰으며 환경 친화적인 시설이다”라고 말했다.

아타카마 담수화 플랜트는 국가 프로젝트로 공공정책의 우선순위로 미첼 바첼레트(Michela Bachellet) 정부가 2015년 승인한 이후 세바스티안 피녜라 대통령과 각 지역 및 지방 당국이 추진하고 지원하고 있다.

GS이니마의 디에고 데 베라(Diego de Vera) 사업개발담당 이사는 “물부족에 의해 영향을 받는 지역의 식수 공급을 보장하는 아타카마 지역에서 가장 큰 국영사업 중 하나를 성공적으로 마친 것은 칠레의 정수처리 분야에 대한 우리의 약속을 재확인시켜 준 것”이라면서 “이번 프로젝트를 성공 사례이자 이 분야의 벤치마킹으로 만드는 다양한 기술 및 환경 혁신을 검토했다”고 말했다.

GS이니마는 아타카마 담수화 플랜트를 운영 및 유지관리를 하며 지역에 대한 헌신적인 노력을 지속해 좋은 환경·사회적 성과가 지속적으로 나올 수 있도록 할 예정이다. 

이번 아타카마 담수화 플랜트 준공으로 GS이니마가 설계, 건설, 자금 조달, 운영, 유지보수 등 사이클 전반에 걸쳐 가치를 더하는 네 번째 담수화 프로젝트인 만큼 칠레에서 GS이니마의 존재감을 공고히 하고 있다.

The president of Chile inaugurates the Atacama desalination plant

This is one of the most relevant projects for the Atacama region that guarantees the supply of quality drinking water for 70% of the population.

GS Inima has designed and built this work together with Claro Vicuna Valenzuela (CVV) through the Inima-CVV Copiapo consortium.

The work that was awarded in 2017 to the Inima-CVV Copiapo Consortium, is one of the most relevant projects for the Atacama region, not only because it is the largest projected investment in the area, but also because it guarantees the supply of drinking water in a sector that no longer has natural aquifers for self-sufficiency.

The project, which benefits more than 210,000 inhabitants of the communities of Chanaral, Caldera, Copiapo and Tierra Amarilla, has involved an investment of close to 100 million dollars and the generation of more than 500 direct jobs during its execution.

From a social, technological and environmental point of view, Inima-CVV incorporated the highest standards that generate a series of advantages:

- The desalination plant has a guaranteed electricity consumption of less than 2.8 kWh per cubic meter, which makes it one of the most efficient plants in the world.

- The design contemplates construction in three stages, which allows a maximum final capacity of 1,200 liters per second (l/s) of drinking water.

- The marine works were carried out using micro-tunneling technology, minimizing the environmental impact.

Additionally, the project is powered by a clean energy source, 100% renewable, wind and solar.

“What we are seeing here is a milestone that is going to mark a fundamental change. This is a region that was under permanent risk of running out of water and today it is the only region in Chile that has its water insured for the next 40 years. Not only is it the most modern plant in terms of desalination that we have in our country, it has also incorporated many technological advances in energy efficiency and is also very environmentally friendly "  Sebastian Pinera, President of Chile.

The Atacama Desalination Plant is a country project, a priority in public policy, and that has been promoted and supported by the government of Michelle Bachelet, since its approval in 2015, as well as by President Sebastian Pinera and by the different regional and local authorities .

“Successfully completing one of the largest state works in the Atacama Region, guaranteeing the supply of drinking water in an area affected by water scarcity, reaffirms our commitment in the water treatment sector in Chile. At the plant we have considered various technological and environmental innovations, which make this project a success story and a benchmark in the sector ”, Diego de Vera, Director of Business Development at GS Inima.

GS Inima will continue with its commitment to the region, operating and maintaining the Atacama Desalination Plant, guaranteeing the continuity of good environmental and social results. This contract also consolidates the presence of GS Inima in Chile, as it is the fourth desalination project in which it adds value throughout the cycle: design, construction, financing, operation and maintenance.
