[사우디] SWPC, ‘주베일 3단계 IWP 담수화 플랜트’ 착공

프랑스 엔지 및 네스마, 아즐란 앤 브러더스 지주그룹이 컨소시엄…2024년 가동 목표

하루 57만㎥ 담수 생산…61MWp 용량의 사우디 최고의 태양광 설비도 갖춰

사우디아라비아 ‘주베일 3단계 독립수자원 프로젝트 담수화 플랜트(Jubail 3B Independent Water Project  plan)’  공사가 5월 28일 착공식을 갖고 본격 공사에 들어갔다.

이 시설은 사우디 수자원 파트너십 주식회사(SWPC ; Saudi Water Partnership Company)를 비롯해 엔지(ENGIE), 네스마 유한회사(Nesma Company Limited), 아즐란 앤 브러더스(Ajlan & Bros) 지주그룹으로 구성된 컨소시엄에 의해 건설된다.

최대 61Mwh의 태양광 용량을 보유하게 될 주베일 3단계 독립수자원 프로젝트(Jubail 3B IWP) 담수화 플랜트는 오는 2024년 완공되면 리야드와 카심 지역에 식수를 공급하게 된다.

이날 착공식에는 사우디 SWPC 최고경영자(CEO)인 칼레드 Z 알 쿠레시(Khaled Z AlQureshi), 엔지(ENGIE) 사우디법인 투르키 알 셰흐리(Turki Al Shehri) CEO, 주베일 3단계 독립수자원 프로젝트 담수화 플랜트의 필립 램버트(Philippe Lambert) CEO 등이 참석했다.

주바일 3단계 독립 수자원 프로젝트(IWP) 담수화 플랜트는 프랑스 글로벌 에너지기업 엔지(ENGIE)와 네스마(Nesma), 아즐란 앤 브러더스 지주그룹이 컨소시엄을 이루어 사우디 담맘(Dammam) 공항에서 북쪽으로 65㎞ 떨어진 곳에 착공했다.

사우디 SWPC 의뢰로 착공된 주바일 3단계 독립수자원 프로젝트(IWP) 담수화 플랜트는 역삼투(RO) 기술을 이용해 하루 57만㎥의 식수를 생산할 예정이다. 이 담수화 플랜트는 25년 물 구매 협정(Water Purchase Agreement)에 따라 2024년부터 가동될 예정이며, 리야드(Riyadh)와 카심(Qassim) 지역 주민들에게 식수를 공급하게 된다.

엔지(ENGIE)가 이끄는 컨소시엄은 2021년 6월 SWPC에 음용수 ㎥당 SAR(사우디 리얄) 1.591(0.42달러)의 관세 부과를 입찰서로 제출해 주베일 3단계 독립수자원 프로젝트를 수주했다.

민·관협력구조(PPP ; public-private partnership structure) 방식으로 건설되는 이 담수화 플랜트는 컨소시엄이 자금을 조달하고 엔지(ENGIE)가 운영 및 유지보수하게 된다. 이 담수화 플랜트가 완공되면 61MWp 용량의 태양광 설비를 갖추게 되는데, 이는 사우디 내 담수화 플랜트 중 가장 큰 자체 태양광 설비로서 전력 소비를 최적화하고 전력망 의존도를 줄이는 데 도움이 된다.

주베일 3단계 독립수자원 프로젝트 담수화 플랜트의 태양 에너지 사용은 사우디 아라비아의 ‘비전 2030’과 탄소중립(net-zero) 목표에 직접적으로 영향을 미친다. 이 목표는 화석연료에 대한 국가의 의존도를 줄이고 청정에너지로의 전환을 주도하기 위해서다.

사우디 SWPC의 칼레드 Z 알 쿠레시(Khaled Z AlQureshi) CEO는 “사우디아라비아 전역에 담수화 물 공급을 늘릴 계획”이라면서 “주베일 3단계 독립수자원 프로젝트 담수화 플랜트 건설이 오늘 시작돼 기쁘다”고 말했다. 

알 쿠레시 CEO는 이어 “담수화 공급은 사우디 ‘비전 2030’의 목표를 충족시키면서 사우디 전역에 걸쳐 물 공급을 안전하게 하는 우리의 목표에서 필수적인 전략이다. 주베일 3단계 IWP 담수화 플랜트는 기존 열담수화 기술보다 에너지 효율이 높은 역삼투법을 사용할 뿐 아니라 기존 화석연료 대신 재생 가능한 태양에너지를 사용해 탄소 발자국을 줄이는 데 도움을 줄 예정이다. 게다가, 이 시설은 지역 일자리 창출을 적극적으로 지원할 것”이라고 덧붙였다.

엔지(ENGIE) 사우디 법인의 투르키 알 셰흐리(Turki Al Shehri) CEO는 착공식에서 “주바일 3단계 IWP 담수화 플랜트의 건설은 ‘비전 2030’에 맞춰 정부가 저탄소 에너지 효율적인 솔루션으로 전환하는 것을 지원하기 위해 일하는 또 다른 ENGIE 사우디의 이정표이다”라면서 “30년 동안, 우리는 걸프 만을 가로지르는 독립적인 전력과 물 프로젝트를 개발하는 데 앞장서 왔다. 이 최신의 혁신적인 담수화 솔루션은 급속한 경제성장을 배경으로 지속 가능한 유틸리티 솔루션을 제공하는 데 있어 지역 정부와 기업을 지원하겠다는 우리의 의지를 보여주는 추가적인 증거이다”라고 말했다.

주베일 3단계 IWP 담수화 플랜트 공사를 총괄할 필립 램버트(Philippe Lambert) CEO는 “사우디 전역에서 급속한 인구와 경제 성장이 이루어짐에 따라, 주베일 3단계 IWP 담수화 플랜트는 지역 주민들에게 안전하고 지속 가능한 물 공급원을 제공하는 데 필수적일 것이다”라고 말했다.

그는 이어 “주베일 3단계  IWP 담수화 시설 운영은 또한 사우디 국민의 취업 기회와 지역 경제 성장을 지원하는 것을 목표로 한다”라면서 “오늘 이 시설을 착공하게 돼 매우 기쁘고 2024년 초에 완전히 가동될 수 있기를 기대한다”고 덧붙였다.

Construction begins on Saudi Arabia’s Jubail 3B Independent Water Project

A groundbreaking ceremony took place today at the 570,000 m3/day Jubail 3B Independent Water Project (IWP) plant in Saudi Arabia, marking the start of construction.

The plant is being built by a consortium comprised of ENGIE, Nesma Company Limited and Ajlan & Bros holding group for Saudi Water Partnership Company (SWPC).

The desalination plant, which will have the largest in-house solar capability of 61 Mwh for a desalination plant in the Kingdom, will provide potable water to Riyadh and Qassim regions when complete in 2024.

In the presence of Khaled Z AlQureshi, CEO of SWPC, global energy company ENGIE, together with Nesma Company Limited and Ajlan & Bros holding group broke ground on the Jubail 3B Independent Water Project (IWP) plant located 65km north of Dammam airport in the Kingdom of Saudi Arabia.

Commissioned by Saudi Water Partnership Company (SWPC), the Jubail 3B plant will produce 570,000 m3/day of potable water using reverse osmosis technology. The plant will supply water to Riyadh and Qassim regions once commercially operational in 2024, under the terms of a 25-year Water Purchase Agreement. 

The consortium, led by ENGIE, was awarded the Jubail 3B project in June 2021 after submitting a bid with a tariff of SAR 1.591 per cubic meter of potable water to SWPC.

Developed under a public-private partnership structure (PPP), the plant will be financed by the consortium and operated and maintained by ENGIE. Once complete, the plant will have a 61MWp capacity solar facility - the largest in-house solar capability for a desalination plant in the Kingdom, helping to optimize electricity consumption and reduce grid reliance. 

Jubail 3B’s use of solar energy speaks directly to Saudi Arabia’s Vision 2030 and net-zero objectives, which seek to reduce the country’s reliance on fossil fuels and drive the shift to clean energy.

“As we look to increase the desalinated water supply across Saudi Arabia, we are delighted to see construction on the Jubail plant begin today. The provision of desalinated water is an essential strategy in our nation’s objective to ensure secure water supplies across the Kingdom while meeting the goals of Vision 2030. The Jubail 3B IWP plant will not only use reverse osmosis, a more energy-efficient process than traditional thermal desalination technologies but will also use renewable solar energy in place of traditional fossil fuels, helping to reduce its carbon footprint. Moreover, the plant will critically support the creation of local job opportunities, “added Khaled Z AlQureshi, CEO of SWPC.

Speaking also at the groundbreaking ceremony, Turki Al Shehri, CEO of ENGIE in Saudi Arabia, said, “The start of construction on the Jubail 3B IWP plant is yet another ENGIE Saudi Arabia milestone that works to support of the government’s transition to low carbon, energy-efficient solutions in line with Vision 2030. For 30-years, we have been at the forefront of developing independent power and water projects across the Gulf. This latest innovative desalination solution is further proof of our commitment to supporting regional governments and businesses in delivering sustainable utility solutions against a backdrop of rapid economic growth.”
