[UAE] Taweelah RO, 하루 1억 갤런 탈염수 생산

저탄소 집약적 역삼투 담수화 시설…생산량 50%에 도달

총 탄소 배출량, 2020년 1천460만 톤에서 2030년까지 210만 톤으로 감소 예상

아랍에미리트(UAE) 전역의 물과 전력의 계획·구매·공급을 통합 조정하는 선두 기업인 EWEC(Emirates Water and Electricity Company)는 타위엘라 RO(Taweelah RO) 시설에 저탄소 집약적 역삼투(RO) 기술을 활용한 탈염수 생산량이 50%에 달했다고 밝혔다. 2021년 12월 아부다비 네트워크에 연결된 Taweelah RO는 현재 하루 1억 갤런의 탈염수를 공급하고 있으며, 궁극적으로 하루 2억 갤런에 달하는 세계 최대 RO 시설이 될 것으로 예상된다.

오스만 알 알리(Othman Al Ali) EWEC의 CEO는 “저탄소 집약적 기술을 통한 물 생산은 에너지 부문의 장기적 탈탄소화를 위한 핵심 역활을 하고 있다.  EWEC는 2018년부터 세계 최대의 RO 담수화 시설을 계획하기 시작했으며, Taweelah RO의 생산 능력 50%라는 중요한 이정표에 도달한 것은 EWEC뿐만 아니라 아부다비와 UAE에 자랑스러운 순간이다"고 말했다.

그는 이어서 "저탄소 집약적 담수화를 통해 아부다비 및 그 외 지역의 물 수요를 지속적으로 충족하는 동시에 CO2 배출량을 크게 줄일 수 있다. 물과 전력 생산의 분리를 주도함에 따라, EWEC는 RO 프로젝트 개발에 계속 많은 투자를 하고 있으며, 2030년까지 물 생산의 90% 이상이 RO를 통해 공급될 것으로 예상하고 있으며, 그 결과 물 생산과 관련된 총 탄소 배출량은 2020년 1천460만 톤에서 2030년까지 210만 톤으로 감소할 것이다. Taweelah RO가 곧 완전한 생산능력에 도달하고 다른 역삼투과 프로젝트들이 앞으로 수년에 걸쳐 물 생산을 시작할 수 있기를 기대한다"고 덧붙였다.

Taweelah RO는 RO 용량을 갖춘 네 번째 운영 중인 담수화 시설로, Fujairah F1 발전소 및 수력 발전소, Fujairah F2 복합 화력 발전소 및 Mirfa M1에 추가됐다. 현재 4개 시설 모두 RO를 통해 하루 2억 2천700만 갤런의 물을 생산하고 있으며, Taweelah RO가 최대치에 도달하면 3억2천700만 갤런으로 증가할 것이다. 그 시점에서 저탄소 집약적 RO 기술을 사용하여 생산된 물은 아부다비 토후국에서 총 물 생산량의 거의 3분의 1을 차지할 것이다.

Taweelah RO는 EWEC가 개발 중인 여러 저탄소 집약 물 생산 시설 중 하나로, 2021년 12월 EWEC는 Shuweihat S4 RO 플랜트 개발을 위한 자격 요구서를 발행했으며, 2021년 11월 Mirfa 2(M2) RO 플랜트 개발을 위한 제안서를 발행했다.

아부다비 토후국의 물 공급 보안을 개선할 뿐만 아니라 세 개의 신규 시설 모두 시스템 효율성을 높이고 복원력을 최대화하며 시스템의 탄소 집약도를 줄이고 해당 부문에서 지속적인 비용 절감 이니셔티브를 지원하는 데 핵심적인 역할을 할 것이다. 이는 아부다비의 전력 및 수력 발전 용량을 분리하려는 EWEC의 보다 광범위한 전략적 이니셔티브와 일치한다.

Taweelah RO producing 100 million gallons per day of desalinated water

Low carbon-intensive water desalination is key to decarbonisation of the energy sector as the UAE pursues its 2050 Energy Strategy

EWEC (Emirates Water and Electricity Company), a leading company in the integrated coordination of planning, purchasing and supply of water and electricity across the UAE, has announced that production of desalinated water using low carbon-intensive reverse osmosis (RO) technology from the Taweelah RO facility has reached 50 percent capacity. Taweelah RO, connected to the Abu Dhabi network in December 2021, is now providing 100 million gallons per day of desalinated water, and will eventually reach 200 million gallons per day, making it the world’s largest RO facility. 

Othman Al Ali, Chief Executive Officer of EWEC, said: “Water production from low carbon-intensive technologies is a key strategic pillar for the long-term decarbonisation of the energy sector. EWEC began planning for the world’s largest RO desalination plant in 2018 and reaching the important milestone of 50 percent production capacity at Taweelah RO is a proud moment not only for EWEC, but for Abu Dhabi and the UAE. 

Low carbon-intensive water desalination will ensure we continue to meet the water demands of Abu Dhabi and beyond, whilst at the same time significantly reduce CO2 emissions. As we lead the decoupling of water and power production, EWEC is continuing to invest heavily in the development of RO projects and by 2030 expect over 90 percent of our water production to be via RO, resulting in the total carbon emissions associated with water production falling from 14.6 million tons in 2020 to 2.1 million tons by 2030. We look forward to Taweelah RO reaching full production capacity soon, and for our other reverse osmosis projects to begin water production over the coming years.”

Taweelah RO is the fourth operational desalination plant with RO capacity, adding to Fujairah F1 Power and Water Plant, Fujairah F2 Combined Cycle Power Plant, and Mirfa M1. Taken together, all four plants are currently producing 227 million gallons of water per day through RO, which will rise to 327 million gallons once Taweelah RO reaches full operating capacity. At that point, water produced using low carbon-intensive RO technology will make up almost one third of total water production in the emirate of Abu Dhabi. 

Taweelah RO is just one of several low carbon-intensive water production facilities that EWEC is developing. In December 2021, EWEC issued a Request for Qualifications for the development of the Shuweihat S4 RO plant, and in November 2021 issued a Request for Proposals for the development of the Mirfa 2 (M2) RO plant. 

As well as improving security of water supply in the emirate of Abu Dhabi, all three new plants will play a key role in increasing system efficiency and maximising resilience, reducing the carbon intensity of the system and supporting ongoing cost reduction initiatives in the sector. This is in line with EWEC’s wider strategic initiative of decoupling Abu Dhabi’s power and water generation capacity.
