[UAE] ACWA파워-EWEC, 알 타위엘라 담수화 시설 1단계 가동 시작

현재 담수 생산량 45만4천600㎥/일로 50% 수준…총 생산량 90만9천200㎥로 세계 최대 규모

사우디아라비아의 세계 최대 담수화 플랜트 운영업체인 ACWA 파워(ACWA Power)와 에미레이트 수전력청(EWEC ; Emirates Water and Electricity Company)은 아부다비(Abu Dhabi)에 있는 알 타위엘라 독립적인 물 플랜트(Al Taweelah Independent Water Plant ; IWP)의 1단계 운영을 시작했다고 6월 23일 발표했다. 알 타위엘라 IWP는 하루 45만4천600㎥의 담수를 생산, 플랜트 용량의 50%를 도달했다.

2021년 12월 아부다비 네트워크에 연결된 알 타위엘라 IWP는 현재 하루에 1억 갤런의 담수를 생산 및 공급하고 있으며, 최종적으로는 하루에 2억 갤런을 생산할 예정으로 하루 90만9천200㎥의 생산용량을 가진 세계 최대의 역삼투(RO) 시설이 된다. 

이 플랜트는 알 타위엘라와 주변지역의 산업과 지역사회를 지원하고, 2023년 1분기까지 하루에 2억 갤런으로 증가할 것으로 예상되는 아부다비의 최고 물 수요에 부응하는 핵심 역할을 수행할 예정이다.

ACWA 파워의 패디 파드마나단(Paddy Padmanathan) 부회장 겸 CEO는 “아부다비의 알 타위엘라 독립적인 물 플랜트(Al Taweelah IWP)에서 1단계 담수화 작업을 시작한 것은 ACWA 파워, UAE 및 더 넓은 지역의 획기적인 순간이다”라면서 “저탄소 집약적 기술을 통한 물 생산에서 발생하는 잠재력은 기하급수적이며, 파트너인 EWEC(에미레이트 수전력청)와 함께 아부다비 및 그 밖의 지역의 물 수요를 지속적으로 충족시킬 것이다”라고 말했다.

패디 파드마나단 CEO는 이어 “우리는 세계 최대의 담수화 프로젝트를 운영하기 위한 신뢰할 수 있는 파트너로서 EWEC와 손을 잡고 협력하게 되어 자랑스럽다”라면서 “이는 에너지 분야를 탈탄소화 함에 따라 UAE의 ‘2050 에너지 전략 목표(2050 Energy Strategy aims)’에 기여하겠다는 우리의 약속을 확인하는 것으로 ACWA 파워는 하루 200 MIGD(2억 갤런) 생산용량을 모두 갖춘 2단계 운영을 위한 다음 단계로 나아가기를 기대한다”라고 덧붙였다.

알 타위엘라 IWP는 낮은 탄소집약적 역삼투(RO) 기술을 채택하고 있으며 태양 에너지로 부분적으로 전력을 공급받는데, 이는 8년 안에 프로젝트 전력 용량의 최소 30%를 차지할 것으로 예상되며, 프로젝트의 1/4분기가 끝날 때까지 이 수치를 55%로 끌어올리는 것을 목표로 한다.

ACWA 파워는 이 프로젝트의 주요 개발자이자 운영자로 40%의 주주이며, 나머지 60%는 아부다비 전력공사(Abu Dhabi Power Corporation)와 무바달라 개발회사(Mubadala Development Company)인 PJSC를 통해 아부다비 정부에 의해 출자되었다. 

아부다비 정부가 전액 출자한 기업이자 이 지역의 수도 및 전력 공급기업인 에미레이트 수전력청(EWEC)은 30년 계약에 따라 프로젝트의 유일한 구매기업(offtaker)이다. 프로젝트 1단계 운영과 관련된 재정적 영향은 2022년 2분기 이후 재무 결과로 예상된다.

ACWA 파워는 세계 최대 규모의 담수화 플랜트 민간 운영기업체로 10개의 초대형 SWRO(해수 역삼투압 담수화 플랜트) 프로젝트의 강력한 포트폴리오를 주도하고 있다. ACWA 파워는 △라빅(Rabigh) 3단계 △홍해 개발 프로젝트(Red Sea development project) △주베일(Jubail) 3A △음 알 쿠웨인 독립적인 물 프로젝트(Umm Al Quwain IWP) △샤우이바 3단계 독립적인 물 프로젝트(Shauibah 3 IWP)와 같은 여러 지역 메가 프로젝트에 부분적으로 설치된 담수화 연료에 청정 에너지를 통합하고 선구적인 기술을 활용하고 있다.

ACWA 파워는 현재 매일 4천만 명의 수요를 충족시킬 수 있는 충분한 물을 생산하고 있다.

Abu Dhabi, UAE, June 23, 2022 - ACWA Power, a leading Saudi developer, investor and operator of power generation, desalinated water and green hydrogen plants worldwide, and the Emirates Water and Electricity Company, announced the commencement of operations for the first phase of Al Taweelah Independent Water Plant (IWP) with the production of 454.6 thousand cubic metres of desalinated water per day, reaching 50 percent capacity of the plant.

Connected to the Abu Dhabi network in December 2021, Al Taweelah now provides 100 million gallons of desalinated water per day, and will eventually reach 200 million gallons per day, making it the world’s largest reverse osmosis (RO) facility with a capacity of 909,200 m³/day. The plant supports the industries and the community at Al Taweelah and the surrounding areas, and will additionally play a key role in catering to Abu Dhabi’s peak water demand, which is expected to rise by Q1 in 2023.

Al Taweelah IWP employs low carbon-intensive reverse osmosis (RO) technology and is partially powered by solar energy, which is expected to account for at least 30% of the project’s electricity capacity within eight years, with a target of raising this figure to 55% by the end of the first quarter-life of the project.

ACWA Power is the lead developer and operator of the project and a 40% shareholder, with the remaining 60% contributed by the Government of Abu Dhabi through Abu Dhabi Power Corporation and Mubadala Development Company PJSC. Emirates Water & Electricity Company, a fully owned entity of the Government of Abu Dhabi and the water and power supplier of the region is the sole offtaker of the project under a 30-year contract.

The financial impact pertaining to the operation of the first phase of the project is expected from Q2 2022 financial results onwards.

ACWA Power is the largest private operator of water desalination plants in the world, leading a robust portfolio of 10 mega-scale SWRO projects. The company utilises pioneering technologies and integrates clean energy to fuel water desalination, which has been partially installed in several regional mega projects such as the Rabigh 3, Red Sea development project, Jubail 3A, Umm Al Quwain IWP, and Shuaibah 3 IWP. ACWA Power currently produces enough water to meet the needs of 40 million people daily.
