[캐나다] 스탠텍, 이오나섬 하수처리장 프로젝트 관리 컨설턴트 선정

총 76억3천96만 달러 투입…메트로 밴쿠버가 실시하는 가장 큰 자본 프로그램

3차 처리시설 건설로 인간 건강보호·해양환경 개선… 2038년 완료 예정

캐나다의 지속 가능한 설계 및 엔지니어링 분야의 글로벌 리더인 스탠텍(Stantec)이 브리티시컬럼비아주 밴쿠버에 위치한 이오나 아일랜드 하수처리장(IIWWTP ; Iona Island Wastewater Treatment Plant) 프로젝트의 프로그램 관리 컨설턴트(PMC ; Program Management Consultan)로 선정됐다.

캐나다 99억 달러(약 76억3천96만 달러)가 투입되는 다년 프로그램에는 인프라, 지역사회 및 환경 간의 연결을 개선할 새로운 3차 처리 시설 건설과 다양한 생태 복원 및 오프사이트(공정 지역이 아닌 제품을 저장하는 시설과 출하 시설이 있는 영역) 작업 프로젝트가 포함된다.

이오나 아일랜드 하수처리장(IIWWTP) 프로젝트는 23개의 지자체, 1개의 선거 지역, 그리고 지역 규모의 서비스를 공동으로 계획하고 제공하는 1개의 조약인 메트로 밴쿠버(Metro Vancouver)가 수행한 가장 큰 자본 프로그램이다.

매트로 밴쿠버(Metro Vancouver)란 밴쿠버(Vancouver)와 놀스밴(North Vancouver), 웨밴(West Vancouver), 버나비(Burnaby), 코퀴틀람(Coquitlam), 뉴웨스트(New West), 리치먼드(Richmond) 같은 위성도시들을 모두 합쳐서 부르는 명칭이다. 

선정된 PMC(프로그램 관리 컨설턴트)로서 스탠텍은 다양한 분야의 리소스 팀을 제공하여 광범위한 프로그램 관리 및 기술 지원 서비스를 제공할 예정이다. 스탠텍팀은 메트로 밴쿠버 직원과 통합하여 프로그램의 개발 및 구현을 관리하기 위해 협력한다.

IIWWTP는 캐나다 원주민인 지역 퍼스트 네이션(First Nation)과 지역 사회 이해관계자들을 고려하여 설계될 것이며, 수질과 주변 해양환경을 모두 개선하기 위해 처리 수준을 높일 계획이다.

이 플로젝트는 특히, 하수로부터 지속 가능한 에너지를 회수하는 데 초점을 맞추어 주변 생태복원 노력과 통합되며, 퍼스트 네이션(원주민) 단체들에게 경제적 기회를 제공한다.

이 프로젝트는 또한 지진에 견딜 수 있는 내진성을 향상시키고, 잠재적인 해수면 상승을 방지하며, 21세기 내내 기후변화가 시설에 미칠 수 있는 기타 예상되는 영향을 완화하기 위해 지진 복원력을 개선하는 것을 목표로 한다.

PMC(프로그램 관리 컨설턴트)로서 스탠텍은 메트로 밴쿠버와 협력하여 다양한 관리 및 기술 기능을 제공한다. 여기에는 프로그램 동원, 프로그램 관리, 비용 및 일정 관리, 설계 관리 및 기술 통합, 건설 관리, 허가 및 승인 지원, 커뮤니케이션 및 참여 지원, 커미셔닝 및 운영 통합 지원이 포함된다. IIWWTP 프로젝트의 완료는 현재 2038년으로 예정되어 있으며, 2035년에 3차 처리 작업이 착수된다.

스탠텍은 브리티시컬럼비아( British Columbia)주 빅토리아(Victoria)에 있는 수도 지역구의 하수 프로그램의 성공적인 프로그램 관리를 포함하여 비슷한 규모의 프로젝트에 대한 회사의 세계적인 경험으로 인해 부분적으로 선정되었다. 

스탠텍의 프로젝트 팀 상당 부분은 밴쿠버 지역에 기반을 두고 있으며, 샌디에이고의 순수 프로그램과 산호세-산타 클라라(San Jose-Santa Clara) 지역 하수시설 자본개선 계획 같은 다른 대규모 하수처리장 프로젝트에 함께 참여했다.

Stantec selected as Program Management Consultant for Metro Vancouver’s Iona Island Wastewater Treatment Plant Projects

The largest capital program undertaken by Metro Vancouver will protect human health and improve the marine environment

Stantec, a global leader in sustainable design and engineering, has been selected as the Program Management Consultant (PMC) for the Iona Island Wastewater Treatment Plant (IIWWTP) Projects in Vancouver, British Columbia. 

The $9.9 billion (CAD) multi-year program includes construction of a new tertiary treatment facility and a range of ecological restoration and off-site works projects that will improve the connection between infrastructure, the community, and the environment.

The IIWWTP Projects are the largest capital program ever undertaken by Metro Vancouver-a federation of 23 municipalities, one electoral area, and one treaty First Nation that collaboratively plans for and delivers regional-scale services. 

As the selected PMC, Stantec will provide a multi-disciplinary team of resources to deliver a broad range of program management and technical support services. The Stantec team will integrate with Metro Vancouver staff, working together collaboratively to manage the development and implementation of the Program.

The IIWWTP will be designed with consideration of local First Nations and community stakeholders and will increase the level of treatment to improve both water quality and the surrounding marine environment. 

With a focus on recovering sustainable energy from wastewater, it will integrate with surrounding ecological restoration efforts and provide economic opportunities for First Nation entities. 

The project also aims to improve seismic resiliency to withstand earthquakes, combat potential sea level rise, and mitigate other anticipated impacts a changing climate may have on the facility throughout the 21st century.

As PMC, Stantec will collaborate with Metro Vancouver to provide a variety of management and technical functions. These include program mobilization, program management, cost and schedule control, design management and technical integration, construction administration, permitting and approvals support, communications and engagement support, and commissioning and operations integration support. Completion of the IIWWTP Projects is currently scheduled for 2038 with tertiary treatment commissioning in 2035.

Stantec was selected, in part, due to the firm’s global experience with projects of similar scale, including the successful program management of the Capital Regional District wastewater program in Victoria, British Columbia. A significant portion of the project team is based in the Vancouver area, and have worked together on other large-scale wastewater treatment plant projects such as the Pure Water Program in San Diego, and the San Jose-Santa Clara Regional Wastewater Facility Capital Improvement Plan.
