[인도] ADB, 히마찰 프라데시주 식수공급 위한 1천261억원 대출 승인

취수시설 80개·정수장 109개소·양수시설 117개소·급수관로 3천㎞ 건설

아시아개발은행(ADB)이 인도 히마찰 프라데시주 농촌 식수 개선 및 생계 프로젝트(Himachal Pradesh Rural Drinking Water Improvement and Livelihood Project)에 따라 히마찰 프라데시주의 안전한 식수 공급과 급수·위생 서비스 개선을 위해 9천630만 달러(1천261억5천300만 원)의 대출을 승인했다.

히마찰 프라데시(Himachal Pradesh)주의 농촌 인구 90% 이상이 식수를 이용할 수 있지만, 상수도 인프라가 낡고 노후화돼 비효율적이고 서비스 질이 떨어지는 것으로 나타났다. 이에 ADB는 7만5천800가구를 이 서비스에 연결해 10개 구역에 걸쳐 약 37만 명의 주민들에게 중단 없는 급수를 제공할 예정이다.

아시아개발은행(ADB)의 주드 콜하세(Jude Kohlhase) 남아시아 도시개발 및 물 프로젝트 관리국장은 “이번 프로젝트는 2024년까지 모든 농촌 가정에 급수관을 통해 물을 공급하는 것을 목표로 하는 인도 정부의 국가 대표 프로그램인 ‘잘 지반 미션(Jal Jeevan Mission)’의 목표를 충족한다”고 말했다.

주드 콜하세 관리국장은 이어 “이 사업은 안전하고 지속 가능하며 포용적인 농촌 급수와 위생 서비스를 보장하기 위해 상수도 인프라를 고도화하고 제도적 역량을 강화할 것”이라고 덧붙였다.

이 사업은 지하수정 48개소, 지표수 취수시설 80개소, 정수장 109개소, 양수장 117개소, 급수관로 3천㎞ 건설 등을 통해 급수와 위생서비스를 개선한다.

시르마우르(Sirmaur) 지구에는 25만 명의 주민에게 혜택이 돌아가며 복제 가능성을 판단하고 향후 사업 설계를 안내하는 시범 분뇨관리·위생 프로그램도 시행된다.

효율적인 서비스 제공과 지속가능성을 보장하기 위해 이 사업은 히마찰프라데시 주정부의 잘 샤크티 비브하그(Jal Shakti Vibhag)와 그람 판차야트(gram panchayat ; 지방자치단체) 마을 상하수도·위생위원회의 역량을 강화한다. 주정부의 수도세 정책 개혁을 지원하고, 주 단위 및 지역 자산관리 계획에 자산관리 시스템을 도입할 예정이다.

주요 사업 이해관계자 및 지역사회 기반 단체에는 여성자활단체 생계능력훈련 등 물관리 교육이 실시된다. 그 프로젝트는 또한 향상된 물 공급, 위생, 그리고 위생 관행을 통한 건강상의 이점에 대한 대중의 인식을 높일 계획이다.

ADB Approves Loan for Safe Drinking Water in Himachal Pradesh

The Asian Development Bank (ADB) has approved a $96.3 million loan to provide safe drinking water and improve water supply and sanitation services of Himachal Pradesh, India under the Himachal Pradesh Rural Drinking Water Improvement and Livelihood Project.

More than 90% of the state’s rural population have access to drinking water, but the water supply infrastructure is old and deteriorated, resulting to inefficient and poor service quality. The ADB project will connect 75,800 households to the service, providing uninterrupted water supply to about 370,000 residents across 10 districts.   

“The project meets the objectives of the Jal Jeevan Mission, a national flagship program of the Government of India, which aims to provide piped water to all rural households by 2024,” said ADB Unit Head of Project Administration on Urban Development and Water for South Asia Jude Kohlhase.

 “The project will upgrade water supply infrastructure and strengthen institutional capacity to ensure safe, sustainable, and inclusive rural water supply and sanitation services.” 

The project will improve water supply and sanitation services through, among others, the construction of 48 groundwater wells, 80 surface water intake facilities, 109 water treatment plants, 117 pumping stations, and 3,000 kilometers of water distribution pipelines. 

A pilot fecal sludge management and sanitation program will also be implemented in Sirmaur District, benefitting 250,000 residents and to determine replicability and guide the design of future projects.

To ensure efficient delivery and sustainability of services, the project will strengthen the capacity of the Jal Shakti Vibhag of the Government of Himachal Pradesh and gram panchayat (local government) village water and sanitation committees. It will support the state governments water tariff policy reforms and introduce an asset management system at the state-level and district asset management plans.

Key project stakeholders and community-based organizations will be trained on water management, including livelihood skills training for women self-help groups. The project will also raise public awareness on the health benefits from improved water supply, sanitation, and hygiene practices.
