[영국] Ofwat, 누수량 감소에 대한 물산업 성과 진행 상황 발표

17개 수도기업 중 3/4이 유출 목표 달성 일부기업 최근 2년간 유출량을 10% 이상 줄여

영국 정부 산하 상하수도사업본부인 오프왓(Ofwat)은 누수 감소에 대한 물산업의 성과를 조명하는 새로운 수치를 7월 28일 발표했다. 잠정 집계를 보면 17개 기업 중 3/4이 유출 목표를 달성하고 있으며, 일부는 최근 2년간 유출량을 10% 이상 줄인 것으로 나타났다.

Ofwat는 2025년까지 5년 동안 누수를 최소 16% 줄이도록 해당 부문에 도전하는 등 최근 몇 년간 기업들에 누출을 줄이도록 강력하게 압박해 왔다. 이번 수치는 2017∼18년 이후 산업 전반의 유출이 11% 감소하여 2050년까지 50% 감소 목표를 향해 나아가는 등 진전이 있었음을 보여준다. 그러나 할 수 있는 일이 더 있다.

오프왓(Ofwat)의 데이비드 블랙(David Black) CEO는 “일부 기업이 대폭 감축하는 등 유출 문제를 해결하는 데 진전이 있는 것은 고무적인 일이다. 우리는 기업들이 누출을 줄이기 위해 개선한 것을 환영하며, 상황이 올바른 방향으로 나아가고 있다는 것은 고무적인 일이다”라고 말했다.

데이비드 블랙 CEO는 이어 “그러나 아직 갈 길이 훨씬 더 멀다. 건조한 날씨에 우리는 모두 기후변화의 영향과 물의 가치와 중요성을 잘 알고 있다. 고객들은 물 회사가 물을 아끼고 가정에서도 똑같이 할 수 있도록 모범적으로 이끌어 줄 것을 바르게 기대하고 있다”고 덧붙였다.

16개 수도업체 누수 감소량(2019∼20년 기준 3년 평균 기준)은 다음과 같다.

여기서 수자원 회사의 연간 성과 보고서(APR)에서 얻은 3년 평균 수치이다. 여기에는 2021∼22년도 잠정 수치가 포함된다. 물 회사들은 모두 다른 기준선 누출 위치에서 시작할 것이다. 각 기업 지역 내 수자원 과제를 고려해 목표를 설정한다.

물 회사의 이 잠정적인 수치는 앞으로 몇 달 동안 Ofwat에 의해 검증된다. 누수에 대한 물 회사의 실적에 대한 자세한 내용은 Ofwat이 올해 말 서비스 및 배달 보고서 2021∼22를 발행할 때 확인할 수 있다.

Ofwat reveals progress on water industry leakage performance

Ofwat is today releasing new figures that shed light on the water industry’s performance on reducing leakage. The provisional figures show that three quarters of the companies are meeting their leakage targets and some have reduced leakage by more than 10% over the past two years.

Ofwat has strongly pushed companies to cut leakage over recent years, including challenging the sector to reduce leakage by at least 16% in the 5 year period up to 2025.

Today’s figures show that progress has been made, with industry wide leakage being reduced by 11% since 2017-18, heading towards the target of a 50% reduction by 2050. However, there is more that can be done.

David Black, Ofwat CEO commented: “It is encouraging to see progress in tackling leakage, with some companies making significant reductions. We welcome the improvements companies have made in reducing leakage and it’s encouraging to see things heading in the right direction. That said, there is much further to go. In the drier weather we are all acutely aware of the impact of climate change and the value and importance of water. Customers rightly expect water companies to lead by example in caring for water and helping households to do the same.”

Figures are 3-year averages taken from water company annual performance reports (APRs). This includes provisional figures for 2021/22. Water companies will all be starting from different baseline leakage positions. Targets are set considering the water resource challenges within each companies’ region.

These provisional figures from the water companies will be validated by Ofwat over the coming months. Further detail on water company performance on leakage will be available when Ofwat publishes the Service and Delivery Report 21-22 later this year.
