미주개발은행(IDB ; Inter-American Development Bank)과 브라질개발은행(BNDES ; Brazilian Development Bank)은 브라질의 취약지역에 대한 물과 위생에 대한 공공-민간 파트너십 프로젝트 및 서비스 양보에 대한 예비 실행 가능성 평가를 수행하기 위한 모델을 만들기 위한 기술 협력 협정을 체결했다.

IDB는 특히 프로젝트의 재정적 실행 가능성이 낮은 외딴 지역에서 이러한 프로젝트를 구조화하는 BNDES의 작업을 지원하는 혁신적인 도구를 구축하기 위해 35만 달러를 기부했다.

두 은행은 프로젝트가 재정적으로 덜 실행 가능한 외딴 지역에 중점을 두고 물 및 위생 프로젝트의 예비 평가를 위한 도구를 만들기로 합의했다. 개발될 모델은 브라질의 위생 보편화 목표를 달성하는 열쇠가 될 것이다.

목표는 이러한 영역에 더 많은 투자를 하여 관련 위험을 줄이고 모든 이해 관계자의 성공 가능성을 높이는 것이다.

도구 중 하나는 단일 지방자치단체, 지방자치단체 그룹 또는 지역에서 보편적인 물과 위생시설을 제공하기 위한 프로젝트의 기술적, 재정적, 경제적, 법적 실행 가능성을 평가하기 위한 매개변수를 설정한다. 

이 사전 평가는 BNDES가 보다 확실하게 프로젝트를 모델링하는 데 필요한 정보를 신속하게 제공할 것이기 때문에 프로세스를 간소화하고 BNDES가 자원을 보다 효율적으로 사용하여 민관 파트너십 프로젝트를 구성할 수 있도록 한다.

미주개발은행(IDB)의 브라질 대표인 모건 도일(Morgan Doyle)은 “이 이니셔티브는 우리가 구축하고 있는 새로운 IDB의 가치 제안을 반영한다. 구조적 문제를 극복하고 취약한 인구에게 혜택을 주고 공공 부문과 민간 부문간의 다리를 구축할 수 있는 강력한 솔루션을 만드는 데 자원이 투입된다”라고 말했다. 

브라질개발은행(BNDES)의 허가 및 민영화 담당 이사인 파비오 아브라하오(Fabio Abrahao)는 “BNDES는 세계에서 가장 큰 기반 시설 허가 구조화 회사가 되었다. 브라질 위생 시장을 민간 부문에 개방했다”라면서 “이제 우리에게는 새로운 과제가 생겼다. 즉, 외딴 지역의 상하수도 서비스에 대한 보편적인 접근이다. 우리 정책의 일부는 아무도 뒤에 남겨 두지 않는 것이다. 그래서 우리는 IDB와의 파트너십을 촉발한 새로운 모델을 혁신하고 만들어야 한다”라고 강조했다.

광범위한 기술 전문성을 갖춘 IDB 및 BNDES 전문가도 컨설턴트와 협력하여 빈민가와 농촌 지역의 수도 및 위생 서비스에 대한 운영비용과 자본 투자를 계산하는 도구를 만들 예정이다. 이러한 데이터는 민관 협력 계약 및 양보의 재무 모델에 통합되어 이러한 영역을 대상으로 하는 조치가 진전될 수 있다.

IDB, BNDES Partner to Enable Investment in Water and Sanitation for Vulnerable Groups

The two banks signed an agreement to create tools for preliminary assessments of water and sanitation projects, with a focus on remote areas where projects are less viable financially

The model to be developed will be key to meeting the goal of universalizing sanitation in Brazil 

BRASILIA - The Inter-American Development Bank (IDB) and Brazilian Development Bank (BNDES) signed a technical cooperation agreement to create models for performing preliminary viability assessments of public-private partnership projects and service concessions for water and sanitation in Brazil. 

The IDB donated $350,000 to build innovative tools to support BNDES’s work to structure these projects, especially in remote areas where projects have less financial viability. 

The goal is to channel more investments to these areas, reducing associated risks and increasing the chances of success for all stakeholders.

One of the tools will set parameters for assessing the technical, financial, economic and legal viability of projects to provide universal water and sanitation in a single municipality, a group of municipalities or a region. This pre-assessment will streamline processes and enable BNDES to use resources more efficiently to structure public-private partnership projects, since it will quickly give BNDES the information it needs to model projects with more certainty. 

"This initiative reflects the value proposition of the new IDB we are building: resources are put toward creating robust solutions that can overcome structural challenges, benefiting vulnerable populations and building bridges between the public and private sectors," said Morgan Doyle, IDB Representative in Brazil.

The BNDES' director of Concessions and Privatizations, Fabio Abrahao, added: “BNDES has become the largest infrastructure concession structuring company in the world. It has opened up the Brazilian sanitation market to the private sector. 

Now we have a new challenge: universal access to water and sewage services in remote regions. Part of our policy is to leave no one behind. So we need to innovate and create new models, which prompted this partnership with the IDB.”

IDB and BNDES specialists with extensive technical expertise will also work with consultants to create a tool to calculate operating costs and capital investments for water and sanitation services in slums and rural areas. These data will be incorporated into the financial models of public-private partnership contracts and concessions so actions targeting these areas can be advanced.
