[UAE] DEWA, 하산 SWRO 1단계 담수화 민자 프로젝트 곧 입찰

글로벌 29개 물기업 참가 의향 표명서(EOI) 제출…2025년부터 단계적 공사 예정

하루 1억2천만 갤런의 담수화된 물 100%는 재생 에너지와 폐열 모두 사용하는 청정에너지 혼합 생산

아랍에미레이트(UAE) 두바이수전력청(Dubai Electric and Water Authority ; DEWA)는 민자 해수담수화(Independent Water Producer ; IWP) 모델을 사용하여 하루에 1억2천만 갤런 (54만7천200㎥)을 물을 생산할 하산 역삼투 해수담화 플랜트(Hassyan Sea Water Reverse Osmosis Plant) 프로젝트의 1단계를 구현하기 위해 글로벌 29개의 기업으로부터 참가 의향 표명서(expressions of Interest ; EOI)를 받았다. 

하산 역삼투 해수담화 플랜트는 DEWA가 IWP 모델을 사용하여 구현한 첫 번째 프로젝트로, 2025년과 2026년에 단계적으로 실행될 예정이다.

DEWA의 HE 사이드 모하메드 알 타이어(HE Saeed Mohammed Al Tayer) 상무이사 겸 CEO는 “DEWA가 에너지를 덜 소비하는 최신 역삼투 기술을 사용하여 바닷물을 담수화하기 위해 깨끗한 태양 에너지를 사용한다”라면서 “이것은 UAE 물 안보 전략 2036(Water Security Strategy 2036)을 지원한다”고 강조했다.

알 타이어 CEO는 이어 “우리는 두바이 2030의 수자원 관리를 위한 통합 전략과 최신 기술 및 혁신적인 솔루션을 사용하여 두바이의 지속 가능한 발전을 촉진하려는 UAE 부통령 겸 총리인 셰이크 모하메드 빈 라시드 알 막툼(H. H. Sheikh Mohammed bin Rashid Al Maktoum) 두바이 통치자의 비전을 지지한다”고 말했다.

DEWA의 계획에 따르면, 담수화된 물의 100%는 재생 에너지와 폐열을 모두 사용하는 청정 에너지의 혼합으로 생산된다. 이것은 두바이가 물을 담수화하기 위해 깨끗한 에너지를 사용하는 세계적인 목표를 초과할 수 있게 할 계획이다.

알 타이어 CEO는 “전기 생산에서 담수화를 분리하는 운영 효율성을 높이면 2030년까지 약 130억 AED(약 4조6천296억 원)를 절약하고 탄소 배출량을 줄일 수 있다”라고 덧붙였다.

DEWA는 하산(Hassyan) 단지의 담수화 프로젝트에 대한 컨설팅 서비스를 제공하기 위해 글로벌 컨설팅회사인 딜로이트(Deloitte), 글로벌 서비스회사인 WSP 및 영국의 법무법인 애들쇼 고다드(Addleshaw Goddard)를 포함한 회사 컨소시엄을 지정했다.

DEWA receives 29 EOIs to implement first phase of SWRO desalination project at Hassyan complex

Dubai Electricity and Water Authority (DEWA) has received 29 expressions of interest (EOIs) to implement the first phase of its 120 Million Gallons Per Day (MIGD) Hassyan Sea Water Reverse Osmosis Plant (SWRO) Project using the Independent Water Producer (IWP) model. This is the first project implemented by DEWA using the IWP model, which will run in phases during 2025 and 2026.

HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, highlighted that DEWA uses clean solar power to desalinate seawater using the latest Reverse Osmosis (RO) technologies, which consume less energy. This supports the UAE Water Security Strategy 2036.

 “We support the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to promote sustainable development in Dubai, in line with the integrated strategy for managing water resources in Dubai 2030, and using the latest technologies and innovative solutions.

 According to our plans, 100% of desalinated water will be produced by a mix of clean energy that uses both renewable energy and waste heat. This will allow Dubai to exceed global targets for using clean energy to desalinate water. Increasing the operational efficiency in decoupling desalination from electricity production will save around AED 13 billion and reduce carbon emissions by 2030,” added Al Tayer.

DEWA has appointed a consortium of companies, including Deloitte, WSP and Addleshaw Goddard, to provide consultancy services for the desalination project at the Hassyan complex.
