[사우디] 악시오나, 사우디 최대 담수화 플랜트 본격 가동

‘알 코바르 2호 역삼투 담수화 플랜트’ 지난 1월 준공…시운전에 들어가

SWRO 기술 적용, 하루 63만㎥의 담수 생산…300만명에게 식수로 제공

스페인의 글로벌 물기업인 악시오나(ACCIONA)가 설게하고 시공한 사우디아라비아 최대 규모 중 하나인 ‘알 코바르 2호 역삼투 담수화 플랜트(Al Khobar 2 reverse osmosis desalination plant)’를 지난 1월 30일 본격 시운전에 들어갔다.

악시오나는 알 코바르 2호 담수화 플랜트 건설의 핵심 이정표를 달성, 최종 테스트 동안 생산량을 하루 63만㎥의 전체 용량으로 늘려 300만 명에게 식수를 공급할 수 있도록 했다.

이미 코바르(Khobar)에 담수화된 물을 공급하고 있는 악시오나가 사우디아라비아 동부에 새로 건설한 ‘알 코바르 2호 역삼투 담수화 플랜트(Al Khobar 2 reverse osmosis desalination plant)’는  사우디 내 건설 규모가 가장 큰 플랜트 중 하나이자 악시오나가 전 세계적으로 건설한 역삼투화 담수화 플랜트 중 최대 규모다.

이 플랜트는 에너지 효율적인 해수 역삼투(SWRO ; Sea Water Reverse Osmosis)) 기술을 갖추고 있으며 사우디아라비아 물 부문 현대화의 핵심 프로젝트다.

이 시설은 역삼투 기술과 63만㎥ 이상의 하루 생산용량을 갖출 예정이어서 사우디 최대 규모이자 KSA(사우디)에서 단일로 설계·조달·시공(EPC ; engineering, procurement, construction)된 최대 RO 플랜트 중 하나이다.

KSA의 하비에르 니에토(Javier Nieto) 국가 물사업 이사는 “이번 새로운 이정표는 고객, 엔지니어, 건설팀 간의 좋은 팀워크의 결과물이다. 이제 우리는 최종 테스트 및 시운전 단계에 진입하고 있으므로 모든 것이 완벽하게 작동하는지 확인하기 위해 몇 가지 테스트를 수행 할 것”이라고 말했다.

그는 이어 “우리는 알 코바르 2호 역삼투 담수화 플랜트에서 새로운 이정표에 도달한 것이 자랑스럽다”라면서 “그것은 공사기간을 제대로 지켜 고객에게 깨끗한 물을 제공하려는 악시오나의 약속과 KSA가 고객 및 지방 당국의 목표를 달성할 수 있는 능력을 보여준 증명이다”라고 덧붙였다.

사우디 국영 식염수전환공사(SWCC ; Saline Water Conversion Corporation)는 악시오나와 그 파트너인 사우디 RTCC에 2020년 알코바르 2호 담수화 플랜트 건설을 승인했다.

물 부족이 극심한 지역에서 담수화된 물에 대한 수요는 기후 변화와 인구 증가에 의해 주도되고 있다. 인구 3천500만 명의 사우디아라비아는 미국과 캐나다에 이어 세계 3위의 1인당 물 소비국이다.

사우디는 2030년까지 물 사용량을 43% 줄이는 것을 포함하는 야심찬 목표를 설정하면서 물 소비 합리화를 위한 국가 프로그램을 설정했다. 이 목표들은 ‘사우디아라비아 포괄적인  비전 2030(Saudi Arabia's comprehensive Vision 2030)’ 사회 및 경제 개발 계획의 일부를 구성한다.

악시오나는 역삼투압(RO) 기술을 사용하여 열 담수화(thermal desalination)보다 온실 가스를 6.5배 적게 배출하는 담수화 분야의 세계적인 선도업체다.

악시오나는 사우디아라비아에 건설 중인 5개의 초대형 담수화 플랜트와 3개의 대형 하 처리 플랜트 보유하고 있다. 

악시오나는 모든 담수화 설비는 SWRO(해수 역삼투) 기술을 사용한다. 하루 생산능력이 각각 2억L(20만㎥)와 6억3천만L(63만㎥)인 알코바르 I & II호, 하루 4억5천L(55만㎥) 및 4억L(40만㎥)인 슈카이크(Shuqaiq) 3 & 4호, 5억7천만L(57만㎥) 용량의 주베일(Jubail) 3B 등이다.

ACCIONA ramps up its largest desalination plant to full production

Al Khobar 2 reverse osmosis desalination plant, designed and built by ACCIONA, will be one of the largest in Saudi Arabia, serving 3 million people, and the largest in the ACCIONA portfolio worldwide

ACCIONA has achieved a key milestone in the construction of the Al Khobar 2 desalination plant, ramping up production during final testing to full capacity of 630,000 m3 of potable water per day, enough to meet the needs of 3 million people.

The new desalination plant by the East of Saudi Arabia, which is already supplying the water network for Khobar, is one of the largest to be built in the Kingdom and the largest reverse osmosis desalination plant built by ACCIONA worldwide.

The plant is equipped with energy-efficient Sea Water Reverse Osmosis (SWRO) technology and is a key project in the modernization of Saudi Arabia's water sector.

The facility will be equipped with reverse osmosis technology and its daily capacity of more than 630,000 m3, makes it one of the biggest in the country and the largest RO plant under EPC scheme awarded in a single shot in KSA.

Javier Nieto, KSA Country Director for the water business, said: "This milestone is the result of good teamwork between the client, our engineers and the construction teams. Now that we are entering the final testing and commissioning stages, we will undertake several tests to make sure everything works perfectly".

He adds: "We are proud to have reached this milestone at Al Khobar 2. It proves ACCIONA's commitment to delivering good work to our clients on time, and of our ability to meet the goals of our clients and of local authorities".

The Saudi publicly-owned company Saline Water Conversion Corporation (SWCC) awarded ACCIONA and its partner RTCC the construction of the Al Khobar 2 desalination plant in 2020.

In a region with acute water scarcity, demand for desalinated water is being driven by climate change and population growth. Saudi Arabia, which has a population of 35 million, is the world's third largest per capita consumer of water after the United States and Canada. 

The Kingdom has set a national program for rationalizing water consumption, setting ambitious targets that include slashing usage by nearly 43% by 2030. The targets form part of the Saudi Arabia's comprehensive Vision 2030 social and economic development plan.

ACCIONA is a world leader in desalination using reverse osmosis technology, which emits 6.5 times fewer greenhouse gases than thermal desalination.

The Company has five very large desalination plants and three large sewage treatment plants under construction in Saudi Arabia. All the desalination plants use seawater reverse osmosis technology. They include Al Khobar I & II, with production capacities of 200 and 630 million of liters per day respectively; Shuqaiq 3 & 4, with 450m and 400m liters per day; and Jubail 3B with a capacity of 570m liters per day.
