[미국] 연방국토개발국, 기후변화 적응 전략 발표

미국 연방국토개발국(The Bureau of Reclamation)은 기후변화에 대처하는 방법을 담은 기후 변화 적응 전략(Climate Change Adaptation Strategy)을 발표했다. 연방국토개발국은 이 전략을 통해 인간이 초래한 기후 변화에 적응하기 위해 선도적인 과학 및 공학을 사용할 것임을 확언했다.

카밀 칼림림 투톤(Camille Calimlim Touton) 연방국토개발국 국장은 "기후변화는 서부 전역의 지역사회, 경제 및 환경에 영향을 미치고 있다"면서 "이 전략을 통해 연방국토개발국은 연방 및 비연방 파트너와 협력하고 기후 변화를 우리의 물 및 전력 관리 결정에 통합하여 기후 변화가 서부 물에 미치는 영향을 최소화할 것"이라고 말했다.

이 전략은 다음 네 가지 목표에 중점을 둔다.

1. 물관리 유연성 향상 - 저수지 운영 및 수력 발전 효율성 개선, 물 부족을 완화하기 위한 수처리 및 수자원 보존 기술 개발, 더 나은 의사 결정 지원을 제공하기 위한 유역 모니터링 및 예측 분야의 응용 프로그램 발전을 포함한다.

2. 기후 적응 계획 강화 - WaterSMART 프로그램을 통해 기후 회복탄력성을 구축하고 재정 지원을 제공하기 위해 수자원 및 전력 이해관계자와의 참여, 장기적 상황에 맞게 계획 및 관련 환경 검토에서 기후 변화를 더 잘 설명하기 위한 자원 관리, 새로운 인프라, 자산 관리, 운영 및 유지 관리, 댐 안전, 수중 복원 등의 지침 개발을 포함한다.

3. 인프라 탄력성 개선 – 매립은 수력 발전, 댐 안전, 인프라 투자 및 혁신에 대한 전략적 활동에 착수하여 인프라가 미래에도 계속 혜택을 제공하도록 보장한다.

4. 정보 공유 확대 - 품질이 보장된 기후 변화 정보를 개발하기 위해 파트너와 협력한 다음 다양한 자원 관리 상황에서 해당 정보를 공개적으로 사용할 수 있도록 하는 것을 포함한다.

이 전략은 기후 위기에 대처하기 위한 공중 보건 및 환경 보호 및 과학 복원에 관한 바이든 대통령의 행정 명령과 미국 및 해외에서 기후 위기에 대처하기 위한 행정 명령의 이행을 지원한다. 또한 기후 위기에 대한 부서 차원의 접근 방식과 의사 결정 프로세스의 투명성과 무결성 복원에 대한 비서 명령과도 일치합니다. 마지막으로 내무부의 기후 적응 및 복원력 계획과 일치한다.

Reclamation releases Climate Change Adaptation Strategy

The Bureau of Reclamation has released its Climate Change Adaptation Strategy that outlines how Reclamation will combat climate change. The strategy also affirms Reclamation will use leading science and engineering to adapt to human-caused climate change.

"Climate change is impacting our communities, economies and the environment throughout the West," said Reclamation Commissioner Camille Calimlim Touton. "Through this strategy, Reclamation will work collaboratively with our federal and non-federal partners and incorporate climate change into our water and power management decisions to minimize climate change's impacts on western water into the future."

The strategy focuses on four goals:

1. Increase water management flexibility – including improvements to reservoir operations and hydropower generation efficiency, development of water treatment and water conservation technologies to relieve water scarcity and advancing applications in watershed monitoring and forecasting to provide better decision-support.

2. Enhance climate adaptation planning – including engagement with water and power stakeholders to build climate resilience and provide financial assistance through WaterSMART programs, and development of guidance to better account for climate change in planning and related environmental reviews, tailored for situations in long-term resource management, new infrastructure, asset management, operations and maintenance, dam safety, aquatic restoration and more.

3. Improve infrastructure resilience – Reclamation will embark on strategic activities in hydropower, dam safety, infrastructure investments and innovation, ensuring its infrastructure continues to provide benefits well into the future.

4. Expand information sharing – including working with partners to develop quality-assured climate change information and then making that information publicly available for different resource management situations.  

The strategy supports the implementation of President Biden's Executive Order on Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis and Executive Order on Tackling the Climate Crisis at Home and Abroad. It also aligns with Secretarial Order on Department-wide Approach to the Climate Crisis and Restoring Transparency and Integrity to the Decision-Making Process. Finally, it is consistent with the Department of the Interior's Climate Adaptation and Resilience Plan.

Reclamation's 2021 West-wide Climate and Hydrology Assessment identified the human-induced climate change impacts expected to impact the West through the rest of this century. It identifies changes in temperature, precipitation, snowpack and streamflow across the West.
