인프라·에너지·물 분야의 지속 가능성을 위한 혁신적인 기술 솔루션을 적용하는 스페인의 글로벌 물기업인 아벤고아(Abengoa)가 중국 셉코III(SEPCOIII)와 협력하여 아랍에미레이트(UAE) 아부다비에 건설한 ‘타윌라 담수화 플랜트(Taweelah desalination plant) 2단계 시설’에 대한 시운전을 성공적으로 완료한 후, 상업운전(commercial operation)을 시작했다.

타윌라 역삼투 해수담수화 시설(1단계 + 2단계)은 하루 생산용량이 90만9천218㎥으로 세계에서 가장 큰 역삼투 해수담수화 시설이며, 식수 생산과 청정에너지 생산을 결합한 최초의 플랜트이다. 이 프로젝트는 UAE 아부다비에서 북쪽으로 45km 떨어진 타윌라 발전 및 수력발전단지에 위치해 있다.

특히, 아벤고아는 타윌라 담수화 플랜트(Taweelah desalination plant) 2단계 시설에 대한 시운전을 지난 4월 9일에 성공적으로 마쳤다. 

타윌라 담수화 플랜트의 2단계 상업운전은 발전 및 담수화 수력 발전소, 아크와파워(ACWA Powe), TAQA 및 무바달라(Mubadala)의 선도적인 개발자, 투자자, 소유자 및 운영자인 고객에 의해 선언되었다.

이전에 상업운영에 들어가 2022년 중반에 발주자에게 인도된 타윌라 담수화 1단계 시설에서 아벤고아는 해수를 하루 45만㎥를 담수화하는 데 성공했다. 이 시설은 하루 90만9천218㎥(1단계 + 2단계)의 담수를 생산, 세계에서 가장 큰 해수담수화 시설이 되었다.

타위엘라 해ㅅ담수화 시설은 아부다비 시민 450만 명에게 1년 내내 식수 공급을 보장하며, 70MWp 이상의 태양광 발전소를 설치하여 식수 생산과 청정에너지 생산을 결합한 UAE 최초의 대규모 시설이다.

이 프로젝트는 담수화 시설의 에너지 수요를 지속 가능한 방식으로 줄여준다. 게다가, 페르시아만 연안에 위치한 이 프로젝트는 UAE 정부가 국가의 인프라 개발에 민간의 참여를 장려하기 위해 개발한 계획의 일부이다.

타윌라 담수화 플랜트(Taweelah desalination plant)에서 아벤고아의 작업 범위에는 설계, 엔지니어링, 주요 장비 공급, 조립 감독, 시운전, 역삼투 및 후처리 시스템의 시동 및 제3자가 수행한 전처리 프로세스에 대한 조언이 포함되어 있다.

전반적으로 타윌라 담수화 플랜트은 경도, 알칼리도, 랭기어 포화지수(Langier Saturation Index ; LSI), 실트 밀도지수(Silt Density Index ; SDI), pH 및 붕소(B) 함량을 포함하여 아부다비 정부가 요구하는 식수 매개변수를 모두 충족하고 있다.

아벤고아는 기술적인 관점에서 복잡한 프로젝트를 개발하고, 매우 다양한 국가에서 불리한 작업환경에 적응하여 고객의 요구사항에 최적의 대응을 제공할 수 있는 역량을 다시 한번 보여주었다.

아벤고아는 또한 전 세계 담수화 분야에서 선도적인 기업으로서의 입지를 공고히 했다. 중동 지역에서는 사우디아라비아에서 하루 생산용량이 각각 60만㎥인 주바일 3A 담수화 시설(Jubail 3A desalination plant)과 라빅 해수담수화 시설 3단계(Rabigh desalination plant 3)를 비롯해 하루 생산용량이 각각 25만㎥인 슈아이바 해수담수화 시설 3단계(Shuaibah desalination plant 3) 등을 모두 완료했다. 

UAE 두바이에서는 4만7천750㎥/일의 해수담수화 시설이 운영 중이며, 오만에서는 하루 생산용량이 각각 11만4천㎥인 살랄라 해수담수화 시설(Salalah desalination plant)을 완공했다.

GWI, ‘올해의 담수화 시설’ 최종 후보로 선정

타윌라 담수화 플랜트(Taweelah desalination plant)는 세계 최고 권위의 물산업 조사기관인 GWI(Global Water Intelligence)가 매년 주관하는 글로벌 워터 어워드(Global Water Awards)에서 올해의 담수화 시설 부문 최종 후보로 선정되었다.

현재 GWI의 구독자들에 의해 투표되고 있으며, 수상자들은 글로벌 워터 서밋 갈라(Global Water Summit gala) 동안인 5월에 발표될 예정이다.

GWI는 타윌라 담수화 시설에 대해 “UAE의 열 담수화 시스템의 탈탄소화를 향한 역사적인 단계를 나타낸다”라면서 “태양광 발전소를 이용해 에너지의 30% 이상을 공급하는 새로운 지능형 물 프로젝트(Intelligent Water Project ; IWP)는 아부다비의 이산화탄소 배출량을 연간 250만 톤 줄여 UAE에서 지속 가능한 담수화의 새로운 시대를 열게 될 것”이라고 강조했다.

Abengoa starts commercial operation of phase two of the Taweelah desalination plant in Abu Dhabi

Abengoa has passed the contractual tests of phase two of the Taweelah desalination plant, which has desalinated 83.33 MIGD.

It is the largest reverse osmosis desalination plant in the world (909,218 m3/day, phase one + phase two) and the first in the emirate to combine the production of drinking water with the generation of clean energy.

It is one of only four desalination plants worldwide to be shortlisted for desalination plant of the year at the Global Water Intelligence's Global Water Awards.

April 21, 2023 - Abengoa, the international company that applies innovative technology solutions for sustainability in the infrastructure, energy and water sectors, in consortium with the company SEPCOIII, has started commercial operation of phase two of the Taweelah desalination plant (Abu Dhabi), following the successful completion of the contractual tests. 

This is the largest reverse osmosis desalination plant in the world (909,218 m3/day) and the first to combine the production of drinking water with the generation of clean energy. The project is located at the Taweelah power and water generation complex, 45 km north of Abu Dhabi (United Arab Emirates).

Specifically, testing for Taweelah group two was successfully completed on April 9. Following the successful completion of the contractual tests, commercial operation of phase two of the Taweelah desalination plant has been declared by our client, the leading developer, investor, owner and operator of power generation and desalinated water production plants, ACWA Power, TAQA and Mubadala.

Previously, in phase one of Taweelah, which entered commercial operation and was delivered to the customer in mid-2022, Abengoa managed to desalinate 450,000 m3/day. The plant produces 909,218 m3/day (phase one + phase two), making it the world's largest plant in production. 

The Taweelah desalination plant guarantees supply to the city of Abu Dhabi (approximately four and a half million people) throughout the year and is the first large-scale plant in the emirate to combine the production of drinking water with the generation of clean energy, thanks to the installation of a photovoltaic solar field with a capacity of more than 70 MWp. 

The project will reduce the energy demand of the desalination plant in a sustainable manner. Furthermore, this project, located on the coast of the Persian Gulf, is part of the plan developed by the government of the United Arab Emirates to encourage private participation in the development of the country's infrastructures.

Abengoa's scope of work at the Taweelah plant included the design, engineering, supply of the main equipment, supervision of assembly, commissioning, start-up of the reverse osmosis and post-treatment systems and advice on the pre-treatment processes carried out by third parties. 

All in all, the Taweelah desalination plant meets each one of the drinking water parameters required by the Emirate of Abu Dhabi, including hardness, alkalinity, LSI (Langelier Saturation Index), SDI (Silt density Index), pH and boron content.

Abengoa once again demonstrates its capacity to develop complex projects from the technical point of view, and to adapt to adverse working conditions, in very diverse countries, providing an optimum response to the client's requirements. 

It also consolidated its position as a leading company in the desalination sector worldwide, and strengthened its presence in the Middle East, where it has a very extensive portfolio: in Saudi Arabia, the Jubail 3A desalination plant (600,000 m3/day), Rabigh III (600,000 m3/day) and Shuaibah III (250,000 m3/day), all completed; Dubal (47,750 m3/day), in the United Arab Emirates, in operation; and Salalah (114,000 m3/day), in Oman, also completed.

The Taweelah desalination plant has been shortlisted as a finalist in the Global Water Awards, organized annually by the prestigious water industry publication, Global Water Intelligence (GWI), in the Desalination Plant of the Year category. 

The projects are currently being voted on by the magazine's subscribers. The winners will be announced in May, during the Global Water Summit gala.

The organization said of the Taweelah desalination plant that it "represents a historic step towards the decarbonization of the emirate's thermal desalination system. The new IWP (Intelligent Water Project), which uses a solar photovoltaic plant to supply more than 30 % of its energy, will reduce Abu Dhabi's carbon footprint by 2.5 million tons of CO2 per year, ushering in a new era of sustainable desalination in the emirate."
