전 세계적으로 발전, 담수화 및 녹색 수소 플랜트의 선도적인 개발업체이자 투자 및 운영기업인 ACWA 파워(ACWA Power)는 최근 중국 국영 은행인 중국건설은행(China Construction Bank)의 두바이 금융센터(DIFC ; Dubai International Financial Centre) 지점과 3년 간의 회전신용장(RCF ; revolving credit facility) 계약을 체결했다.

이번 계약은 ACWA 파워에 1억 달러 규모의 신용장에 대한 액세스를 제공한다. 이 회전신용장은 중동 및 일대일로 국가(Belt & Road countries)에서 전력 및 수력발전, 해수담수화 시설을 확장하고 투자 및 서비스를 제공하는 지역사회의 사회적, 경제적 발전에 기여하기 위한 회사의 전략적 계획을 지원하기 위해서다.

ACWA 파워의 압둘하메드 알 무하이디브(Abdulhameed Al Muhaidib) 최고재무책임자(CFO)는“중국건설은행의 회전신용장은 ACWA 파워와 중국 기업 간 지속적인 협력의 결과로, 전략적 성장 기회를 추구하면서 단기 유동성과 자금 유연성을 높였다”라고 말했다.

무하이디브 CFO는 이어 “가장 중요한 것은 금융인들이 우리의 비즈니스 성과와 혁신적인 사회적, 경제적 가치를 지닌 대규모 프로젝트를 제공할 수 있는 능력에 대한 자신감을 보여주는 것이다”라고 덧붙였다.

RCF는 ACWA 파워의 재원을 더욱 다양화하고 중동 및 우즈베키스탄, 카자흐스탄과 같은 일대일로(Belt & Road) 이니셔티브 국가를 포함한 지역에 저탄소 유틸리티 인프라를 지속적으로 제공할 수 있도록 지원한다.

중국건설은행 DIFC 지점의 원승리(Yuan Shengrui) 수석경영자는 “신용장 공여는 일대일로의 지침에 따라 ACWA 파워와의 전략적 파트너십을 강화하고 재생 에너지 프로젝트 개발을 촉진하려는 지점의 관심을 반영한다”고 말했다. 

그는 이어 “ACWA 파워와 같은 기관을 지원함으로써, 우리는 재생 에너지 분야에서 의미 있는 영향을 미칠 수 있으며, 더 친환경적인 내일을 위해 공동으로 긍정적인 변화를 추진할 수 있다”고 덧붙였다.

ACWA 파워와  중국건설은행은 2016년부터 포괄적인 협업을 진행하고 있으며, 중국 하얼빈 국제전력(Harbin Electric Internationa)과 ACWA 파워, 두바이수전력청(DEWA ; Dubai Electricity and Water Authority) 컨소시엄이 공동 개발한 UAE(아랍에미레이트)의 2천400MW 하산 발전소(Hassyan power plant), 요르단의 485MW 자르카 가스 발전소, 우즈베키스탄의 1천500MW 시르다리야 CCGT(그린필드 복합 사이클 가스 터빈) 발전소 등과 같은 주요 프로젝트의 자금 조달에 참여하고 있다.  

또한, ACWA 파워는 중국건설은행이 제공하는 RMB 관련 서비스 및 제품을 활용하여 일대일로 이니셔티브에 따른 재생 에너지 프로젝트에서 중국 투자자와의 협력을 강화했다.

2009년 이후 중국 금융인들은 ACWA 파워의 글로벌 프로젝트 포트폴리오 전반에 걸쳐 총 100억 달러를 기부했으며, 중국 EPC(설계, 구매, 시공) 계약자, 공급업체 및 금융인들은 전 세계적으로 획기적인 재생 가능 및 해수 담수화 프로젝트 등 47개 프로젝트에 참여했다.

ACWA Power secures $100m revolving credit facility from China construction bank

The three-year revolver agreement will support ACWA Power’s plans to scale up power and desalination water generation portfolio in the Middle East and Belt & Road countries.

ACWA Power, a leading Saudi developer, investor, and operator of power generation, water desalination, and green hydrogen plants worldwide, has recently signed a three-year revolving credit facility (RCF) agreement with China Construction Bank (DIFC Branch) (the “Bank”), a Chinese state-owned lender. 

The agreement provides ACWA Power with access to a USD$100 million credit facility that will support the company's strategic plans to scale its power and water generation portfolio in the Middle East and the Belt & Road countries and contribute to the social and economic development of the communities it invests in and serves.

Abdulhameed Al Muhaidib, Chief Financial Officer of ACWA Power, said : "The revolving credit facility by China Construction Bank (DIFC Branch) is an outcome of the ongoing collaboration between ACWA Power and Chinese entities, boosting our near-term liquidity and funding flexibility as we pursue strategic growth opportunities."

“Most importantly, it goes to show the confidence that financiers have in our business performance and in our ability to deliver large-scale projects of transformative social and economic value,” he added.  

The revolving facility further diversifies ACWA Power’s financing sources and enables it to continue to deliver low-carbon utility infrastructure for regions including the Middle East and Belt & Road Initiative countries such as Uzbekistan and Kazakhstan.

ACWA Power and China Construction Bank have been engaged in comprehensive collaboration since 2016, with the bank's involvement in financing significant projects such as the 2,400MW Hassyan power plant in the UAE - jointly developed by a consortium of China's Harbin Electric International and ACWA Power, and Dubai Electricity and Water Authority (DEWA) - as well as the 485MW Zarqa gas power plant in Jordan, and the 1500MW Sirdarya CCGT power plant in Uzbekistan. 

Additionally, by utilizing RMB related services and products provided by the Bank, ACWA Power has strengthened its collaboration with Chinese investors in renewable energy projects under the Belt and Road Initiative.

Since 2009, Chinese financiers have contributed a total of US$10 billion across ACWA Power's global project portfolio, while Chinese EPC contractors, suppliers, and financiers have participated in 47 projects, covering landmark renewable and seawater desalination projects worldwide.
