아랍에미리트(UAE) 전역의 물과 전기의 계획·구매·공급을 통합적으로 조정하고 있는 아부다비 정부 수전력청(EWEC ; Emirates Water and Electricity Company)은 새로운 아부다비 제도 역삼투 민자 담수화 프로젝트(Abu Dhabi Islands Reverse Osmosis Independent Water Project ; ROIWP) 개발에 관심을 표명한 자격을 갖춘 개발자(기업) 및 개발자 컨소시엄에 제안 요청서(RFP ; Request for Proposals)를 발행했다.

아부다비 제도 ROIWP(역삼투 민자 담수화 프로젝트)는 사디야트(Sadiyat) 섬과 후다이리아트(Hudayriat) 섬에 위치할 2개의 민자 그린필드 저탄소 집중 RO 해수담수화 시설로 구성된다. 두 시설에서 하루에 총 1억 임페리얼 갤런(100MIGD)을 공급할 것이며, 이는 하루에 음용수 45만5천입방미터(㎥)에 해당한다.

EWEC의 오스만 알 알리(Othman Al Ali) 최고 경영자(CEO)는 “저탄소 집약적 RO 담수화 기술은 전력과 담수 생산 능력을 분리하는 전략적 이니셔티브를 발전시키는 핵심 혁신이다”라면서 “이 시설이 완료되면 아부다비 제도에 RO 담수화 프로젝트는 우리의 7번째 및 8번째 RO 담수화 플랜트가 될 것”이라고 말했다.

오스만 알 알리 CEO는 특히 “이를 통해 우리는 탄소중립(Net Zero)에 적극적으로 기여하는 담수 생산 시설을 크게 전환시켜 UAE 물안보 전략 2036(UAE Water Security Strategy 2036), UAE 에너지 전략 2050(UAE Energy Strategy) 및 2050년까지 UAE 탄소중립(Net Zero) 등을 전략적 지원하는 것이 목표”라면서 “우리는 프로젝트 개발을 진행하면서 자격을 갖춘 회사들로부터 경쟁력 있는 입찰을 받기를 기대한다”라고 강조했다.

저탄소 집중 RO 담수화 프로젝트(carbon intensive RO desalination project)는 또한 EWEC가 모돈(Modon) 및 알다르 부동산회사(Aldar Properties)와 협력하여 사디야트(Sadiyat) 섬과 후다이리아트(Hudayriat) 섬의 뛰어난 자연 및 생태계와 혼합되도록 하는 방식으로 두 담수화 플랜트를 커버하는 독특한 설계를 개발하고 구현하는 것을 보게 된다.

두 시설의 디자인은 아부다비 제도 RO 프로젝트에 사용된 지속가능한 RO 기술 모델을 반영하는 건축 시각적 향상도 특징으로 한다.

제안 요청서(RFP)는 2022년 9월에 진행된 의향서(expression of Interests ; EOI) 단계에 따라 자격 심사를 통과한 입찰자에게 발행된다.

총 41개 기업 및 컨소시엄이 EOI를 제출했으며, 19개 기업 및 컨소시엄이 자격조건서 제출 후 RFP 단계에 자격을 부여했다. RFP는 기업 및 컨소시엄이 제출물을 개발할 수 있도록 지원하기 위해 프로젝트에 대한 세부 요구 사항 및 제안된 기술 매개 변수를 제공한다.

이 프로젝트에는 플랜트 및 관련 인프라의 개발, 자금 조달, 건설, 운영, 유지보수 및 소유권이 포함된다. 성공적인 개발자 또는 개발자 컨소시엄은 기업의 최대 40%를 소유하고 나머지 지분은 아부다비 정부가 간접적으로 보유하게 된다.

RFP에 대한 확정은 2023년 4분기 말까지 예상된다. 이어 EWEC는 제안서를 제출한 기업과 컨소시엄을 확인하는 공개 행사를 개최할 예정이다.

EWEC Issues Request for Proposals for the Development of Abu Dhabi Islands Reverse Osmosis Independent Water Project

41 developers and consortiums submitted expression of Interests, with 19 qualifying to RFP stage.

The project consists of two standalone low-carbon intensive reverse osmosis water desalination plants to provide a combined total of 100 million imperial gallons per day.

EWEC (Emirates Water and Electricity Company), a leading company in the integrated coordination of planning, purchasing, and supply of water and electricity across the UAE, has issued a Request for Proposals (RFP) to qualified developers and developer consortiums that expressed interest in developing the new Abu Dhabi Islands Reverse Osmosis (RO) Independent Water Project (IWP), having qualified for the RFP stage after submitting their Statements of Qualification.

The Abu Dhabi Islands RO IWP project consists of two standalone greenfield low-carbon intensive RO seawater desalination plants to be located on Saadiyat Island and Hudayriat Island. Together, both plants will provide a combined total of 100 million imperial gallons per day (MIGD), equivalent to 455,000 cubic metres of potable water per day.

Othman Al Ali, Chief Executive Officer of EWEC, said: “Low-carbon intensive RO water desalination technology is a key innovation that advances our strategic initiative of decoupling power and water generation capacity. Once complete, the Abu Dhabi Islands RO project will become our seventh and eighth RO plants, enabling us to significantly shift our fleet to a water production portfolio that actively contributes to the decarbonisation of the sector, support UAE Water Security Strategy 2036, UAE Energy Strategy 2050, and the UAE Net Zero by 2050 strategic initiative objectives. We look forward to receiving competitive bids from the qualified companies as we move forward with the project development.”

The low-carbon intensive RO desalination project will also see EWEC collaborating with Modon and Aldar Properties to develop and implement a unique design to cover the two desalination plants in a way that makes them blend with the islands’ distinguished nature and ecosystem. 

The design of the two plants will also feature an architectural visual enhancement that reflects the sustainable RO technology model used in the Abu Dhabi Islands RO project.

The RFP is being issued to bidders that passed the qualification process following the expression of Interests (EOI) stage that took place in September 2022. 

A total of 41 companies and consortiums submitted EOIs, while 19 companies and consortiums qualified for the RFP stage after submitting Statements of Qualification. The RFP provides detailed requirements and proposed technical parameters for the project to support companies and consortiums in developing their submissions.

The project will involve the development, financing, construction, operation, maintenance, and ownership of the plant and associated infrastructure. The successful developer or developer consortium will own up to 40 per cent of the entity, while the remaining equity will be held indirectly by the Abu Dhabi Government.

Responses to the RFP are expected by the end of Q4 2023. EWEC will then hold a public event to confirm the companies and consortiums who have submitted proposals.
