[사우디] SWPC, ‘라이스-라빅 민자 송수관로 프로젝트’ 계약 체결

송수용량 하루 최대 50만㎥·총 길이 150km…알 카리프·코브라 컨소시엄과 BOOT 계약

사우디아라비아의 환경·수자원·농업부(Minister of Environment, Water and Agriculture) 장관이자 사우디 수도전기공사(Saudi Water Partnership Company, SWPC)의 이사회 의장인 압둘라흐만 알파들리(Abdulrahman AlFadley)는 ‘라이스-라빅 민자 송수관로 프로젝트(Rayis-Rabigh Independent Water Transmission Pipeline project)’ 계약에 서명했다.

이 대규모 송수관은 하루 최대 50만 입방미터(㎥)의 송수용량을 가지며 총 길이는 150km에 이른다.

압둘라흐만 알파들리 의장은 사우디아라비아의 모든 지역에서 물 분야의 개발에 민간 부문 참여의 중요성을 지적하고, “‘사우디 비전 2030(Saudi Vision 2030)’ 목표에 부합하는 개발에 대한 기여도를 높이는 것은 물론, 건설·운영·관리에 대한 민간 부문의 전문성을 활용하여 서비스 품질을 개선하고 지출 효율성을 제고하는 것이 중요하다”고 지적했다.

알파들리 의장은 이어 “이번 협약 체결은 사우디 전역의 투자자들과 협력하여 물 전송 프로젝트를 구현하기 위한 교육부의 계획과 전략적 목표의 일부이다”라고 덧붙였다.

사우디 수도전기공사(SWPC)의 칼레드 알쿠라이시(Khaled AlQurayshi) CEO는 “‘라이스-라빅 민자 송수관로 프로젝트’가 이 지역의 수상 운송 분야 최초이며 민간 부문과의 파트너십을 통해 개발되고 있다”고 강조했다.

칼레드 알쿠라이시(Khaled AlQurayshi) CEO는 “이 프로젝트가 물 전송 효율성을 향상시키고, 전력 소비 수준과 운영비용을 낮추며, 노동력과 자원 측면에서 현지화를 높여 현지 콘텐츠를 지원하는 데 기여할 것”이라고 설명했다. 

그는 이어 “이 프로젝트가 BOOT(Build, Own, Operate and Transfer, 건설·소유·운영·양도) 기반으로 투자자에게 제공되었다”고 덧붙였다.

이 프로젝트는 사우디 14개 기업을 포함해 세계 31개 기업의 관심을 끌었다. 이 프로젝트는 최종적으로 물·에너지 기술 분야의 사우디 기업인 알 카리프(Al-Kharif)와 스페인 기업 코브라(Cobra) 간의 컨소시엄을 구성했다. 알쿠라이시 CEO는 “이 프로젝트의 운영이 2026년 2분기에 시작될 예정”이라고 언급했다.

사우디 환경·수자원·농업부는 민간부문과의 파트너십을 강화하기 위해 선진적이고 매력적인 투자 환경을 조성하기 위해 노력하고 있다. 

이는 최적의 투자기회를 제공하기 위한 투자계획 및 계획을 수립·발표하고, 투자자들에게 다양한 투자기회를 제공함으로써 달성되며, 환경·수자원·농업 분야의 전략적 목표를 달성하는 데 기여하고 있다.

AlFadley signs the agreement for the Rayis - Rabigh Independent Water Transmission Pipeline in partnership with the private sector

?His Excellency the Minister of Environment, Water and Agriculture, and Chairman of the Board of Directors, Saudi Water Partnership Compan, Eng. Abdulrahman AlFadley has signed the Rayis ? Rabigh Independent Water Transmission Pipeline agreement. 

This substantial pipeline will have a transmission capacity of up to 500,000 cubic meters daily and span a total of 150 kilometers.

AlFadley pointed out the importance of private sector participation in the development of the water sector in all regions of the Kingdom, increasing its contribution to development in line with Vision 2030 objectives, as well as improving service quality and enhancing spending efficiency by leveraging the private sector's expertise in construction, operation, and management.

He added that the signing of the agreement is part of the Ministry's plans and strategic objectives aimed at implementing water transmission projects in collaboration with investors across the Kingdom.

The CEO of the Saudi Water Partnerships Company, Engineer Khaled AlQurayshi highlighted that the Raysis-Rabigh Independent Water Transmission Pipelines project is the first of its kind in the region for water transportation and is being developed in partnership with the private sector.

AlQurayshi explained that this project will contribute to improving water transmission efficiency, reducing electricity consumption levels and operational costs, and supporting local content by increasing localization in terms of labor and resources. He added that the project was offered to investors under a Build, Own, Operate, and Transfer ("BOOT") basis.

 This project attracted interest from 31 companies, including 14 Saudi companies. The project was ultimately awarded to an alliance between the Saudi company "Al-Kharif" for Water and Energy Technology and the Spanish company Cobra. He also mentioned that the project's operation is set to commence in the second quarter of 2026.

The Ministry of Environment, Water, and Agriculture is working to create an advanced and attractive investment environment to enhance partnerships with the private sector. 

This is achieved through the development and presentation of investment plans and initiatives for optimal investment opportunities, as well as empowering investors to access a diverse range of investment opportunities. This contributes to the achievement of its strategic objectives in the sectors of environment, water, and agriculture.
