뉴질랜드 물관리, 워터뉴질랜드서 모든 것 담당…인력·전문지식 부족으로 어려움 겪어

 영국의 물연구센터(Water Research Centre, WRc)의 뉴질랜드 담당 컨설턴트인 조 파커(Jo Parker)는 뉴질랜드에 온 지 한 달이 조금 넘었다. 다음은 뉴질랜드의 물산업 현황을 조사 한 후, 영국 물산업과 비교했다.

뉴질랜드는 영국보다 약 10% 더 큰 대륙에 걸쳐 있지만, 6천700만 명에 가까운 인구에게 서비스를 제공하는 16개 수자원 기관이 있는 영국과 대조적으로, 64개 서비스 제공업체(대부분 지방 의회)가 500만 명이 조금 넘는 인구에게 상하수도 서비스를 제공하는 단절된 물산업을 가지고 있다. 

영국의 대규모 수자원 시설은 역할을 담당하는 다양한 조직과 함께 추가 서비스를 제공하는 광범위한 제휴 관계를 맺는 경우가 많지만, 뉴질랜드에서는 워터뉴질랜드(Water New Zealand)라는 단 하나의 조직이 모든 것을 담당하고 있다.

뉴질랜드 노동당 정부는 물 서비스 개혁 계획의 일환으로 산업을 10개 ‘주체’(‘3대 물’, 즉 깨끗한 물, 빗물, 하수라고도 함)로 구조 조정할 예정이었는데, 이 제안서는 1974년 영국의 구조 조정과 많은 유사성을 가지고 있었다. 그러나 지난 10월 14일에 실시된 총선 이후 뉴질랜드의 정부가 바뀌면서 이 제안서의 시행이 현재로서는 불투명하다.

뉴질랜드의 단편적인 물산업은 물 서비스 관리에서부터 걱정스러운 인력 및 전문지식 부족에 이르기까지 많은 어려움을 겪고 있다. 워터뉴질랜드는 최근 NRW(non-revenue water, 무수수량) 기술 가이드에 대한 업데이트를 발표했는데, 이 지침은 지역 물 관리자들이 그들의 지식 기반을 업데이트하도록 요구할 수 있다.

수돗물 및 하수 네트워크부터 물 및 하수처리장, 빗물 관리에 이르기까지 까다로운 범위의 서비스를 감독하는 많은 관리자가 어떻게 모든 분야에서 전문가가 될 수 있는지 궁금해 하고 있다. 일부는 물 관련 책임과 함께 물 부문 외부 활동도 관리한다.

뉴질랜드의 물산업에는 최근 퀸스타운(Queenstown)의 식수에서 설사, 복통을 유발시키는 기생충인 크립토스포리디움(cryptosporidium) 발생하는 등 해결해야 할 과제도 많다. 얼마 지나지 않아 날씨가 따뜻해지기 시작하면서 오클랜드(Auckland)에서 대규모 하수구 붕괴가 발생하여 중앙 항구 주변의 해변이 폐쇄되었다.

게다가 웰링턴(Wellington)의 누수량이 많아 수자원이 여름 수요에 충분하지 않을 수 있다는 우려도 있다. 후자의 문제는 영국인의 귀에 다소 친숙하게 들릴 수 있지만 50%가 넘는 누수 수준은 확실히 그렇지 않다.

뉴질랜드의 새로운 물 규제 기관인 타우마타 아로와이(Taumata Arowai)의 존재는 업계가 어떻게 성과를 내고 있는지 정확하게 확립하는 데 도움이 되고 있다. 타우마타 아로와이는 최근 첫 번째 전체 연도 보고서를 발표했다.

이는 워터뉴질랜드의 ‘국가 성과 검토(National Performance Review)’에서 덜 분명하게 드러났던 문제를 강조한 것이다. 이 보고서는 수년 동안 작성되었으며 추가적인 성과 정보를 제공하고 있다.

타우마타 아로와이(Taumata Arowai) 웹사이트(https://www.taumataarowai.govt.nz/)에는 “매년 아오테아로아(Aotearoa, 뉴질랜드를 뜻하는 원주민 마오리족의 언어) 전역에서 약 3만4천 명의 사람들이 식수로 인해 병에 걸리고 있으며, 수천 가구가 물을 안전하게 마시기 위해 물을 끓여야 한다”라고 나와 있다. 

그러나 물 공급을 담당하는 지방의회 의원들을 포함한 회의론자들이 있는데, 그들은 인용된 수치를 믿지 않고 그것이 과장되었다고 말한다.

영국의 물산업에도 의심의 여지없이 도전 과제가 있다. 영국과 뉴질랜드 모두 강의 수질, 누수 수준, 수자원의 충분성을 비판하는 헤드라인을 장식하고 있다는 점이 흥미롭다.

두 국가 모두 정치적 이점을 얻기 위해 현실이든 아니든 업계의 인식된 실패를 이용하는 권력 안팎의 다양한 정당의 간섭과 함께 조직의 구조 조정을 볼 수 있다.

그 동안 양국의 물 관련 조직은 불확실한 미래를 안고 일해야 한다. 양국의 산업은 노동력이 노령화되고 충분한 자격을 갖춘 젊은 인력을 유치하는 데 어려움을 겪고 있다. 적어도 부분적으로는 둘 다 겪고 있는 낮은 평판 때문이다. 그리고 두 나라 모두 2030년까지 달성해야 하는 어려운 목표에 직면해 있다.

New Zealand’s Water Industry - Lessons Learned

Jo Parker, WRc’s Associate Consultant for New Zealand, has been in-country for just over a month. Here are her reflections on the state of the country’s water industry and its comparison with the UK.

In contrast to the UK, with 16 water organisations serving a population close to 67 million, New Zealand has a disjointed water industry, with 64 service providers, most of them local councils, providing water and sewerage services to a population of slightly over 5 million across a landmass about 10% bigger than the UK.

In the UK, the large water utilities often have wide ranging alliances that provide additional services, with a host of different organisations covering the roles, while in New Zealand just one organisation, Water New Zealand, covers everything.

The Labour government was due to restructure the industry into 10 ‘entities’ as part of the Water Services Reform plan (also known as ‘Three Waters’ i.e., clean water, storm water and wastewater), with the proposals bearing a lot of similarity to the UK’s restructuring in 1974. However, the change of government in New Zealand, following the General Election held on 14th October, has meant the proposals currently have an unclear path.

The fragmented water industry in New Zealand has many difficulties, from the management of water services to a worrying lack of personnel and expertise. Water New Zealand has just issued an update to their NRW technical guide, which will require local water managers to update their knowledge base. 

With many managers overseeing a demanding range of services, from running water and wastewater networks, to water and wastewater treatment plants, and storm water management, they wonder how they can be expert on all fronts. Some even manage activities outside of the water sector along with their water responsibilities.

New Zealand’s water industry has other challenges to be tackled too, including a recent outbreak of cryptosporidium in Queenstown. Shortly after, there was a major sewer collapse in Auckland that led to the closure of beaches around the central harbour - just as the weather started warming up. 

In addition, there are headlines about the levels of leakage in Wellington where it is feared that water resources may not be sufficient for the summer demands. Whilst this latter problem may sound rather familiar to British ears, the levels of leakage of over 50% certainly are not.

The presence of a new Water regulator, Taumata Arowai, is helping to establish exactly how the industry is performing. Taumata Arowai has recently published its first full year report. 

This highlighted problems which perhaps were less evident in Water New Zealand’s ‘National Performance Review’, which the latter has produced for a number of years and which gives additional performance information. 

Taumata Arowai’s website says, “Every year an estimated 34,000 people across Aotearoa (New Zealand) become ill from their drinking water, and many thousands of households must boil their water to drink it safely”. However, there are sceptics, including councillors in charge of water supplies, who do not believe the figures quoted and who say they are exaggerated.

In the UK there are without doubt challenges for the water industry as well. It’s interesting that both countries face headlines criticising the quality of the rivers, the levels of leakage, and the sufficiency of water resources. 

Both countries may see restructuring of their organisations along with interference from various political parties both in and out of power who use perceived failings of the industry, whether real or not, to gain political advantage. 

In the meantime, water organisations in both countries have to work with an uncertain future; the industry in both countries has an aging workforce and difficulties attracting sufficiently qualified young people, at least partly due to the poor reputation from which they both suffer. And both countries face tough targets that must be hit by 2030.

“Of course, consultants can fill the gap, and WRc are looking forward to working with ProjectMax to strengthen the knowledge within New Zealand’s water utilities. This partnership will support a long-term expansion of each organisation’s capabilities. Both WRc and ProjectMax pride themselves in offering practical hands-on experience that focuses on maximising the benefit of capital investment and minimising operational costs and risks for utilities, and this offers promising opportunities for knowledge transfer between the UK and New Zealand.”
