[필리핀] ADB, 인도네시아 하수처리시스템 강화 위해 4억1960만달러 대출

마타람·폰티아낙·세마랑시 등 3개 도시 250만명 주민에게 하수·분뇨처리시설 설치

하루 처리용량 5만7천㎥의 하수처리장 및 하수관 200km 건설 등 기존 위생시스템 개선

아시아개발은행(Asian Development Bank, ADB)은 인도네시아가 마타람(Mataram) 폰티아낙(Pontianak), 세마랑(Semarang) 등 3개 도시에 기후 회복력이 있고 적절하며 안전하게 관리되는 위생 서비스에 대한 접근성을 확대할 수 있도록 ‘도시 전역 포괄적 위생 프로젝트(Citywide Inclusive Sanitation Project)’에 4억1천960만 달러(약 5천616억 원)의 대출을 승인했다. 

인도네시아 가정의 약 77%가 정화조(septic tanks)와 같은 기본적인 위생시설에 접근할 수 있지만, 이 중 7%의 가정만이 하수처리장(WWTP)에서 안전하게 처리할 수 있는 위생시설에 접근할 수 있다.

이들 도시의 많은 가구가 하수시설이 충분하지 않아 폭우가 내릴 경우 도시가 침수되기 쉬운 상황에서 지하수 오염과 환경 및 건강상의 위험이 빈번하게 발생하고 있다.

이 프로젝트는 3개 도시의 약 250만 명을 위한 위생 시스템을 강화하는 것을 목표로 하고 있다. 이는 이미 설치된 하수 시스템과 하수도가 없는 시스템을 모두 통합하여 모든 사람이 적절하게 처리되는 위생 서비스에 접근할 수 있도록 보장하는 시 전역의 포괄적인 위생 원칙을 기반으로 설계되었다.

지로 토미나가(Jiro Tominaga) 아시아개발은행(ADB) 인도네시아 국가 이사는 “이 프로젝트는 현재까지 ADB가 지원하는 인도네시아 최대의 포괄적인 위생 프로젝트 중 하나이며, 기후변화 해결을 목표로 하는 우리의 포괄적인 이니셔티브와 원활하게 일치한다”라면서    “ADB는 건강하고 생산적인 인구의 핵심인 개선된 위생 서비스에 대한 접근성을 확대하기 위해 인도네시아와 계속 협력하게 된 것을 기쁘게 생각한다”고 말했다.

이 프로젝트는 하루 처리 용량이 5만7천입방미터(㎥)에 달하고 하수관이 약 200km에 달하는 WWTP를 건설하여 기존 위생 시스템을 개선하고 확장할 계획이다.

특히 이 프로젝트는 미래의 홍수로부터 하수처리시설을 보호하기 위한 높은 구조물 건설하고, 우수량((stormwater) 관리를 위한 하수처리장의 배수 시스템을 구현하고, 바닷물 만조 및 홍수의 영향을 완화하기 위한 방파제 설치 등 기후 및 재해 복원력을 보장하기 위한 설계 조치가 통합되었다. 

또한, 이 프로젝트는 분뇨 슬러지 관리시설 개선, 규제체제 강화, 거버넌스(governance), 디지털화(digitization), 자산관리(asset management) 등의 분야에서 위생 서비스 사업자의 운영 효율성 향상에 노력을 집중할 계획이다.

ADB Strengthens Sanitation System in Indonesia with $419.6 Million Loan

MANILA, PHILIPPINES (31 January 2024) - The Asian Development Bank (ADB) has approved a $419.6 million loan for the Citywide Inclusive Sanitation Project to help Indonesia expand access to climate-resilient, adequate, and safely managed sanitation services in the cities of Mataram, Pontianak, and Semarang.

While approximately 77% of Indonesian households have access to basic sanitation facilities (like septic tanks), just 7% of households have access to safely managed sanitation that ensures safe disposal of domestic waste to wastewater treatment plants (WWTPs) for further processing. 

With so many households in the project cities facing inadequate sewerage and being prone to flooding, groundwater pollution and environmental and health risks are frequent occurrences.

The project aims to strengthen the sanitation systems for approximately 2.5 million people in the three cities. It is designed based on the citywide inclusive sanitation principle, which ensures that everyone has access to appropriately handled sanitation services by integrating both sewered and nonsewered systems.

“This project stands as one of the largest inclusive sanitation projects in Indonesia supported by ADB to date, aligning seamlessly with our comprehensive initiatives aimed at addressing climate change,” said ADB Country Director for Indonesia Jiro Tominaga.

 “ADB is pleased to continue working with Indonesia to expand access to improved sanitation services, which are key to a healthy and productive population.”

The project will improve and expand existing sanitation systems by constructing WWTPs with a combined daily capacity of 57,000 cubic meters and approximately 200 kilometers of sewer networks. 

Design measures to ensure climate and disaster resilience have been incorporated, such as constructing elevated structures to guard the WWTPs against future flooding, implementing drainage systems at the WWTP sites to manage stormwater volumes, and installing a breakwater to mitigate the impact of high tides and flooding. 

Furthermore, the project will concentrate efforts on improving fecal sludge management facilities, strengthening regulatory frameworks, and enhancing the operational efficiency of sanitation service operators in areas such as governance, digitization, and asset management.
