유럽연합(EU)의 MEPs(Members of the European Parliament, 유럽의회 의원들)는 도시 하수의 수집 처리 및 배출에 대한 새로운 EU 규칙을 4월 10일 승인했다.

유럽의회는 이날  투표에서 찬성 481표, 반대 79표, 기권 26표로 통과시켰다. 유럽의회는  올 1월, 「물관리 및 도시 하수처리 기준(water management and urban wastewater treatment standard)」을 개정하여 공중 보건과 환경을 더 잘 보호하기 위해 이사회와 합의한 내용을 이날 채택했다.

오는 2035년까지 도시 하수는 1천 명의 인구당량(population equivalent, p.e.) 규모의 모든 응집물(즉, 하루에 한사람이 배출하는 평균 오염도를 설명하는 표준 측정 단위) 이상에서 의 환경으로 배출되기 전에 2차 처리(즉, 생분해성 유기물의 제거)를 거쳐야 한다. 

또 질소(N) 및 인(P)의 제거를 하는 3차 처리는 2039년까지 15만 p.e. 이상을 커버하는 모든 하수 처리장에서, 2045년까지 1만 p.e. 이상을 커버하는 하수처리장에서도 적용된다.

광범위한 미세 오염물질을 제거하는 4차 처리는 오는 2045년까지 15만 p.e. 이상(위험 평가 기준 1만 p.e. 이상)의 모든 공장에 의무적으로 적용된다.

특히, 다양한 공중 보건 매개 변수(예 : 알려진 바이러스 및 새로운 병원체), 소위 ‘영원한 화학 물질(per-forever chemicals, 폴리플루오로알킬 물질 또는 PFAS)’을 포함한 화학 오염물질, 미세 플라스틱 및 항균 내성에 대한 모니터링이 엄격하게 모니터링된다.

이번에 통과된 법에는 4차 처리 비용(도시 하수에서 미세 오염물질을 제거하는 것)을 충당하기 위해 사람이 사용하는 의약품과 화장품에 대한 생산자 책임(extended producer responsibility, EPR)을 도입키로 했다. 비용의 최소 80%는 생산자가 부담하고 국가 재정으로 보완키로 했다.

EU 국가들은 적절한 경우, 특히 물 스트레스(water-stressed)를 받는 지역에서 모든 도시 하수처리장에서 처리된 하수의 재사용을 촉진해야 한다.

EU의 닐스 토르즈(Nils Torvalds) 조사위원은 “이 법안은 특히 의약품 및 개인 위생 용품에서 나오는 미세 오염물질을 제거하는 새로운 규칙을 통해 유럽의 수질관리와 하수 처리 기준을 크게 개선될 것”이라면서 “우리는 의약품의 경제성에 대한 규칙의 영향이 불균형하지 않고 PFAS와 같은 유해한 화학물질이 미래에 모니터링되고 더 잘 처리될 수 있도록 보장하고 있다”라고 말했다.

New EU rules to improve urban wastewater treatment and reuse

On Wednesday, MEPs approved new EU rules for the collection, treatment and discharge of urban wastewater.

With 481 votes in favour, 79 against and 26 abstentions, Parliament adopted the deal reached with the Council in January 2024 on revising the EU’s water management and urban wastewater treatment standards to better protect public health and the environment.

By 2035, urban wastewater will undergo secondary treatment (i.e., the removal of biodegradable organic matter) before it is discharged into the environment, in all agglomerations of the size of 1,000 population equivalent (p.e., standard measuring unit describing the average pollution released by one person per day) or more. 

By 2039, tertiary treatment (i.e. the removal of nitrogen and phosphorus) will be applied in all wastewater treatment plants covering 150,000 p.e. and above, and by 2045 in those covering 10.000 p.e. and above. 

An additional treatment removing a broad spectrum of micro-pollutants ('quaternary treatment') will be mandatory for all plants over 150,000 p.e. (and over 10,000 p.e. based on a risk assessment) by 2045.

The monitoring of various public health parameters (such as known viruses and emerging pathogens), chemical pollutants, including so-called “forever chemicals” (per- and polyfluoroalkyl substances or PFAS), microplastics and antimicrobial resistance will be strictly monitored.

The law introduces extended producer responsibility (EPR) for medicinal products for human use and cosmetic products, to cover the costs of quaternary treatment (to remove micro-pollutants from urban wastewater). At least 80% of the costs will be covered by producers, complemented by national financing.

EU countries will be required to promote the reuse of treated wastewater from all urban wastewater treatment plants where appropriate, especially in water-stressed areas.

Rapporteur Nils Torvalds (Renew, FI) said: “The legislation will significantly improve water management and wastewater treatment standards in Europe, especially with new rules on removing micro-pollutants coming from medicines and personal care products. We are making sure that the impact of the rules on the affordability of medicines will not be disproportionate and that harmful chemicals such as PFAS will be monitored and better dealt with in the future.”
