[제10차 세계물포럼] 반둥 스피릿 워터 서밋 개최…소외도서 물문제 해결 위해 공동 노력

오늘(5월 21일) 열린 반둥 스피릿 워터 서밋(Bandung Spirit Water Summit)에서는 소외도서의 물문제에 대한 해결책을 모색하기 위해 세계적인 협력에 초점을 맞췄다. 이 서밋은 5월 18일부터 25일까지 발리 누사두아(Nusa Dua)에서 열린 제10차 세계물포럼의 일환이다.

바수키 하디물요노(Basuki Hadimuljono) 인도네시아 공공사업주택부 장관(PUPR)이자 제10차 세계물포럼 국가조직위원장과 한승수 고위급 전문가 패널(High-level Experts and Leaders Panel on water and disaster, HELP) 의장이자 전 한국 국무총리는 반둥 스피릿 워터 서밋을 공식적으로 개최했다.

바수키 장관은 기후변화와 해수면 상승에 대응하기 위해 소외도서의 통합 수자원 관리의 중요성을 강조했다.

수자원 관리는 재난 관리 규정, 데이터 수집, 분석, 역량 강화, 이해관계자 간 조정 등의 과제에 직면해 있다.

바수키 장관은 5월 19일 발리 누사두아 컨벤션센터에서 열린 제23차 물과 재해에 관한 고위급 전문가 패널에서 "이를 달성하기 위해서는 기후변화와 해수면 상승에 직면한 소외도서 지역의 통합 수자원 관리에 대한 인식을 높이는 데 초점을 맞춘 전략 계획 수립을 위한 협력이 필요하다"고 강조했다.

인도네시아 정부는 기후변화 대응에 있어 환경적, 사회 경제적 측면을 통합하는 것을 목표로 하는 물 및 기후 회복력 우수 센터 설립에도 착수했다.

바수키 장관은 "따라서 정부, 민간 부문 및 학계로 구성된 이해관계자 간의 네트워킹과 협력은 기술 개발, 역량 강화, 기후변화에 대한 효과적인 솔루션 구현과 지속 가능하고 포용적인 천연자원 문제의 중심이 돼야 한다"고 덧붙였다.

히로키 겐조(Kenzo Hiroki) 고위급 전문가 패널 코디네이터이자 국립정책대학원연구소(GRIPS)의 교수는 고위급 패널이 물문제를 정치적 연대와 공동 번영의 플랫폼으로 끌어올리고 촉진한다는 점에서 특별한 의미를 갖고 있다고 언급했다.

반둥 스피릿 워터 서밋은 물을 통해 지속가능발전목표(SDGs)를 달성하기 위한 새로운 정치적 통로의 역할을 수행할 예정이다. 겐조 교수는 "이 포럼에서 세계 지도자, 국제기구, 전문가 및 이해관계자가 대화에 참여하고 반둥의 스피릿 : 행동에 대한 촉구를 만들어낼 것"이라고 말했다.

반둥 스피릿 워터 서밋은 국가 정상, 이해관계자, 전문가를 모아 제안과 실제 행동을 수립할 것이다. 이번 서밋은 물과 평화, 기후변화와 재난 위험 감소, 모두를 위한 위생과 물, 재정과 거버넌스, 청소년이라는 5가지 주요 주제를 다룬다.

반둥 정신(Bandung Spirit)이란 1955년 아시아-아프리카 회의에 참가한 참가국의 협력과 상생의 노력을 뜻한다.

바수키 장관은 앞서 2023년 마드리드에서 열리는 제21회 물과 재해에 관한 고위급 전문가 패널을 포함해 다양한 행사에서 반둥 정신을 강조한 바 있다.

바수키 장관은 "반둥에서 열리는 아시아-아프리카 회의의 정신은 2024년 발리에서 열리는 제10차 세계물포럼을 조직하는 데 있어 철학적 기반은 물론 포럼의 기본 개념으로 작용할 것"이라고 말했다.

바스키는 아시아-아프리카 회의의 정신이 세계물포럼을 포함해 해결책으로서 세계적인 합의가 필요한 공동 문제를 해결하는 데 여전히 관련성이 있다고 믿는다. 이번 회의는 물을 생명과 평화의 원천으로 만들면서 미래를 함께 포용하기 위한 모든 정책, 정신, 열정을 변화시킨다.

[10TH WORLD WATER FORUM PRESS RELEASE] The Bandung Spirit Water Summit: Collaborative Efforts to Find Solutions to Water Issues in Small and Outer Islands

The Bandung Spirit Water Summit, which takes place on 21 May, will focus on global collaborative efforts to find solutions for water issues in small and outer islands. The summit is part of the 10th World Water Forum held in Nusa Dua, Bali from 18 to 25 May 2024.

Minister of Public Works and Public Housing (PUPR) and Chairman of the National Organizing Committee for the 10th World Water Forum, Basuki Hadimuljono, and Han Seung-soo, Chairman of the High-Level Experts and Leaders Panel (HELP) and former Prime Minister of Korea, will officially open the Bandung Spirit Water Summit.

Minister Basuki emphasized the importance of integrated water resource management in the smallest and outermost islands in order to address climate change and sea-level rise.

Water resource management faces challenges such as disaster management regulations, data collection, analysis, capacity building, and coordination among stakeholders.

"To achieve this, cooperation is needed in the development of strategic planning focused on enhancing the awareness of integrated water resource management in small and outer islands when facing climate change and sea-level rise," said Basuki at the 23rd High-Level Experts and Leaders Panel (HELP) on Water and Disasters in Bali Nusa Dua Convention Centre on Sunday, 19 May.

The Indonesian government also initiated the establishment of the Centre of Excellence for Water and Climate Resilience, which aims to integrate environmental and socio-economic aspects in addressing climate change.

"Thus, networking and collaboration between stakeholders consisting of the government, private sector, and academia are needed to become a centre for technology development, capacity building, implementation of effective solutions for climate change, and sustainable and inclusive natural resources challenges," Basuki added.

Professor Kenzo Hiroki from the National Graduate Institute for Policy Studies (GRIPS) and HELP Coordinator mentioned that the high-level panel has a special meaning as it elevates and promotes water issues to a platform of political solidarity and shared prosperity.

The Bandung Spirit Water Summit will serve as a new political corridor to achieve Sustainable Development Goals (SDGs) through water. "In this forum, world leaders, international organizations, experts, and stakeholders will engage in dialogue and produce The Spirit of Bandung: a call to action," said Kenzo.

By gathering heads of state, stakeholders, and experts, The Bandung Spirit Water Summit will formulate proposals and real actions. The summit has five main focuses: water and peace, climate change and disaster risk reduction, sanitation and water for all, finance and governance, and youth.

The term "Bandung Spirit" refers to the collaborating and mutually beneficial efforts of participating countries in the 1955 Asia-Africa Conference.

Minister Basuki had previously echoed the Bandung Spirit on various occasions, including the 21st HELP on Water and Disasters in Madrid in 2023.

"The spirit of the Asia-Africa Conference in Bandung will serve as the foundation for the organization of the 10th World Water Forum in Bali in 2024, not only as a philosophical basis but also as a fundamental concept for the forum," Basuki said.

Basuki believes that the spirit of the Asia-Africa Conference remains relevant in addressing shared problems that require global consensus as solutions, including through the World Water Forum.
