에콰도르에서 스마트그리드 로드맵이 마련되었다. 2030년까지 첨단기술 및 정보통신 기술을 이용하여 에콰도르의 전력망을 현대화하는 비전과 계획을 설정하였다.

이 스마트그리드 에콰도르 이니셔티브(REDIE, Programa Redes Inteligentes Ecuador)의 포괄적 목표는 전력망의 실시간 운영을 가능하게 하고 효율적인 에너지 이용을 촉진하는 것이다.

MEER(Ministry of Electricity and Renewable Energy)이 중심이 되어 이 계획을 추진한다. 다른 핵심 참여기관에는 전력산업 규제기관인 Conelec, 국영 전력회사인 Celec, 도매시장 운영기관인 Cenace 등이 포함되어 있다.

이 로드맵은 시기별로 3단계로 구성되어 있으며, 5개의 상위 목표를 갖고 있다. 그 목표는 첫째, 전력손실 축소, 둘째, 고부가가치의 신기술 도입, 셋째, 합리적 비용에서 전력공급 질 향상, 넷째, 핵심 인적자원 육성, 다섯째, 전력인프라 이용 극대화이다. 로드맵에서 구체적으로 다루고 있는 분야는 발전, 송전, 배전, 소비자 및 일반적 요소들(표준, 운영 및 관리 등)이다.

로드맵의 시기별 3단계는 다음과 같이 구성되어 있다.

- 1단계(2013~2017): SCADA(supervisory control and data acquisition), AMI(advanced metering infrastructure) 및 변전자동화와 같은 기반 기술을 보급하고, 민간 및 공공 사용 목적으로 전기자동차가 도입될 것이다. 그리고 송전선 설비 및 발전용량이 확대될 것이다.

- 2단계(2018~2022): FACTS(flexible AC transmission system)와 전압/무효전력 제어와 같은 첨단 기술과 분산형 발전이 도입될 것이다.

- 3단계(2023~2030): 광역모니터링 및 제어, 마이크로그리드와 같은 첨단 애플리케이션들이 도입될 것이다. 그리고 부하관리가 정착될 것이다.

REDIE 범주 안에서 여러 주요 프로젝트들이 이미 진행 중이다. 이 프로젝트들에는 1,500MW의 Coca Codo Sinclair, 487MW의 Sopladora, 253MW Toachi Pilaton 수력 프로젝트가 포함되어 있다. 이 프로젝트들은 에콰도르의 수력 발전 비중을 2017년까지 90%로 끌어올릴 것이다.

그리고 16.5MW의 Villonaco 풍력 프로젝트도 포함되어 있다. 송전망 증설과 230kV의 변전소 설치도 진행 중이다. 단기적으로 Coca Codo Sinclair 발전소로부터 500kV 송전망 건설이 이루어질 것이다. 이번 로드맵을 통해 에콰도르는 라틴아메리카 지역에서 공식적으로 스마트그리드 프로그램을 발표한 최초의 국가가 되었다.

중남미 지역에서 스마트그리드 도입이 중요한 이유는 바로 도전(power theft)과 같은 비기술적 전력선 손실에 있다. ANEEL(National Electrical Energy Agency)의 자료에 따르면, 브라질만 해서 연간 전력 생산량의 약 15%가 도전으로 손실되고 있다. 이 손실 규모를 돈으로 환산하면 81억 BRL을 초과한다.

그리고 이 도전과 함께 화재나 기타 사고가 발생할 수 있는 위험도 동반된다. GE는 중남미 지역의 스마트그리드 시장이 2015년까지 폭발적으로 증가할 것으로 보이는 가운데, 각국 정부들은 전력회사들이 의무적으로 스마트미터링 인프라를 구축하도록 하는 새로운 규제를 도입할 것으로 전망하였다.

GE는 라틴아메리카가 세계에서 가장 도전이 심각한 지역이라고 강조하면서, 스마트그리드 도입 이유는 바로 우선적으로 이 문제를 해결하기 위함이라고 주장한다. 그리고 Bloomberg New Energy Finance측은 중남미 지역에서 일부 대형 프로젝트가 추진된다면 충분히 이 지역의 스마트그리드 시장의 폭발적 성장이 이루어질 가능성이 높다고 주장한다

 

 

 

Quito, Ecuador(METERING.COM) - March 20, 2013 - A smart grid roadmap has been launched in Ecuador setting out a vision and plan to modernize the country’s grid with advanced technologies and information and communication technologies by 2030.

The broad goals of the Smart Grids Ecuador initiative (Programa Redes Inteligentes Ecuador, REDIE), which is promoted by the electricity and renewable energy ministry (MEER), are to enable real time operation of the grid and promote the efficient use of energy.

Other key participants include the electricity regulator Conelec, the national electric corporation Celec, and the wholesale market administrator Cenace, along with Colombia-based RC Consulting.

The roadmap presents a three phrase program, with the five objectives to reduce losses, introduce new technologies with high benefit-cost value, improve quality of supply at a reasonable cost, develop the requisite human resources, and maximize the use of the electricity infrastructure.

The defined areas of focus are generation, transmission, distribution, the consumer and general (this latter including topics such as standards, operations and management).

The three phases, which have been developed also taking into account the investments that will be required and the expected cost-benefits, are:

Phase 1 : 2013∼2017, in which foundational technologies such as SCADA, AMI and substation automation will be put in place, electric vehicles for private and public use will be introduced, and the transmission network and generation capacity will be expan ded. 

Phase 2 : 2018∼2022, in which more advanced technologies such as FACTS and volt/var control, and distributed generation will be introduced.
 

Phase 3 : 2023∼2030, in which advanced applications such as wide area monitoring and control and microgrids will be introduced, and load management will be put in place.

Within the scope of REDIE, several key projects are already well under way. Among these are the 1,500 MW Coca Codo Sinclair, 487 MW Sopladora and 253 MW Toachi Pilaton hydro projects, which will increase Ecuador’s hydro generation share to 90 percent by 2017, and the 16.5 MW Villonaco wind project among others.

The strengthening of the transmission network with the addition of lines and 230 kV substations is also under way. Shortly the construction of a 500 kV network for transmission from Coca Codo Sinclair and regional integration will be awarded.

Alongside the launch of the roadmap in January, an accord was signed by the minister of electricity and renewable energy Esteban Albornoz Vintimilla formalizing the REDIE program and creating executive and technical committees, to be coordinated and led by the ministry, to execute the program.

With this Ecuador becomes the first country in Latin American to formally launch a national smart grid program.
