5¿ù 15ÀÏ ±×·¹¾ö °Ç¼³(Graham Construction)ÀÌ Ä³ºìµð½Ã ´ø·¹ÀÌ ÆÄÆ®³Ê½Ê(Cavendish Dounreay Partnership)°ú ºÎÁö ¿î¿µ Çã°¡¸¦ °¡Áö°í ÀÖ´Â ´ø·¹ÀÌ ºÎÁö Àç°Ç(Dounreay Site Restoration Ltd, DSRL)¿¡ ù ¹ø° ÁöÇÏ ÀúÀå½Ã¼³ 2°³¼Ò¸¦ ÀεµÇÏ´Â ±â³ä½ÄÀÌ ÁøÇàµÇ¾ú´Ù. 2011³â 11¿ù¿¡ ÀúÀå½Ç 2°³ÀÇ °Ç¼³À» ½ÃÀÛÇÑ ÀÌÈÄ, ÃÑ 243,000 ÀÔ¹æ¹ÌÅÍÀÇ ¾Ï¼®ÀÌ Ã¤±¼µÇ¾ú´Ù. ¾à 7,600 ÀÔ¹æ¹ÌÅÍÀÇ ÄÜÅ©¸®Æ®, 1,330 ÅæÀÇ °­È­Àç, 260 ÅæÀÇ ±¸Á¶¿ë öÀç°¡ °Ç¼³¿¡ »ç¿ëµÇ¾ú´Ù.

±ÔÁ¦ ¹× ±âŸ ½ÂÀÎ ¿©ÇÏ¿¡ ´Þ·Á ÀÖÁö¸¸, ´ø·¹ÀÌ ºÎÁö¿¡¼­ ù ¹ø° Æó±â¹° ¿ë±â°¡ ¿ÃÇØ ¸»¿¡ ¹ÝÀԵǾî ÀúÀå½Ç¿¡ ½Ã¸àÆ®¿Í ÇÔ²² ÀúÀåµÉ °ÍÀÌ´Ù. °¢°¢ÀÇ ÀúÀå½Ç¿¡ Æó±â¹°ÀÌ ¿ÏÀüÈ÷ Â÷°Ô µÇ¸é, ½Ã¸àÆ®¸¦ ä¿ö ÇϳªÀÇ ºí·°À¸·Î ¸¸µé¾îÁø´Ù. ÀÌ ºÎÁö¿¡´Â ÀÌ·± ÀúÀå½ÇÀÌ 6°³±îÁö °Ç¼³µÉ ¿¹Á¤ÀÌ´Ù. ÀÌ ½Ã¼³¿¡ óºÐµÉ ¼ö ÀÖ´Â ÃÖ´ë·®Àº °íü LLW 175,000 ÀÔ¹æ¹ÌÅͷμ­ ´ø·¹ÀÌ ºÎÁö ÇØü¿¡¼­ ¹ß»ýÇÑ °Í¿¡ ¿ªÀûÀÎ ½Ã¼³¿¡¼­ ȸ¼öµÈ LLW°¡ Ãß°¡µÉ °ÍÀÌ´Ù.

LLW´Â ÁÖ·Î ±Ý¼Ó, Çöó½ºÆ½, ¹Ù´ÚÀç µîÀÇ ºÎ½º·¯±âµé·Î ¹æ»ç¼º ¹°ÁúÀ» ´Ù·ç´ø ½Ã¼³À» Á¤È­ÇÏ´Â °úÁ¤¿¡¼­ ¹ß»ýÇÑ ¿À¿°¹°ÁúÀÌ´Ù. ¾çÀ¸·Î º¼ ¶§, LLW´Â ´ø·¹ÀÌ ÇØü¿¡¼­ ¹ß»ýÇÑ Àüü ¹æ»ç¼º Æó±â¹°ÀÇ 80% ÀÌ»óÀ» Â÷ÁöÇÏ°í ÀÖÁö¸¸ ±× À§Ç輺À¸·Î º¼ ¶§´Â 0.01%¿¡µµ ¹ÌÄ¡Áö ¸øÇÑ´Ù°í DSRLÀÌ ¹àÇû´Ù. ´ø·¹ÀÌ ºÎÁö¿¡ ÀÖ´Â ¿µ±¹ÀÇ Ã¹ ¹ø° ½ÃÇè¿ë °í¼Ó·Î°¡ 2015³â±îÁö ÇØüµÇ¸é ÀÌ Ã³ºÐÀåÀº ºÀÀεǰí Ç¥¸éÀº Àç°ÇµÉ ¿¹Á¤ÀÌ´Ù. ÀÌ ÈÄ ÀÌ ºÎÁö¿¡ ´ëÇÑ °¨½Ã´Â 300³â µ¿¾È Áö¼ÓµÇ´Âµ¥, À̶§ÂëÀÌ¸é ¹æ»ç´ÉÀº °ÅÀÇ ºØ±«µÇ¾î »ç¶óÁö°Ô µÈ´Ù.

ù ¹ø° 2°³ ÀúÀå½Ç°ú º¸Á¶ Ç÷£Æ® °Ç¼³¿¡´Â ¾à 2,000¸¸ ÆÄ¿îµå(¾à 348¾ï ¿ø)°¡ ¼Ò¿äµÇ¾ú´Ù. ÇÑÆí, ILW¸¦ ´ãÀº ù ¹ø° ¿ë±â°¡ ¹öŬ¸® ¿øÀڷ¹ßÀü¼ÒÀÇ »õ·Î °Ç¼³µÈ Àӽà ½Ã¼³ ³»·Î ¹ÝÀԵǾú´Ù. ÀÌ°÷Àº 1980³â´ë ¸»¿¡ Æó¼âµÈ ¸Å±×³ì½º(Magnox) ¿øÀÚ·Î 2±â°¡ À§Ä¡ÇÏ°í ÀÖ´Ù. ILW´Â ÇÙ¿¬·á, ¼öÁö, ħÀü¹°, È濬 µîÀÇ ºÎ½º·¯±â¸¦ Æ÷ÇÔÇÑ ´Ù¾çÇÑ ¹°Áú·Î ±¸¼ºµÈ´Ù. 2010³â 21³â µ¿¾ÈÀÇ ÇØü ÀÛ¾÷ ³¡¿¡ ¸Å±×³ì½º´Â óÀ½À¸·Î ºÀÀεǰí ÇÙ¿¬·á°¡ Á¦°ÅµÈ ÈÄ Çǵ¿ÀûÀÎ »óŸ¦ ÀǹÌÇÏ´Â ¡®¼¼ÀÌÇÁ½ºÅÍ(safestor)¡¯¿¡ µé¾î°¡°í ÇØüµÈ ¹ßÀü¼Ò´Â 65³â µ¿¾È ¿ÏÀüÇÏ°Ô Á¤È­µÉ ¶§±îÁö °¨½Ã ¹× À¯Áö º¸¼ö¸¦ ¹Þ°Ô µÈ´Ù.

NDAÀÇ ÇÁ·Î±×·¥ Ã¥ÀÓÀÚ ºê¶óÀ̾ð ¹ö³Ý(Brian Burnett)Àº ÇöÀç ÁßÁ¡À» µÎ°í ÁøÇàÇÏ´Â ÀÏÀº ºÎÁö ³»ÀÇ Æó±â¹°À» ȸ¼ö, Æ÷Àå, ÀúÀåÇÏ¿© ¹öŬ¸® ¹ßÀü¼Ò ºÎÁö¸¦ `À¯Áö°ü¸®(care and maintenance)` »óÅ·Π¸¸µå´Â °ÍÀ̶ó°í ¸»Çß´Ù. ÇöÀç Æó±â¹° ó¸® ÀÛ¾÷Àº 2021³â¿¡ ¹öŬ¸® ºÎÁö¸¦ À¯Áö°ü¸®¿¡ µé¾î°¡µµ·Ï ÇÙ½É À§Çè¹°ÁúÀ» Á¦°ÅÇϴµ¥ ÀÖ¾î Áß¿äÇÑ ´Ü°è´Ù. ÀÏ´Ü ¹öŬ¸®ÀÇ ÇØü°¡ ¿Ï·áµÇ¸é, ILW ÀúÀå ½Ã¼³Àº ±¹°¡Â÷¿øÀÇ Æó±â¹° óºÐ ½Ã¼³ÀÌ ÁغñµÉ ¶§±îÁö ¾à 850°³ÀÇ Æó±â¹° ÆÐÅ°Áö¸¦ º¸°üÇÏ°Ô µÈ´Ù.

New UK waste facilities completed

A total of 243,000 cubic metres of rock were excavated since construction of the two vaults began in November 2011. Some 7600 cubic metres of concrete, 1330 tonnes of reinforcement and 260 tonnes of structural steel were used during their construction.

Subject to regulatory and other approvals, the first containers of waste are due to be moved off the Dounreay site later this year, filled with grout and placed in the vaults. Once each vault is full, it will be back-filled with grout to create a monolithic block. Up to six such vaults are planned at the site.

The facility will be used for the disposal of up to a maximum of 175,000 cubic metres of solid LLW which is expected to be generated during the decommissioning of the Dounreay site, in addition to waste that will be retrieved from a series of historical LLW pits at the site. LLW typically consists of debris such as metal, plastics and rags that have been contaminated during the clean-out of facilities where radioactive materials were handled. By volume, LLW represents more than 80% of all the radioactive waste generated by Dounreay's demolition. However, by radiological hazard, it represents less than 0.01%, according to DSRL.

When the UK's experimental fast reactors at Dounreay have been cleared away in 2025 the vaults will be sealed and the surface restored. The site will then be monitored for 300 years, by which time 95% of the radioactivity will have decayed.

The first two vaults and ancillary plant were developed at a cost of some £20 million ($34 million). The total cost of managing the LLW through the closure program is expected to be around £110 million ($185 million).

Chairman of Cavendish Dounreay Partnership Roger Hardy commented, "Without these new facilities, we could not complete the clean-up and closure of the site, so today's handover is a major step forward in our work to decommission this site and return it to the Nuclear Decommissioning Authority (NDA) in a condition that is safe for future Meanwhile, the first container holding intermediate-level waste (ILW) has been placed inside a newly-constructed interim storage facility at the Berkeley nuclear power plant, whose two Magnox units were shut down in the late 1980s. ILW comprises a range of material including debris from the fuel elements, resins, sludges and graphite.

In 2010, after 21 years of decommissioning work, the units became the first to be sealed up and placed in 'safestor', a passive state in which the defuelled and extensively decommissioned units will be monitored and maintained until the site is completely cleared in about 65 years' time.

The NDA's head of programs Brian Burnett said, "The focus now is on retrieving, packaging and storing the waste on site to enable Berkeley to enter 'care and maintenance.' This is an important step on that path." Berkeley is expected to enter the care and maintenance phase, when key hazards have been reduced, in 2021.

Once decommissioning at Berkeley is completed, the ILW storage facility will hold some 850 waste packages where they will be kept until a national disposal facility becomes available.
