[미국] DC, Veolia와 협력을 통해 1천200만 달러 절감

The District of Columbia Water and Sewer Authority (DC Water)는 워싱턴 송수로의 공정 향상과 시행 운영을 위해 환경 서비스와 기술 제공자인 Veolia와 협력을 계획하고 있다고 밝혔다. 연방정부소유이며 운영되는 공공 물 공급 기관은 물을 DC Water와 Arlington County, Fairfax Water로 수송한다. 운영유지와 자본 향상을 위한 Aqueduct의 기금은 식수 판매로 발생되는 세금으로 충당한다고 설명했다.

4개월간 Veolia는 완전하게 워싱턴 송수로 운영을 검토하고 25개 중요한 향상 아이디어를 개발했다. 또한 송수로 효율 증대를 위한 기회와 비용 절감, 운영간소화, 계속적인 믿을 수 있는 물 서비스 수송을 보증한다고 발표했다. Veolia의 상담 파트너 프로그램인 Peer Performance Solutions (PPS) 모델은 국가 노동자와 국가 통치를 보호한다. 프로그램 평가 결과 일상 업무와 장기간 자금 계획, 건설비용에서 매년 800~1천200만 달러 절감을 확인했다고 발표했다.

The District of Columbia Water and Sewer Authority (DC Water) is planning to employ the assistance of Veolia Water, an environmental services and technology provider, to implement operational and process improvements at the Washington Aqueduct, a federally-owned and operated public water supply agency that delivers water to DC Water, Arlington County and Fairfax Water. The Aqueduct's funding for operations, maintenance and capital improvements come from revenue generated by the sale of drinking water to those three entities.

 
In a four-month, joint public-private exercise, Veolia thoroughly reviewed the Washington Aqueduct's operations and developed 25 key improvement ideas and opportunities for the Aqueduct to increase efficiency, reduce costs, streamline operations, and ensure continued reliable delivery of water services. A component of Veolia's Peer Performance Solutions (PPS) model -- a consultative partnership program that preserves a public workforce and public governance while infusing private-sector expertise -- the evaluation resulted in the identification of $8 to 12 million in potential annual savings in day-to-day operations and long-term capital planning and construction expenditures.

During the next 18 months, Veolia's technical experts will work alongside Aqueduct staff and oversee the implementation of key changes that will help the Aqueduct reach targeted savings. The teams will develop and implement an asset management strategy to protect assets critical to its overall operation and use a performance management system to regularly monitor and track key performance indicators, ensuring program goals are met on a timely basis.

Accordingly, data and maintenance histories of critical field assets will be used in the capital planning process to assist in identifying the most appropriate capital projects to include in the 20-year capital improvement program. Other identified changes include optimizing operations in water treatment and residuals processing, developing and implementing a more comprehensive safety and training program, and improving both internal and external communications. Veolia will support Aqueduct staff through the implementation period. The new PPS model is also being successfully used in the New York City, Pittsburgh and DeKalb County, Ga.
