[두바이] 악시오나, 제벨 알리 SWRO 담수플랜트 최대 용량 생산

악시오나(ACCIONA)는 현재 하루 1억8천200만L(리터)의 식수를 100% 용량으로 생산하고 있는 두바이 제벨 알리 해수 역삼투 담수화 플랜트(Dubai’s Jebel Ali Sea Water Reverse Osmosis[SWRO] Desalination Plant) 건설의 핵심 이정표를 완성하고 이미 도시 물망을 공급하고 있다.

악시오나(ACCIONA)와 베식스(BESIX)가 건설하고 두바이전기·수도공사(Dubai Electricity & Water Authority ; DEWA)가 소유한 담수화 플랜트는 아랍에미리트(UAE) 최대 역삼투 담수화 플랜트(Reverse Osmosis Desalination Plant) 중 하나가 된다. 악시오나(ACCIONA)의 계약서에는 시설의 설계와 건설이 포함되어 있었다.

두바이전기·수도공사(DEWA)의 모하메드 알 테이어(Mohammed Al Tayer) 전무이사 겸 CEO는 "이 프로젝트는 두바이의 지속 가능한 발전을 촉진하기 위해 아랍에미리트(UAE)의 부통령이자 총리인 셰이크 모하메드 빈 라시드 알 막툼(Sheikh Mohammed bin Rashid Al Maktoum) 전하의 비전을 지원한다. 또한 2050년까지 청정 에너지원에서 두바이 총 전력 용량의 75%를 제공하기 위해 전하(His Highness)께서 출시한 '두바이 청정 에너지 전략 2050(clean energy sources by 2050)'을 지원한다"고 말했다.

모하메드 알 테이어(Mohammed Al Tayer)는 이어 "두바이에서는 2030년까지 물 소비를 30% 줄이기 위해 수자원 강화와 물 소비 합리화, 첨단 기술과 혁신 솔루션 활용에 중점을 둔 두바이 통합수자원 관리 전략( Dubai Integrated Water Resource Management Strategy)에 맞춰 수자원의 지속가능성을 보장하는 포괄적인 접근 방식을 갖고 있다"고 밝혔다.

악시오나(ACCIONA)의 프로젝트 책임자인 프란시스코 자비에르 니에토(Francisco Jabier Nieto)는 "이 이정표는 '코로나19(Covid-19)' 전염병으로 인한 불리한 조건에서 고객, 엔지니어 및 건설 팀간의 훌륭한 팀워크의 결과이다"라면서 "우리는 지속가능하고 혁신적인 방법으로 두바이 식수 공급에 기여하게 된 것을 자랑스럽게 생각한다"라고 말했다.

이 성과는 제벨 알리 담수화 플랜트(Jebel Ali desalination plant)를 최고 수준의 우수한 기술 표준으로 인도하기 위한 두바이전기·수도공사(DEWA), 엔지니어링 기업 ILF 및 악시오나(ACCIONA)와 베식스(BESIX)가 구성한 건설 컨소시엄의 공동의 약속을 반영한다.

 '코로나19(Covid-19)' 대유행 기간 동안 현장 근로자들의 건강과 안전도 가장 중요했다. 담수화 플랜의 건설은 최근 시간 손실 없이 650만 시간을 초과했다.

악시오나(ACCIONA)는 기존 열담수화보다 효율이 높고 에너지 집약도가 낮으며 탄소 발자국(carbon footprint)도 적은 역삼투 기술을 활용한 담수화 플랜트 건설의 글로벌 리더다. 역삼투성 담수화( Reverse osmosis desalination)는 열담수화(thermal desalination)에 비해 온실가스를 6.5배 적게 배출한다.

국제에너지기구(IAEA) 세계 에너지 전망에 따르면 중동지역의 담수화 총생산은 2014년보다 2040년 13배 가량 많아질 전망이다. 심각한 물 부족이 있는 지역에서, 담수화는 인구 증가와 기후 변화에 대응하여 증가하는 물 수요를 충족시킬 수 있는 유일한 해결책이다.

'두바이 청정 에너지 전략 2050(The Dubai Clean Energy Strategy 2050)'은 두바이의 탄소 발자국(carbon footprint)을 2050년까지 세계에서 가장 작은 탄소 발자국 중 하나로 줄이는 것을 목표로 하고 있다. 이를 위해서는 무엇보다도 더욱 효율적인 담수화가 필요하다.

ACCIONA-built Jebel Ali SWRO desalination plant producing at full capacity water for Dubai

ACCIONA has completed a key milestone in the construction of Dubai’s Jebel Ali Sea Water Reverse Osmosis (SWRO) desalination plant, which is now producing at 100% of capacity, or 182 million liters of potable water per day, and is already supplying the city’s water network.

The desalination plant, built by ACCIONA and BESIX and owned by Dubai Electricity & Water Authority (DEWA),   will be one of the largest reverse osmosis desalination plants in the United Arab Emirates. ACCIONA’s contract covered the design and construction of the facility.

“This project supports the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to promote the sustainable development of Dubai. It also supports the Dubai Clean Energy Strategy 2050, launched by His Highness, to provide 75% of Dubai’s total power capacity from clean energy sources by 2050."

"In Dubai, we have a comprehensive approach to ensure the sustainability of water resources in line with the Dubai Integrated Water Resource Management Strategy, which focuses on enhancing water resources, rationalizing water consumption, and using cutting-edge technologies and innovative solutions to reduce water consumption by 30% by 2030,” said HE Saeed Mohammed Al Tayer, Managing Director & CEO of DEWA.

Francisco Javier Nieto, ACCIONA’s project director, says: “This milestone is the result of good teamwork between the client, our engineers and the construction teams in adverse conditions resulting from the Covid-19 pandemic. We are very proud to contribute to the supply of drinking water to Dubai in a sustainable and innovative way.”

This achievement reflects the shared commitment of DEWA, engineering firm ILF, and the construction consortium formed by ACCIONA and BESIX, to deliver the Jebel Ali desalination plant to the highest technical standards of excellence.

The health and safety of workers at the site has also been of paramount importance during the pandemic. Construction of the desalination plant recently surpassed 6.5 million man-hours without lost-time injuries.

ACCIONA is a global leader in the construction of desalination plants using reverse osmosis technology, which is more efficient, less energy intensive and has a smaller carbon footprint than conventional thermal desalination.  Reverse osmosis desalination emits 6.5 times fewer greenhouse gases than thermal desalination.

According to International Energy Agency’s World Energy Outlook, total production of desalinated water in the Middle East region will be 13 times higher in 2040 than in 2014.  In a region with acute water scarcity, desalination is the only solution capable of meeting increased water demand in response to population growth and climate change.

The Dubai Clean Energy Strategy 2050 aims to reduce Dubai’s carbon footprint to one of the smallest in the world by 2050. This will require, among other initiatives, increasingly efficient desalination.
