모토 맥도날드(Mott MacDonald)와 애덤스 헨드리 컨설팅사(Adams Hendry Consulting Ltd)는 영국의 물 공급을 보호하기 위해 고안된 물 이전 계획에 대한 계획 허가를 확보하도록 임명되었다.

어피니티 워터(Affinity Water)와 세번 트렌트 워터(Severn Trent Water)가 운하 & 리버 트러스트(Canal & River Trust)의 지원을 받아 개발한 이 제안은 그랜드 유니언 운하(Grand Union Canal)가 중부(Midland)에서 남동부(Southeast)로 하루 최대 1억1천500만 리터(11만5천㎥)의 처리된 하수를 수송할 수 있도록 업그레이드될 것이다. 그런 다음 물은 운하에서 추출되어 남동쪽의 공공 급수를 위해 처리된다.

모토 맥도날드는 컨설팅 회사인 애덤스 헨드리(Adams Hendry)와 파트너 관계를 맺고 영국의 주요 인프라 프로젝트에 대한 계획 허가를 부여하기 위한 법적 문서인 개발 동의 명령(Development Consent Order ; DCO)의 전달을 주도할 계획이다.

이 팀은 필요한 계획 및 환경 동의를 확보하고, 이해 관계자와 협력하고, 제안이 자연환경을 보존하고 향상하도록 법정 기관과의 협의를 관리하는 데 도움을 준다.

영국의 물은 풍부해 보일 수 있지만 향후 수십 년 동안, 특히 영국의 남부와 동부에서 물 부족의 위협이 현실화되고 있다. 기후변화, 인구 증가, 환경 압력 및 기존 수원의 고갈은 공동의 조치 없이는 20년 이내에 수요가 공급을 초과할 것임을 의미한다.

이에 대응하여 5개의 지역 그룹(수자원 북부, 서부, 동부, 남부 동부 및 서부 국가)이 형성되었으며, 각 지역의 인근 물 회사와 주요 물 사용자로 구성되었다.

이러한 지역 그룹은 고객, 사회 및 환경에 최고의 가치를 제공하는 옵션을 식별하여 해당 지역의 물 복원력을 높이기 위한 계획을 수립하고 있다.

또한 국가적으로 가장 중요한 물 프로젝트인 새 저수지, 대량 물 이전, 하수 처리 및 재사용 계획은 전략적 자원 옵션(strategic resource options ; SROs)으로 지정되었다.

모토 맥도날드의 영국 도시 계획팀 리더인 사라 헨더슨(Sarah Henderson)은 “우리는 영국의 물 미래를 보호하기 위해 전국의 물 부문과 협력하게 된 것을 자랑스럽게 생각한다”라고 말했다.

그는 특히“잉글랜드의 북부와 서부는 남부와 동부에 비해 물이 상대적으로 풍부하기 때문에 물 공급은 잉글랜드의 물 공급을 탄력적으로 만드는 데 중요한 부분을 차지할 것”이라면서 “운하는 비교적 가벼운 경제 및 환경 영향을 위해 기존 기반 시설을 활용할 수 있는 좋은 기회를 제공한다”고 강조했다.

Mott MacDonald appointed to deliver planning for major UK water resilience project

 

Mott MacDonald and Adams Hendry Consulting Ltd have been appointed to secure planning permission for a water transfer scheme designed to help safeguard England’s water supply.

Developed by Affinity Water and Severn Trent Water, with support from the Canal & River Trust, the proposal will see the Grand Union Canal upgraded to allow up to 115M litres per day of treated wastewater to be transported from the Midlands to the Southeast. Water will then be abstracted from the canal and treated for public water supply in the south east.

Mott MacDonald will partner with consultancy Adams Hendry to lead the delivery of the Development Consent Order (DCO), a statutory instrument for the granting of planning permission for major infrastructure projects in the UK. 

The team will help to secure the necessary planning and environmental consents, engage with stakeholders, and manage consultation with statutory bodies to ensure proposals conserve and enhance the natural environment.

Water in the UK may appear plentiful, but the threat of shortage in the coming decades, especially in the south and east of England, is real. Climate change, population growth, environmental pressures and the depletion of existing water sources mean that without concerted action, demand will outstrip supply within 20 years.

Five regional groups (Water Resources North, West, East, South East, and West Country) have been formed in response, made up of neighbouring water companies and major users of water in each region. 

These regional groups are producing plans for making their region more water resilient, identifying options that provide the best value to customers, society and the environment. 

Additionally, the water resource projects of greatest national importance - new reservoirs, bulk water transfers and wastewater treatment and reuse schemes - have been designated strategic resource options (SROs).

“With a relative abundance of water in the north and west of England compared to the south and east, water transfers will form an important part of making England’s water supply resilient. Canals provide a good opportunity to make use of existing infrastructure for relatively light economic and environmental impact.”
