[사우디] 악시오나 사우디 슈카이크 4호기 및 주베일 3B 담수화 시설서 식수생산 돌입

악시오나가 설계·건설한 두 담수화 플랜트서 하루 57만5천㎥의 식수 생산 가능

550만명에게 식수 급공…사우디 최대 규모 중 하나의 해수담수화 시설

스페인의 글로벌 수처리 기업인 악시오나(ACCIONA)는 사우디아라비아의 두 가지 주요 프로젝트인 주베일 3B(Jubail 3B) 및 슈카이크 4호 담수화 플랜트(Shuqaiq 4 desalination plant) 건설에서 중요한 이정표를 달성했다.

악시오나는 이 두 해수담수화 시설의 최종 시운전을 통해 하루 57만5천㎥의 식수 생산 및 하루 40만㎥의 물을 공급할 수 있는 최대용량으로 생산량을 늘려, 리야드와 카심 등에 거주하는 550만 명이 넘는 사람들의 물수요를 충족하기에 충분하다.

슈카이크 4호 담수화 플랜트는 새로운 식수 공급원을 제공함으로써 사우디아라비아 남서부의 시민 350만 명에게 식수 공급을 개선하고, 물 부족 문제를 해결하는 데 도움이 될 것으로 예상된다. 주벨일 3B 담수화 플랜트는 2024년에 상업적으로 가동되면 리야드(Riyadh)와 카심(Qassim) 도시에 200만 명에게 식수를 공급하게 된다.

두 플랜트 모두 에너지 효율적인 해수 역삼투(SWRO, Sea Water Reverse Osmosis) 기술을 갖추고 있으며 사우디아라비아 물 부문 현대화의 핵심 프로젝트이다.

이 시설은 악시오나가 현재 사우디아라비아에서 건설 중인 나머지 프로젝트와 함께 하루 담수화의 용량을 230만㎥로 늘릴 수 있다. 즉, 사우디 전체 인구의 25%에 해당하는 900만 명에게 식수를 공급할 수 있는 양이다. 

사우디아라비아(KSA) 수자원공사 국가 물사업국장인 하비에르 니에토(Javier Nieeto)는 “이 이정표는 고객, 엔지니어 및 건설 팀간의 좋은 팀워크의 결과이다”라면서 “이제 최종 테스트 및 시운전 단계에 진입했으므로 모든 것이 완벽하게 작동하는지 확인하기 위해 여러 가지 테스트를 수행할 것”이라고 말했다. 

니에토 국장은 이어 슈카이크 4호 및 주베일 3B에서 이 이정표를 달성한 것을 매우 자랑스럽게 생각한다. 이는 고객에게 좋은 작업을 제때에 제공하려는 악시오나의 약속과 고객 및 지역 당국의 목표를 달성할 수 있는 능력을 입증한 것”이라고 덧붙였다.

사우디 해수담수청(Saline Water Conversion Corporation, SWCC)은 지난 2021년 악시오나와 협력사들에게 슈카이크 4호기와 주베일 3B 담수화 플랜트 건설을 수주했다.

심각한 물 부족 현상이 있는 지역에서는 기후변화와 인구 증가로 인해 담수 수요가 증가하고 있다. 인구 3천700만 명의 사우디아라비아는 미국, 캐나다에 이어 세계 3위의 1인당 물 소비국이다.

사우디아라비아는 물 소비를 합리화하기 위한 국가 프로그램을 설정하고 2030년까지 사용량을 거의 43% 줄이는 것을 포함하는 야심찬 목표를 설정했다. 이 목표는 사우디아라비아의 포괄적인 비전 2030(Vision 20300 사회 및 경제 개발 계획의 일부를 구성한다.

악시오나는 역삼투압 기술(RO technology)을 활용한 담수화 분야의 세계적인 선두 기업으로, 열담수화에 비해 온실가스를 6.5배 적게 배출한다.

악시오나는 사우디아라비아에 건설 중인 초대형 담수화 플랜트 5개와 대형 하수처리 플랜트 3개를 보유하고 있다. 모든 담수화 플랜트는 해수 역삼투 기술을 적용하고 있다.

여기에는 각각 하루 20만㎥와 63만㎥의 생산 능력을 갖춘 알 코바르(Al Khobar) I 및 II가 포함된다. 하루 45만㎥의 식수를 생산하는 슈카이크 3호(Shuqaiq 3)와 하루 10만㎥의 생산용량을 갖춘 마라픽 RO1(Marafiq RO1) 등이 있다.

ACCIONA ramps up Shuqaiq 4 and Jubail 3B desalination plants to full production, located in Saudi Arabia

Both desalination plants, designed and built by ACCIONA, will be one of the largest in Saudi Arabia, serving in total 5,5 million people.    

 

ACCIONA has achieved a key milestone in the construction of two of its main projects in the Kingdom of Saudi Arabia, Jubail 3B and Shuqaiq 4 desalination plants, ramping up production during final testing to full capacity of 575,000 m³ of potable water per day and 400,000 m3/day respectively, enough to meet the needs of more than 5.5 million people between both utilities.

Shuqaiq 4 will help to improve the supply of drinking water and offset water shortages to 3.5 million of citizen in the South-West of Saudi Arabia by providing a new source of potable water. While Jubail 3B desalination plant will supply two million people in the cities of Riyadh and Qassim once commercially operational in 2024.

Both plants are equipped with energy-efficient Sea Water Reverse Osmosis (SWRO) technology and are a key project in the modernization of Saudi Arabia’s water sector.

These facilities, together with the rest of the projects that ACCIONA currently has under construction in the Kingdom, bring the total capacity of desalinated water to 2,300.000 m3 per day, that is, to supply drinking water for nine million people, which represents 25% of the country's population.

The Saudi publicly-owned company Saline Water Conversion Corporation (SWCC) awarded ACCIONA and its partners the construction of the Shuqaiq 4 and Jubail 3B desalination plants in 2021.

In a region with acute water scarcity, demand for desalinated water is being driven by climate change and population growth. Saudi Arabia, which has a population of 37 million, is the world’s third largest per capita consumer of water after the United States and Canada. 

The Kingdom has set a national program for rationalizing water consumption, setting ambitious targets that include slashing usage by nearly 43% by 2030. The targets form part of the Saudi Arabia’s comprehensive Vision 2030 social and economic development plan.

LEADER IN REVERSE OSMOSIS DESALINATION

ACCIONA is a world leader in desalination using reverse osmosis technology, which emits 6.5 times fewer greenhouse gases than thermal desalination.

The company has five very large desalination plants and three large sewage treatment plants under construction in Saudi Arabia. All the desalination plants use seawater reverse osmosis technology. 

They include Al Khobar I & II, with production capacities of 200 and 630 million of liters per day respectively; Shuqaiq 3 with 450m liters per day; and Marafiq RO1 with a capacity of 100m liters per day.
