New CA surface water treatment plant to enhance two cities' water supplies

California's Woodland-Davis Clean Water Agency (WDCWA) hosted a groundbreaking event to observe the start of construction on the new regional surface water treatment plant, which will replace deteriorating groundwater supplies with safe, more reliable surface water supplies from the Sacramento River.

WDCWA awarded CH2M HILL, a global full-service consulting, design, construction, and operations firm, a $141-million contract for the design, construction and long-term operation of the facility in October 2013. The design-build-operate (DBO) project will optimize construction and operation costs for the cities of Woodland and Davis and when complete, divert approximately 45,000 acre-feet of water per year from the river. In addition, the project will supply 30 million gallons of water per day to water customers in the two cities and potentially UC Davis, with future expansion capabilities to 34 mgd.

The surface water treatment system includes construction of a jointly-owned and operated water intake on the Sacramento River, raw water pipelines connecting the intake to a new regional water treatment plant, and separate pipelines delivering treated water to Woodland and Davis. Additional improvements to the cities' existing water supply systems, including distribution pipelines, water storage tanks, and pump stations, are also included in the project scope. The new regional surface water treatment plant is expected to open in the fall of 2016.
