[ADB] 중국 서부 상하수 개선에 3억 달러 대출

아시아개발은행(ADB)는 중국 서부 지역 물과 폐수 처리 서비스를 업그레이드하는 것을 지원하기 위해 3억 달러에 준하는 시설 자금을 융자해주는 것을 베이징 캐피탈(Beijing Capital)과 계약했다.

이번도움은 민간자본을 끌어오는데 어려움이 있는 지역들에서 더 나은 질의 서비스를 제공받을 수 있게 해줄 것으로 기대된다. 중국 서부지역은 높아진 환경보호 기준에 맞추기 위해 증가하는 향상된 물 공급 및 폐수 처리 서비스 요구에 직면했다.

프로젝트는 몇몇 지방의 물/폐수 처리 시설을 건설, 확장, 복구 할 계획이다. 이번 프로젝트는 전략 설정된 지역마다 다른 수요와 크기에 맞는 기술을 베이징 캐피탈이 재단해간다.

ADB의 민간부문 활동부서 동아시아 유닛 수장 히사카 기무라(Hisaka Kimura)는 “프로젝트는 서부지역 작은 도시들에서 물/폐수 처리에 믿을 수 있으며 효율적인 접근을 제공 가능케 도울 것이다. 단독적인 작은 규모의 프로젝트는 상대적으로 비싸지만, 대규모 동시다발적으로 건설하면 프로젝트가 전체적으로 더욱더 효율적이고 더욱더 나은 수준을 이루게 될 것이다.”라고 말했다.

ADB GRANTS $300M LOAN TO IMPROVE WATER/WASTEWATER IN WESTERN CHINA

The Asian Development Bank (ADB) signed a $300 million equivalent loan facility with Beijing Capital Co., Ltd. (Beijing Capital) to support water and wastewater service upgrades in the western region of the country.

The assistance will enable better quality services to be provided in areas where there are difficulties attracting private capital investments.

The assistance includes a dual currency dollar-yuan loan equivalent to $150 million from ADB’s ordinary resources, and a complementary loan of the same amount raised from participating banks, with ADB acting as lender of record.

Western parts of the country face rising demand for improved water supplies and wastewater management services to meet higher environmental standards.

The project will build, expand, and rehabilitate water and wastewater treatment facilities across a number of provinces, with Beijing Capital tailoring its technologies to suit the size and needs of the different target communities.

“The project will help provide reliable and efficient access to water and wastewater treatment in smaller communities in the west,” said Hisaka Kimura, East Asia Unit Head of ADB’s Private Sector Operations Department. “Standalone small-scale projects are relatively expensive, so by bundling them together using multi-sector concessions, the project will be able to achieve greater overall efficiencies and quality.”
