[IDE 테크놀로지] 타이완 담수화 프로젝트 따내

이스라엘의 대표적인 수처리 기업 IDE 테크놀로지스(IDE Technologies)가 타이완 서부의 윈린현(Yunlin County)의 마이랴오 향(Mai-Liao) 발전소에 해수 역삼투(seawater reverse osmosis, SWRO) 담수화 시설을 건설하고 운영할 계획이다.

IDE 테크놀로지스는 태국 기업인 FPCC(Formosa Petrochemical Corporation)와 계약을 체결했으며, 이번 계약은 해당 부지에서 오일 정제에 사용될 물을 하루 10만5천㎥ 규모로 생산하는 담수화 시설에 대한 건설로, 2년간의 운영과 유지관리도 포함하고 있다.

이번 프로젝트는 타이완 정부가 지역 내 농업에 유리하도록 FPCC의 수리권을 줄인 후 진행될 예정이다.

이번에 들어서는 담수화 시설은 FPCC의 매우 높은 붕소 농도기준(약 0.01ppm 미만)을 만족시키기 위해 IDE의 붕소(boron) 제거 시스템을 사용하고 에너지와 화학물질 소비를 최적화할 계획이다.

해당 솔루션은 마이랴오 향 발전소가 수질 요구기준을 충족시키고 지역 내 블로다운 워터(blowdown water, 기기나 배관계 내의 수중 불순물이 지나치게 농축되지 않도록 계속적으로 조금씩 배출하는 물)의 배출 규정을 준수하는 것을 목표로 하고 있다.

IDE는 시설 설계부터 장비 설치, 커미션 계약, 2년간의 운영 감독 및 유지관리 등을 모두 맡을 계획이다.

IDE Technologies wins desal project at Mai-Liao Power Plant, Taiwan

IDE Technologiesis to build and operate a seawater reverse osmosis desalination facility at Mai-Liao Power Plant in Yunlin County, west Taiwan.

The contract with Formosa Petrochemical Corporation (FPCC) is for a 105,000 m3/d desal plant to produce water for use in its oil refinery operations at the site, plus two years’ operations and maintenance.

The project is going ahead after the Taiwan government reduced water rights for FPCC, in favour of agriculture in the region.

The plant will use IDE’s boron removal system to meet FPCC’s highly challenging boron concentration level requirement of less than 0.01 ppm, and to optimise energy and chemicals consumption.

“The quality of boron in this plant is extremely low, which was an exciting milestone for us. We believe that we have attained an industry first, while maintaining high water quality,” said IDE Projects chief executive Amnon Levy.

The solution aims to help Mai-Liao Power Plant to meet its water requirements and to comply with local regulations for discharging blowdown water.

IDE will design the plant, supply and install equipment, commission the plant, and supervise operations and maintenance for two years.
