[싱가포르] 케펠, 마리나 이스트 담수화 플랜트 설계 발표

싱가포르 케펠(Keppel)사가 마리나 이스트 담수화 플랜트 프로젝트에 대한 작업에 착수한 지난 6월 29일, 이에 대한 세부 설계를 발표했다.

이번 계획의 주요 기능은 담수화 플랜트로, 공공 부분으로서의 역할을 할 것으로 보인다. 담수화 플랜트는 13만7천㎥/일의 설비용량을 가진 시설로, 약 3헥타르(ha)의 부지에 23m 높이로 건설될 예정이며, 대부분의 공간이 지하에 건설된다. 또 약 2만㎥ 정도의 면적에 달하는 지붕에 옥상녹화가 이뤄진다.

플랜트의 이중 유량 챔버는 해수와 저수지 물을 처리하도록 설계되며, 휴식공간으로 사용되기도 할 것으로 예상된다.

엔지니어링 설계에 따르면, 바다와 저수지로부터 원수를 취수하여 이중 유량 챔버로 이동시키고, 이 과정에서 응집, 가압부상법, 초미세여과 순의 전처리 공정을 거치게 된다.

프로젝트는 오는 2020년 완공될 예정이다. 케펠 인프라스트럭처(Keppel Infrastructure)가 DBOO(Design·Build·Own·Operate) 방식으로 플랜트를 건설을 추진한다.

Keppel unveils designs for Marina East Desalination Plant

Keppel has shared design details of its Marina East Desalination Plant project in Singapore, as it broke ground on 29 June 2017.

The primary function of the scheme is a desalination plant, and it will also serve as a public space. The 137,000 m3/d facility will be constructed over three hectares of land, and at 23 metres high will be mostly underground, with 20,000 square metres of parkland on the roof.

The dual flow chamber feature of the plant, which is designed to treat seawater and reservoir water, will also act as a playground area.

The engineering design shows raw water intake from the sea and reservoir to a dual flow chamber, through pre-treatment using flocculation and dissolved air flotation, then ultrafiltration; a two-pass reverse osmosis system; and post-treatment using ultraviolet disinfection.

The architectural design enables the plant to blend in with the surrounding environment, with a private viewing gallery and the rooftop park at ground level.

“The Keppel Marina East Desalination Plant is the first to treat both freshwater from the Marina Reservoir, and seawater. This ability to switch from treating freshwater, to seawater during drier seasons, ensures a more weather-resilient water supply for Singapore,” said Keppel Corporation chairman Lee Boon Yang.

The project is expected to complete by 2020. Keppel Infrastructure, through wholly owned subsidiary Marina East Water, will construct the plant under a design, build, own and operate model, and has a 25-year water purchase agreement with PUB, Singapore's water agency.
