[스페인] 마을하수처리 ‘라이프 인텍스트 프로젝트’ 출범

스페인서 하수 서비스 제대로 못받는 소도시 주민이 300만∼400만명 달해

아쿠알리아 주도로 혁신적인 마을하수처리시설 탈라베라 하수처리장에 설립

스페인의 탈라베라 데 라 레이나(Talavera de la Reina) 시장과 스페인 아쿠알리아(Aqualia) 이사인 산티아고 라푸엔테(Santiago Lafuente)와 함께 카스티야라만차(Castilla-La Mancha)의 에밀리아노 가르시아-페이지(Emiliano Garcia-Page) 사장은 톨레도(Toledo)시의 시립 수자원 서비스(municipal water service)를 관리하는 회사인 아쿠알리아(Aqualia)가 이끄는 '라이프 인텍스트 유럽 프로젝트(Life Intext European project)'의 시설을 출범시켰다.

지속가능한 처리 과정의 국가적 기준인 탈라베라(Talavera, a national benchmark in sustainable treatment processes)

하수처리는 스페인 전역의 작은 마을들에서 계속 다루어져야 할 문제이다. 현재 스페인에서 가장 작은 마을들 중 72%가 2천 명 미만의 거주민이다. '라이프 인텍스트(Life Intext) 실증플랜트'는 하수처리에 대한 아쿠알리아의 지속가능성을 입증하는 것이다.

이 실증 플랜트는 이러한 과정이 구현되지 않았거나 충분히 효율적이지 않은 중소 도시를 위해 특별히 설계되었다. 스페인에는 아직도 물을 사용한 뒤 하수 서비스를 제대로 받지 못하는 소도시의 주민이 300만∼400만 명에 달한다.

스페인의 아쿠알리아(Aqualia) 이사인 산티아고 라푸엔테(Santiago Lafuente)가 이 행사에서 아쿠알리아를 대표했다. 라푸엔테 이사는 연설을 통해 “농촌지역이 지속가능한 방식으로 하수를 처리해야 할 의무에 직면할 수 있도록 도울 것”이라며 시설의 잠재력을 강조했다.

이러한 인프라와 연구진은 향후 10년 동안 이 분야의 기술 발전을 기념할 것이다. 덕분에, 현재의 처리장들은 ‘바이오팩토리(biofactory)’ 개념, 즉 부가가치가 높은 바이오 생산물의 원천이 될 효율적인 시설로 진화하게 될 것이다.

실험 플랫폼은 탈라베라 하수처리장(Talavera Wastewater Treatment Plant)에서 설계된다. 소규모 마을을 위한 16개의 하이브리드 하수처리 기술(hybrid wastewater treatment technologies ; 집약적이고 광범위한)이 이 단계에서 시험된다.

최적의 기술을 선정하기 위한 의사결정 도구가 2단계 동안 개발돼 각 읍에 맞춤형 솔루션을 제공할 수 있게 된다. 마지막으로, 최대 용량으로 가동되지 않는 플랜트는 가장 적합한 기술을 구현하기 위해 진단될 것이며, 따라서 이러한 실증 플랜트는 가장 효율적인 매개변수로 운영되도록 미세 조정될 수 있다.

이 프로젝트는 유럽 5개국 9개 파트너로 구성된 컨소시엄을 통해 진행되며 예산은 300만 유로에 이른다. 유럽연합(EU)이 55%를 지원하는 이 연구 프로젝트는 4년간 지속되며, 새로운 물기술센터(CENTA)와 협력하여 탈라베라 라 레이나(Talavera la Reina)에서 진행될 예정이다.

탈라베라의 혁신을 위한 플랫폼(The Platform for Innovation in Talavera)

라이프 인텍스트(Life Intext)는 탈라베라 데 라 레이나(Talavera de la Reina)에서 혁신을 위한 플랫폼의 첫 번째 이정표이다. 현재 두 개의 프로젝트가 더 진행 중이다. 라이프 피닉스(Life Phoenix)는 하수를 농업 목적으로 재사용하는 것과 관련된 EU의 법적 요건이 강화되는 것을 해결하기 위해 2018년에 만들어졌다.

아쿠알리아(Aqualia)와 그 파트너들은 하수를 안전하고 효율적인 방법으로 농업 관개에 재사용할 수 있는 고부가가치 요소로 바꾸려고 한다. 피닉스(Phoenix)가 중소·대도시를 위한 혁신 기술을 개발한다.

이 플랫폼의 세 번째 요소는 ‘H2020 나이스(H2020 Nice)’로, 도시의 자연화를 추구한다. 이 프로젝트는 녹색벽과 지붕, 침투 정원, 인공습지 및 지속가능한 배수 시스템과 같은 다양한 시스템의 통합을 제안하며, 이 모든 것이 도시 물 순환의 일부이다. 이 모든 것은 도시 건축에 풍경을 통합하여 도시 열섬 효과를 감소시키는 것을 목적으로 한다.

라이프 인텍스트(Life Intext)는 단순한 물의 순환과 관련된 서비스 제공을 넘어 아쿠알리아(Aqualia)의 헌신에 대한 증거입니다. 각 지역의 요구에 부응하고 지속가능성에 초점을 맞춘 사회·환경 프로젝트를 통해 자신이 운영하는 마을에 가치를 더하고자 한다.

아쿠알리아(Aqualia)는 이 목표를 달성하기 위해 대학, 연구센터, 국가 및 국제기구, 시의회와 영구적으로 협력하고 있으며, 기후 변화에 맞서 싸우고 UN의 2030 의제(2030 Agenda)의 지속가능한 개발 목표 달성에 기여하고 있다.

과학, 기술 및 혁신은 경제적 및 환경적 관점에서 효율성을 개선하고 지구의 요구를 충족하기 위한 새롭고 더 나은 지속 가능한 방법을 개발할 수 있기 때문에 이 의제를 구현하는 핵심 도구이다.

Garcia-Page inaugurates a set of innovative facilities in Talavera, which have been designed to solve the challenge of treating wastewater in small towns

- The infrastructures of the Life Intext project were presented in an event held yesterday evening at the treatment plant in the town of Toledo. 

The event was attended by political leaders from various administrations, businessmen and researchers

- Wastewater treatment continues to be a matter that needs to be addressed in small towns across Spain. Currently, 72% of Spain's smallest towns have less than 2,000 inhabitants

- The Life Intext project, led by Aqualia, combines 16 sustainable treatment technologies to offer tailored solutions to small and medium-sized towns that are still not treating their urban wastewater as needed.

 

Emiliano Garcia-Page, President of Castilla-La Mancha, accompanied by Tita Garcia, mayor of Talavera de la Reina, and Santiago Lafuente, director of Aqualia in Spain, inaugurated the facilities of the Life Intext European project, led by Aqualia, a company that manages the municipal water service in the city of Toledo. 

The event involved starting the demo plant and the unveiling of a commemorative plaque. This was followed by a guided tour of the facilities, in which the project's research team explained the different technologies that are already operating in the new facilities. 

Talavera, a national benchmark in sustainable treatment processes 

Wastewater treatment continues to be a matter that needs to be addressed in small towns across Spain. Currently, 72% of Spain's smallest towns have less than 2,000 inhabitants. The Life Intext demo plant is proof of the company's commitment to sustainability in wastewater treatment. 

The plant has been specially designed for small and medium towns, in which these processes are not implemented or are not efficient enough. In Spain, there are still 3 to 4 million inhabitants of small towns in which the water is not treated properly after it is used. 

Santiago Lafuente, the company's Director in Spain, represented Aqualia at the event. During his speech, Lafuente highlighted the huge potential of the facilities, "which will help rural areas face their obligations to treat wastewater with a sustainable approach. 

These infrastructures and their team of researchers will mark the development of technology in this area over the next 10 years. Thanks to this, the current plants will evolve towards the "biofactory" concept: efficient facilities that will become a source of bioproducts with a high added value".

An experimental platform will be designed at the Talavera Wastewater Treatment Plant (WWTP) during the first phase of Intext. 16 hybrid wastewater treatment technologies (intensive and extensive) for small towns will be tested during this phase. 

A decision-making tool will be developed during the second phase to select the best technology, which will allow tailored solutions to be offered to each town. Finally, the plants that are not operating at full capacity will be diagnosed to implement the most suitable technology and so these can be fine tuned to operate with the most efficient parameters. 

The project is articulated through a Consortium of 9 partners from 5 European countries and has a budget of almost 3 million euros. The research project, of which 55% is funded by the European Union, will last 4 years and will be executed in Talavera la Reina, in collaboration with the Centre for New Water Technologies (CENTA). 

The Platform for Innovation in Talavera 

Life Intext is the first milestone of the Platform for Innovation in Talavera de la Reina. Two more projects are currently in progress. Life Phoenix was created in 2018 to address the tightening of the EU's legal requirements associated with re-using wastewater for agricultural purposes. 

Aqualia and its partners seek to turn wastewater into a high-value element that can be re-used for agricultural irrigation in a safe and efficient way. Phoenix will develop innovative technologies for small, medium and large towns.  

The third element of this Platform is H2020 Nice, which seeks to re-nature cities. The project proposes the integration of different systems, such as green walls and roofs, infiltration gardens, artificial wetlands and sustainable drainage systems, all part of the urban water cycle.  All with the aim of integrating the landscape in the architecture of cities to reduce the urban heat island effect.

Life Intext is proof of Aqualia's commitment, which goes beyond the mere provision of services associated with the end-to-end water cycle. The company seeks to add value in the towns in which it operates through social and environmental projects that cater to the needs of each region and with a focus on sustainability.

Aqualia is permanently collaborating with universities, research centres, national and international organisations and city councils to achieve this goal, while contributing to the fight against climate change and the achievement of the UN's Sustainable Development Goals of the 2030 Agenda. 

Science, Technology and Innovation are a key tool to implement this Agenda, since they can improve efficiency from an economic and environmental point of view, developing new and better sustainable ways to meet the planet's needs.
