[프랑스] 베올리아, 솔베이와 에너지 전환 프로젝트 '돔바슬 에너지' 착수
RDF 열병합 발전 장치로 소다회 공장 발생 CO2 배출량 대폭 감소

베올리아(Veolia)와 솔베이(Solvay)는 역사적으로 깨끗하고 경쟁력 있는 에너지 생산을 위해 석탄을 RDF(고형 쓰레기 연료)로 대체하는 것을 목표로 하는 산업 에너지 전환 프로젝트인 '돔바슬 에너지(Dombasle Énergie)' 건설에 착수한다고 밝혔다. Dombasle-sur-Murthe 공장 이 프로젝트는 공장의 경쟁력을 보장하고 CO2 배출량을 50%까지 줄일 수 있을 것으로 전망된다.

 

이 프로젝트는 3개의 석탄 화력 보일러를 재활용할 수 없는 폐기물에서 생산된 RDF에서 실행되는 2개의 용광로가 장착된 보일러실로 교체하여 산업 활동의 탄소 발자국을 절반으로 줄이고 연간 20만 톤의 석탄 수입을 중단하는 것으로 구성됩니다. Dombasle-sur-Murthe 현장에는 2024년 기준 베올리아가 공급하는 연간 35만 톤의 RDF를 사용하는 열병합 발전 장치가 있다.

 

솔베이가 건설하고 베올리아가 운영하는 새로운 시설은 181MW(메가와트) 화력과 17.5MW 전력의 용량을 갖게 되며 이는 산업 공정에 재사용될 것이다. 이 프로젝트에는 2억 2,500만 유로의 투자가 필요하며 2024년에 가동될 예정이다.

 

프랑스 최초의 돔바슬 에너지는 순환 경제의 선순환 구조를 만들 것이며 특히 다음과 같다.

 

현장의 환경 발자국을 저감(현재 CO2 배출량을 연간 약 50% 또는 24만 톤의 CO2 감소).
해외에서 수입한 석탄을 주로 그랑에스트 지역과 인근 지역에서 생산되는 프랑스에서 생산되는 RDF로 대체하여 화석 연료 사용 중단.
재활용 불가 및 녹색 에너지로 전환될 때 발생하는 폐기물의 새로운 배출구 생성.
물 사용량을 7% 저감.

 

베올리아의 회장 겸 CEO인 앙투안 프레로(Antoine Frérot)는 “산업 생태학의 선구자인 베올리아는 업계 관계자들이 탄소 배출량 감소 목표를 달성할 수 있도록 돕는 주요 파트너로 다시 한 번 자리매김하고 있다"면서 "베올리아는 솔베이와 같은 파트너와 함께 이 프로젝트에 참여하게 되어 기쁘다. 생태계 전환 접근 방식의 일환으로 산업의 탈탄소화에 기여한다"고 말했다.

 

일함 카드리(Ilham Kadri) 솔베이 그룹 CEO는 "베올리아의 지속 가능한 개발 로드맵인 Solvay One Planet은 특히 2050년까지 탄소 중립을 목표로 한다. 저탄소 사회의 출현에 적극적으로 기여하려면 지속 가능하고 경쟁력 있는 대체 에너지를 배치하기 위해 공장을 전환해야 한다. 이를 위해서는 민간 및 공공 행위자 간의 파트너십을 찾는 것이 필요하다"고 강조하며 "독일의 라인베르크에 이어 두 번째 소다회 공장에서 석탄을 사용하지 않는 이 프로젝트에서 베올리아와 협력하게 된 것을 기쁘게 생각한다"고 말했다.

 

베올리아의 재활용 및 폐기물 가치평가 총책임자인 안 르 구에넥(Anne Le Guennec)은 "베올리아의 목표는 재활용할 수 없는 폐기물의 에너지 회수를 위한 실제 산업 부문을 개발하는 것이다. 이 폐기물을 고체 회수 연료로 변환하면 화석 자원을 대체할 에너지와 열을 생산할 수 있다. 돔바슬 에너지는 석탄을 RDF로 대체하는 것을 목표로 한다. 순환 경제 및 산업적 탈탄소화 방식으로 솔베이 공장에 청정 에너지를 공급한다"고 설명했다.

 

필리프 케렌(Philippe Kehren) 솔베이 소다회&파생상품(Solvay Soda Ash & Derivatives) 사장은 "이 주요 프로젝트는 우리 유적지의 미래를 보장하고 유럽 소다회 산업을 변화시키고 지속 가능하고 경쟁력 있게 만들고 장기적으로 고객에게 더 나은 서비스를 제공하려는 솔베이의 결의를 확인시켜준다"고 강조했다. 이어 “이는 독일 라인베르크(Rheinberg) 현장에서 개발된 녹색 에너지 전환 프로젝트와 동일한 추진력에 의해 추진된다”고 덧붙였다.

 

발전소의 이러한 전환은 화석 연료 가격의 변동성 및 석탄 사용에 대한 유럽 규정에 의해 부과되는 세금의 맥락에서 실질적인 이점을 제공한다. 이러한 경쟁력 향상으로 인해 현장이 유지되고 1천 개의 직·간접 일자리가 창출될 수 있다.

Solvay and Veolia launch energy transition project "Dombasle Énergie"
The creation of an RDF cogeneration unit will drastically reduce CO2 emissions from Solvay's Dombasle soda ash site
 

Paris, February 16, 2022 - Solvay and Veolia are launching the construction of an industrial energy transition project, "Dombasle Énergie”, which aims to replace coal with refuse-derived fuel (RDF) for the production of clean and competitive energy for the historical Dombasle-sur-Meurthe plant. The project will ensure the plant's competitiveness and reduce CO2 emissions by 50%.

 

The project consists of replacing three coal-fired boilers with a boiler room equipped with two furnaces running on RDF, produced from  waste that cannot be recycled, allowing  to halve the carbon footprint of the industrial activity and stop importing 200,000 tons of coal annually. The Dombasle-sur-Meurthe site will have a cogeneration unit that uses 350,000 ton of RDF per year, supplied by Veolia as of 2024.

 

The new facility, to be built by Solvay and operated by Veolia, will have a capacity of 181 megawatts (MW) thermal power and 17.5 MW electrical power, which will be reused for the industrial process. The project will require an investment of €225 million and is scheduled to come on stream in 2024.

 

A first in France, Dombasle Énergie will create a circular economy virtuous loop and in particular:

 

Cut the site's environmental footprint (reduction of current CO2 emissions by approximately 50% or 240,000 tonnes of CO2 per year);
Stop the use of fossil fuels by replacing coal imported from abroad with RDF produced in France, primarily from the Grand Est region and neighboring regions;
Create a new outlet for waste that was initially non-recyclable and which will be transformed into green energy;
Reduce water usage by 7%.

Dombasle Énergie aims to replace coal with RDF to supply the Solvay plant with clean energy in a circular economy and industrial decarbonization approach." explained Anne Le Guennec, general manager - recycling and waste valorization, Veolia France.

“This major project secures the future of our historic site and confirms Solvay's determination to transform the European soda ash industry, to make it more sustainable and competitive, and better serve our customers in the long term,” stressed Philippe Kehren, president of Solvay Soda Ash & Derivatives. “It is driven by the same momentum as the green energy transition project developed at our Rheinberg, Germany site." 

 

This conversion of the plant offers a real advantage in the context of volatile fossil fuel prices and the taxes imposed by European regulations on the use of coal. This gain in competitiveness allows the site to be sustained and the employment pool to be preserved with 1,000  direct and indirect jobs.
