[독일] KfW, 세르비아 하수처리장·하수망 건설 지원

KfW(독일국영개발은행), 세르비아 2개 대도시 수질개선·재생에너지 촉진 자금 조달

남동부 유럽의 발칸반도 중앙의 판노니아 평원에 위치한 세르비아(Serbia)에서는 아직도 하·폐수의 많은 부분이 처리되지 않은 채 강으로 흘러 들어간다. 독일 연방정부와 EU(유럽연합)를 대표하여 KfW(독일국영개발은행)는 하·폐수 수질에 관한 EU 표준을 준수하는 최첨단 네트워크와 처리시설의 건설을 통해 독일 남부 2개 도시를 지원하고 있다.

KfW는 세르비아의 크루세바크(Krusevac)와 브란제(Vranje) 마을에 최첨단 하수처리장을 건설하는 프로그램을 통해 하·폐수가 더 이상 모바라(Morava) 강으로 직접 배출되어 처리되지 않도록 자금을 조달하고 있다.

세르비아는 여전히 하·폐수 처리 분야에서 상당한 밀린 업무와 투자 요구를 가지고 있다. 하수의 15∼20%만이 위생적으로 처리되고 있다. 정부는 현재 이 지역의 EU 가입 요건을 충족시키기 위해 하천수질을 개선하기를 원하고 있다. 세르비아는 최근 가입 협상 과정에서 환경보호와 기후변화를 위한 관련 협상장을 개설했다.

KfW는 세르비아의 크루세바크(Krusevac)와 브란제(Vranje) 마을에 최첨단 하수처리장을 건설하는 프로그램을 통해 하·폐수가 더 이상 모바라(Morava) 강으로 직접 배출되어 처리되지 않도록 자금을 조달하고 있다. 이 강은 유고슬라비아 동부를 북쪽으로 흘러서 다뉴브(Danube) 강과 합류한다. 

KfW는 이를 위해 독일 연방경제협력개발부(BMZ) 예산에서 4천700만 유로를, EU 기금에서 140만 유로를 지원하고 있다. 이 프로그램은 또, 지방 공공 사업자와 그 서비스의 재정적인 지속 가능성을 보증하는 한편, 지방 예산의 재정적인 탄력성을 고려하는 관세 개혁도 가능하게 한다.

에너지원으로서의 하수 슬러지(Sewage sludge as an energy source)

크루세바크와 브란제에서는 재생 자원 하수슬러지가 하수 가스 생산 및 에너지 생성에 사용된다. 이것에 의해 하수슬러지는 슬러지량을 큰 폭으로 저감한 태양열 건조 플랜트를 거친다. 이를 통해 시멘트 산업에서 이산화탄소(CO2) 배출량이 적은 폐기물을 공동 연소할 수 있다.

크루세바크(Krushevac)의 시장 자스미나 팔루로비치(Jasmina Palurovic) 시장은 “새로운 하수처리장으로 우리 도시는 곧 유럽에서 가장 현대적인 생태도시 중 하나가 되어 다른 자치단체보다 한 발 앞서게 될 것이다”라고 말했다.

 

태양열 슬러지 건조는 가장 친환경적인 건조 방법이며 CO2 배출량을 줄인다.

의욕적인 파트너(Highly motivated partners)

KfW(독일 국영개발은행) 프로그램은 성과 기반 접근법을 따르며, 이는 잠재적 파트너 도시와 그 유틸리티가 투자 자격을 갖추기 위해 특정 요건을 적용하고 충족해야 한다는 것을 의미한다. 

이 접근 방식은 파트너 지자체에 동기를 부여해 자치단체나 공공사업체와의 협력을 촉진하는 메리트를 가지고 있어, 좋은 거버넌스(governance)에 공헌하는 중요한 요소가 되고 있다.

그동안 두 도시 가구의 각각 85%와 95% 이상이 이미 하수시스템과 하수처리장에 연결돼 있었다. 하수처리장에서의 하수처리는 현재 EU지침의 목표치를 준수하고 있다. 채무 서비스, 비용 회수 및 회수 효율의 주요 수치는 현재 운영이 재정적으로 지속 가능하다는 것을 보여준다.

이 프로그램은 국경을 초월한 환경보호, 다뉴브 보호위원회(Danube Protection Commission)의 목표 이행, 그리고 마지막으로 지역 주민의 건강 상황 개선에 중요한 기여를 한다. 참가 도시 두 곳 모두 그 지역의 선구자가 되었다. 다른 세르비아 지자체와 유틸리티 회사도 이 솔루션에 관심이 있다.

Improving water quality and promoting renewable energies

KfW supports the construction of wastewater treatment plants and sewage networks in two major municipalities in Serbia

 

KfW Development Bank (KfW Entwicklungsbank GmbH), a German state-owned investment and development bank as well as one of the world’s leading promotional banks, has announced that it will finance the construction of wastewater treatment plants and sewage networks in two large municipalities in Serbia. 

The financial support will be on behalf of the German Federal Government and the EU and the wastewater treatment plants and sewage networks that will be built will comply with EU standards for wastewater quality.

Serbia still has a considerable backlog and investment need in the area of wastewater disposal. Only 15%-20% of the wastewater is so far (hygienically) treated. The government now wants to improve the water quality of the rivers, also to meet the requirements for EU accession in this area. The relevant negotiation chapter for environmental protection and climate change in the process of accession negotiations was recently opened for Serbia.

KfW is financing a programme to construct state of the art wastewater treatment plant in the towns of Krusevac and Vranje so that their wastewater is no longer discharged directly and untreated into the Morava. KfW is providing EUR 47 million from the budget of the German Federal Ministry for Economic Cooperation and Development (BMZ) and EUR 1.4 million from EU funds for this purpose. 

The programme also enables a reform of the tariffs, which on the one hand ensures the financial sustainability of the municipal utility companies and their services and on the other hand takes into account the financial resilience of the municipal budgets.

Sewage sludge as an energy source

In Krusevac and in Vranje, the regenerative resource sewage sludge is used for sewage gas production and thus for energy generation. Thereby, the sewage sludge undergoes a solar drying plant in which the amount of sludge is significantly reduced. This enables co-incineration in the cement industry, a disposal with lower carbon dioxide emissions.

Jasmina Palurovic, mayor of Krusevac, says: “With the new sewage treatment plant, our city will soon be one of the most modern ecological cities in Europe, putting us one step ahead of other municipalities.”

Highly motivated partners

The KfW programme follows a performance-based approach, which means that the potential partner cities and their utilities have to apply and meet certain requirements to qualify for the investments. 

This approach has the advantage of motivating the partner municipalities and encouraging cooperation with the municipal administration and utilities, an important contribution to good governance.

In the meantime, more than 85% and 95% respectively of the households in the two cities are already connected to the sewage system and thus to the wastewater treatment plant. Sewage treatment in the wastewater treatment plants now complies with target values of the EU directives. The key figures for debt service, cost recovery and collection efficiency show that the operation is now financially sustainable.

The programme makes an important contribution to transboundary environmental protection, to the implementation of the goals of the Danube Protection Commission and, last but not least, to an improved health situation of the local residents. Both participating cities have become pioneers for the region. Other Serbian municipalities and utilities are also interested in this solution.
